§ 9-4.201 SCOPE.¶
For the purposes of this chapter, unless otherwise apparent from the context, certain words and phrases used in this chapter are defined in this article.

§ 9-4.202 ALLEY.¶
ALLEY. A way intended primarily for vehicular service access to the back or side properties otherwise abutting on a street.

§ 9-4.203 BICYCLE TRAIL.¶
BICYCLE TRAIL. A pathway, trail, route, or lane of a street designated for bicycle use and other non-motorized traffic.

§ 9-4.204 BLOCK.¶
BLOCK. The length of the frontage along the property line between consecutive streets intersecting the frontage, and may also mean that area bounded on all sides by the adjacent streets, rights-of-way, railroads, public areas, or subdivision boundaries, and includes one or more lots or parcels.

§ 9-4.205 CUL-DE-SAC.¶
CUL-DE-SAC. A street which connects to another street only at one end.

§ 9-4.206 GENERAL PLAN.¶
GENERAL PLAN. The comprehensive plan of the city adopted pursuant to Cal. Gov't Code Chapter 3 of Title 7 (§§ 65350 et seq.).

§ 9-4.207 DRAINAGE CHANNEL OR CONDUIT, MAJOR.¶
MAJOR DRAINAGE CHANNEL OR CONDUIT. A channel or conduit which serves a drainage area of four square miles or more.

§ 9-4.208 DRAINAGE CHANNEL OR CONDUIT, MINOR.¶
MINOR DRAINAGE CHANNEL OR CONDUIT. A channel or conduit which serves a drainage area of one square mile or less.

§ 9-4.209 DRAINAGE CHANNEL OR CONDUIT, SECONDARY.¶
SECONDARY DRAINAGE CHANNEL OR CONDUIT. A channel or conduit which serves a drainage area less than four square miles and more than one square mile.

§ 9-4.210 FINAL MAP.¶
FINAL MAP. A map prepared in accordance with the provisions of this chapter and the Subdivision Map Act, which map is designed to be recorded in the office of the County Recorder.

§ 9-4.211 FLOOD CONTROL DISTRICT.¶
FLOOD CONTROL DISTRICT. The Contra Costa County Flood Control and Water Conservation District, serving in an advisory capacity to the Engineering Division and the Planning Commission relative to drainage and flood control problems.

§ 9-4.212 FLOOD HAZARD.¶
FLOOD HAZARD. The possible occurrence of overflow storm waters causing the flooding of lands or improvements, or having sufficient velocity to transport or deposit debris, to scour the surface soil, or to dislodge or damage buildings, and shall also include the erosion of the banks of channels.

§ 9-4.213 FREEWAY.¶
FREEWAY. As defined in Cal. Sts. and High. Code § 23.5, shall mean a highway which, because of its design and location with reference to the county highway system and state highway system, is or will be used primarily for fast, heavy, or dense traffic and for which right of access from abutting property or streets along the right-of-way boundaries will be prohibited or limited.

§ 9-4.214 FRONTAGE.¶
FRONTAGE. The width of a lot or block measured along the property line adjacent to the street.

§ 9-4.215 FRONTAGE ROAD.¶
FRONTAGE ROAD. A street or road adjacent to an arterial thoroughfare or freeway which provides access to abutting properties and protection from the through traffic on the adjacent streets.

§ 9-4.216 HEALTH DEPARTMENT.¶
HEALTH DEPARTMENT. The Health Depart-ment of the county, acting through the County Health Officer or his representative, which shall advise the Planning Commission concerning matters of sanitation and public health.

§ 9-4.217 IMPROVEMENT PLAN.¶
IMPROVEMENT PLAN. An engineering plan submitted by a civil engineer registered by the state showing the location and construction details of the streets, roads, drainage facilities, sanitary sewers, pertinent structures, and other on-tract and off-tract improvements required for a subdivision.

§ 9-4.218 INUNDATION.¶
INUNDATION. Ponded storm water or storm water in motion of sufficient depth to damage property due to the mere presence of water or to the depositing of silt.

§ 9-4.219 LOT.¶
LOT. That portion of land in a subdivision which is delineated or described as a single integral unit of the subdivision as shown on the map of the subdivision.

§ 9-4.220 MEDIAN.¶
MEDIAN. The area separating two roadways within a right-of-way.

§ 9-4.221 PARCEL.¶
PARCEL. All land which is contiguous and under one ownership on the date of the sale of such land.

§ 9-4.222 PARK STRIP.¶
PARK STRIP. The area between the curb line and the adjacent property line.

§ 9-4.223 PLANNING COMMISSION OR COMMISSION.¶
PLANNING COMMISSION or COMMISSION. The body appointed by the Council to pass on subdivisions and other planning matters within its legal jurisdiction.

§ 9-4.224 PLANNING DIVISION.¶
PLANNING DIVISION. The Division of the Department of Community Development which shall advise the Commission concerning the General Plan and zoning and matters related to the office of the City Planner.

§ 9-4.225 PONDING OF LOCAL STORM WATER.¶
PONDING OF LOCAL STORM WATER. Standing storm water in local depressions. As distinguished from sheet overflow, such water originates on or in the vicinity of the property and, due to the condition of the ground surface, is unable to reach a drainage channel or conduit.

§ 9-4.226 ENGINEERING DIVISION.¶
ENGINEERING DIVISION. The Division of the Department of Community Development which shall advise the Commission concerning streets, engineering, subdivisions, minor subdivisions, and matters related to the office of the City Engineer.

§ 9-4.227 SHEET OVERFLOW.¶
SHEET OVERFLOW. Water of minor depths, either quiescent or flowing at velocities less than those necessary to produce serious scour.

§ 9-4.228 SPECIFICATIONS.¶
SPECIFICATIONS. Specifications for construction materials, methods of construction, tests, and acceptable construction standards, and conditions relating thereto, as may be approved by resolution of the Council. Such specifications shall be made a part of this chapter by reference thereto and in effect at the time of filing the final map for a subdivision.

§ 9-4.229 STREET.¶
STREET. A way, excluding a path or alley, for vehicular traffic, whether designated as a street, highway, thoroughfare, parkway, road, freeway, expressway, avenue, boulevard, lane, place, court, circle, or way.

§ 9-4.230 STREET, ARTERIAL.¶
ARTERIAL STREET. Any street or road passing adjacent to or through a subdivision which carries the major flow of traffic and for which the traffic entering from side roads and streets may be controlled.

§ 9-4.231 STREET, COLLECTOR.¶
COLLECTOR STREET. Any street within a subdivision, or adjacent thereto, which, because of its location with reference to other streets or other sources of traffic, carries or will carry traffic from local streets to the system of arterial streets, and shall include the principal entrance streets of residence developments and streets for the circulation of traffic within such developments.

§ 9-4.232 STREET, HILLSIDE.¶
HILLSIDE STREET. Any street which serves local residential neighborhood traffic only and which, because of its location approximately paralleling the contours of a hillside, cannot be constructed to full width without causing excessive cut and fill.

§ 9-4.233 STREET, INDUSTRIAL.¶
INDUSTRIAL STREET. A street serving traffic within an industrial development.

§ 9-4.234 STREET, LOCAL.¶
LOCAL STREET. Any street which serves local neighborhood traffic only and which, because of its location with reference to other streets, will not become a collector street or is a cul-de-sac street not designed for future extension.

§ 9-4.235 STREET, PRIVATE.¶
PRIVATE STREET. Any parcel of land or non-exclusive easement not owned by the city or the state or offered for dedication to the public and which is used or intended to be used for access to a lot or lots.

§ 9-4.236 STREET, PUBLIC.¶
PUBLIC STREET. A street for which the right-of-way is owned by the city or offered for dedication to the public and accepted by the city.

§ 9-4.237 SUBDIVIDER.¶
SUBDIVIDER. A person, firm, corporation, partnership, or associate who causes land to be subdivided into a subdivision for himself or for others.

§ 9-4.238 SUBDIVISION.¶
SUBDIVISION. The division of any improved or unimproved land, shown on the latest equalized county assessment roll as a unit or as contiguous units, for the purpose of sale, lease, or financing, whether immediate or future. Property shall be considered as contiguous units even if it is separated by roads, streets, utility easements, or railroad rights-of-way. SUBDIVISION shall include a condominium project, as defined in Cal. Civ. Code § 1351, or a community apartment project, as defined in Cal. Bus. and Prof. Code § 11004. Any conveyance of land to a governmental agency, public entity, or public utility shall not be considered a division of land for the purposes of computing the number of parcels.

§ 9-4.239 SUBDIVISION MAP ACT.¶
SUBDIVISION MAP ACT. The Subdivision Map Act of the state (Cal. Gov't Code § 2 of Title 7, as amended).

§ 9-4.240 TENTATIVE MAP.¶
TENTATIVE MAP. A ma made for the purpose of showing the design of a proposed subdivision, the existing conditions in and around such proposed subdivision, and such other matters as may be required.

§ 9-4.241 THOROUGHFARE.¶
THOROUGHFARE. A road of general county importance which is designated as a county thorough-fare, either existing or proposed, upon the Circulation Element of the General Plan.

§ 9-4.242 WALKWAY.¶
WALKWAY. A way designed for use by pedestrians and not intended for use as a way for motor-driven vehicles. Public paths shall include only such paths whose rights-of-way are dedicated upon a subdivision map or deeded to and accepted by the Council.
