8510. - DECLARATION OF NEED. ¶
The City Council determined that there is an unusually large number of privately owned swimming pools, spas, and hot tubs within the City, and the maintenance of private swimming pools without adequate supervision or precautionary measures constitutes a severe hazard to the safety of the inhabitants of the City, particularly to small children; that numerous small children have drowned by falling into private swimming pools in the County; and that many of said deaths could have been prevented if adequate preventive measures had been required and installed due to climatic conditions.
