§ 4-1.101 LICENSING AND REGISTRATION REQUIRED.

It shall be unlawful for any person to operate or use a bicycle in the city which has not been registered and licensed and equipped with one or more license numbers, as provided in this chapter, except as may be specifically exempt by the provisions of this chapter.

§ 4-1.102 LICENSE APPLICATION.

Every person desiring a bicycle license in the city shall make application to the Director of Financial Services. No license shall be issued unless the bicycle to be licensed complies with the require-ments of this chapter as to its safe mechanical condition.

§ 4-1.103 LICENSE APPLICATION; EXAMINATION.

After making an application for a license, registration card, and license number, the applicant may be required to be examined by an examining officer designated by the Chief of Police. The Chief of Police may further designate the manager of examination. Upon completion of such examination, the Chief of Police may refuse to issue a license to the applicant if the examination discloses to the Chief of Police that the applicant does not have a reasonable knowledge of the provisions of this chapter or the provisions of Cal. Veh. Code § 21200 or that the applicant is unable to exercise reasonable control in operating a bicycle.

§ 4-1.104 LICENSE FEE.

Every person desiring a bicycle license shall pay to the Director of Financial Services a license fee in the amount of $1, payable in advance at the time the application is made.

§ 4-1.105 ISSUANCE OF LICENSE.

Upon approval of the application and payment of the license fee, the Chief of Police shall issue a bicycle license number which shall be effective for the useful life of the bicycle.

§ 4-1.106 EXPIRATION OF LICENSE.

The bicycle license shall expire upon the destruction, dismantling, or unusability of the bicycle frame.

§ 4-1.107 LICENSE NONTRANSFERABLE.

A license shall be issued permanently to the bicycle frame to which it is issued and shall not be transferable from one bicycle to another. When a bicycle is sold, exchanged, or bartered, the owner shall comply with the provisions of § 4-1.412 of this chapter with reference to the notification of transfer of registration. The license shall not be removed from the bicycle frame.

§ 4-1.109 FORM OF LICENSE NUMBER AND REGISTRATION CARD.

The size, form, and character of the license number and registration card shall be designated by the City Manager.

§ 4-1.110 AFFIXING LICENSE NUMBERS.

The license number shall be affixed to the bicycle in the manner designated by the Chief of Police.

§ 4-1.111 LOSS OF LICENSE NUMBERS; RENUMBERING.

(A) Upon the loss of a license number, the licensee shall be required to report its loss or theft within 10 days. Upon receipt of such report the Chief of Police shall cancel such license number and cause to be issued a new license number to the licensee upon receipt of a fee in the amount of $0.25.

(B) The bicycle and component parts shall be renumbered and stamped to correspond to the new license issued.

§ 4-1.112 LOSS OF REGISTRATION CARDS.

Upon the loss of a registration card, the licensee shall make application for a duplicate card which shall be issued to him free of cost.

§ 4-1.113 DISPOSAL OF BICYCLES AS JUNK; REGISTRATION CARDS.

Upon the dismantling and disposing of bicycles as junk, the licensee shall turn in his registration card to the Chief of Police.

§ 4-1.114 ALTERING AND REMOVING LICENSES AND REGISTRATION CARDS.

No person shall remove, destroy, mutilate, or alter any license or registration card during the period in which such license or registration card is inoperative.

§ 4-1.115 ALTERING AND REMOVING SERIAL NUMBERS.

No person shall wilfully remove, destroy, mutilate, or alter the manufacturer's serial number or the Police Department serial number on any bicycle frame.

§ 4-1.116 ALTERED OR REMOVED SERIAL NUMBERS; TRANSACTIONS PROHIBITED.

No person shall buy, sell, receive, dispose of, or conceal any bicycle or bicycle equipment from which the manufacturer's nameplate or serial number, Police Department number, or any other distinguishing mark has been removed, defaced, covered, altered, or destroyed without first obtaining clearance from the Chief of Police.

§ 4-1.117 POLICE DEPARTMENT SERIAL NUMBERS.

(A) The Chief of Police, or any officer assigned, shall place, stamp, or inscribe upon each bicycle licensed and registered a number corres-ponding to the license number issued and assigned to that bicycle.

(B) The number corresponding to the license number issued the bicycle shall be die stamped on the left side of the upright frame bar near the seat post with the letter “A,” followed immediately by the license number and thereafter, the crest symbol of the city.

(C) The same number shall be inscribed with an etching pencil or vibrator upon the left front fork near the wheel axle, on the rim of each wheel, next to the valve stem hole, and upon any easily removed accessory such as a light, speedometer, or other part the owner shall desire. Such inscription shall be encircled to prevent future alteration.

§ 4-1.118 REPLACING POLICE DEPARTMENT SERIAL NUMBERS.

If the serial number of any bicycle is obliterated or defaced, and the possessor has satisfactory proof of ownership, the Chief of Police is hereby authorized to place a Police Department serial number thereon.

§ 4-1.119 MARKING NEW PARTS WITH POLICE DEPARTMENT SERIAL NUMBERS.

The owner of any bicycle shall, upon replacing or purchasing new component parts for a licensed bicycle, bring them to the Police Department and they shall be inscribed with the corresponding number assigned to the bicycle free of charge.
