2270. - MEMBERSHIP.

The Recreation and Parks Commission shall consist of five (5) members.

2271. - MEETINGS.

The Recreation and Parks Commission shall meet at least once each calendar month at such time and place as the Council may fix by resolution.

2271.1. - SPECIAL MEETINGS.

Special meetings may be called at any time by the Chairman or by any three members of the Recreation and Parks Commission by a written notice served upon each member of the Commission not less than three (3) hours before the time specified for the proposed special meeting.

2272. - RECREATION DEFINED.

The term "Recreation," whenever used in this Part, means and includes any activity, voluntarily engaged in, which contributes to the physical, mental or moral development of the individual or group participating therein, and includes any activity in the fields of music, drama, art, handicraft, science, literature, nature study, nature contacting, aquatic sports and athletics, or any of them, and any informal play incorporating any such activity.

2273. - FINANCIAL LIMITATIONS.

The Recreation and Parks Commission shall not expend, obligate itself to expend or authorize the expenditure of any amount in excess of its budget as approved and adopted by the Council as part of the official budget of the City.
