§ 4-1.301 SAFE MECHANICAL CONDITION AND EQUIPMENT REQUIRED.

It shall be unlawful for any person to ride or operate a bicycle in the city unless such bicycle is equipped as provided in this chapter and unless the bicycle is in safe mechanical condition.

§ 4-1.302 COMPLIANCE WITH ARTICLE.

It shall be unlawful for any person to ride or operate a bicycle in the city in violation of any of the rules of the road as set forth in this article.

§ 4-1.303 RIDING ON SIDEWALKS; EXCEPTION.

No person shall ride or operate a bicycle on any sidewalk in the city; provided, however, juveniles 10 years of age or under, exercising due care and giving the pedestrian the right-of-way, may ride and operate their bicycles upon the sidewalk, except such side-walks as are in front of schools, stores, or buildings used for business purposes.

§ 4-1.304 RIDING ON PLAYGROUNDS, PARKS, AND SCHOOL GROUNDS.

No person shall ride or operate a bicycle upon any playground, park, or school ground without the permission of the person having supervision thereof.

§ 4-1.305 RIDING IN GROUPS.

Persons riding or operating bicycles in the city shall not ride more than two abreast except on paths or parts of roadways set aside for the exclusive use of bicycles. Persons riding bicycles on sidewalks shall do so in single file.

§ 4-1.306 CLINGING TO MOVING VEHICLES.

No person riding or operating a bicycle in the city shall cling or attach himself or his bicycle to any other moving vehicle or person in any other vehicle.

§ 4-1.307 CARRYING PASSENGERS.

No person riding or operating a bicycle in the city shall carry another person on such bicycle unless such bicycle is of a standard two-person type manufactured for the purpose of seating more than one person. No person shall ride upon a bicycle as a passenger unless he is seated upon an individual seat of a bicycle manufactured for the purpose of seating more than one person.

§ 4-1.308 TOWING VEHICLES AND PERSONS.

No person riding or operating a bicycle in the city shall tow any other vehicle or person, except that bicycle trailers used for the delivery of newspapers, magazines, or merchandise may be towed when being used in such delivery service.

§ 4-1.309 PARKING.

No person shall park any bicycle against windows or parking meters, on the main traveled portion of the sidewalk, or in such manner as to constitute a hazard to pedestrians, traffic, or property. If there are no bicycle racks or other facilities intended to be used for the parking of bicycles in the vicinity, bicycles may be parked on the sidewalk in an upright position, parallel to and within 24 inches of the curb.

§ 4-1.310 SPEED.

No person shall ride or operate a bicycle faster than is reasonable and proper, and every bicycle shall be operated with reasonable regard to the safety of the operator and other persons upon the streets, sidewalks, and public highways of the city.

§ 4-1.311 RACING.

No person riding or operating a bicycle upon a public highway or street shall participate in any race or speed or endurance contest unless such race or endurance contest has the written permission, and is under the supervision of the Chief of Police.

§ 4-1.312 STUNT RIDING.

No person riding or operating a bicycle shall perform, or attempt to perform, any acrobatic, fancy, or stunt riding upon any public highway or street in the city.

§ 4-1.313 OBEDIENCE TO TRAFFIC SIGNALS AND SIGNS.

Every person operating a bicycle in the city shall stop for all stop signs, traffic signals, and other applicable regulatory signs.

§ 4-1.314 TURNING MOVEMENTS.

(A) Every person riding or operating a bicycle upon the streets and highways of the city shall turn only at intersections except as otherwise provided in division (B).

(B) Exceptions.

(1) Right turns. Every person riding or operating a bicycle, intending to turn to the right at an intersection or into an alley or driveway, shall approach the turning point in the line of traffic nearest the right-hand curb of the street.

(2) Left turns. Every person riding or operating a bicycle, intending to turn left at an intersection or to enter an alley or driveway, shall approach the point of turning in the line of traffic nearest to the center of the roadway. The operator of a bicycle, in turning left at an intersection, shall pass to the right of the center of the intersection before turning unless otherwise directed by markers, buttons, signs, or a person authorized to direct traffic.

(3) U turns. No bicycle shall be turned in any business district so as to proceed in the opposite direction except at intersections where U turns are permissible. No bicycle operated in a residence district shall be turned so as to proceed in the opposite direction when any other vehicle is approaching from either direction within 200 feet except at an intersection, and then only in accordance with the provisions of subdivision (B)(1) of § 4-1.315 of this article.

(4) Right turns against red lights. The operator of a bicycle which is stopped as close as practicable to the entrance of an intersection in obedience to a red light or stop signal may make a right turn, but shall yield the right-of-way to pedestrians and other traffic proceeding as directed by the signal at such intersection unless a sign has been posted at such intersection prohibiting such turn.

§ 4-1.315 TURNING MOVEMENTS; HAND SIGNALS.

(A) No person shall turn a bicycle or stop a bicycle which he is riding or operating unless such movement can be made with safety, and then only after giving an appropriate signal during the last 50 feet traveled by the bicycle before turning or stopping.

(B) The following hand signals shall be given before turning or stopping:

(1) Left turns. Every person signaling a left turn shall do so by extending his left hand and arm horizontally beyond the side of the bicycle.

(2) Right turns. Every person signaling a right turn shall do so by extending his left hand and arm upward beyond the side of the bicycle.

(3) Stops. Every person signaling a stop shall do so by extending his left hand and arm downward beyond the side of the bicycle.

§ 4-1.316 CROSSING SIDEWALKS.

The operator of a bicycle, on leaving an alley or driveway, when his view of either the sidewalk or street area is obstructed, shall stop such bicycle immediately prior to riding upon such sidewalk or street area.

§ 4-1.317 MEETING AND PASSING.

Every person operating a bicycle shall pass to the left when passing vehicles going in the same direction and shall pass to the right when meeting vehicles going in the opposite direction.

§ 4-1.318 ACCIDENT REPORTS.

(A) The operator of any bicycle involved in an accident shall take reasonable steps to ascertain whether or not anyone was injured and he shall give his name, address, and the license number of his bicycle to the person with whom he was in collision. He shall obtain the same information from the other person if another vehicle is involved.

(B) It shall be the duty of the bicycle operator to make a written report to the Police Department of any accident resulting in death or injury within 24 hours of such accident.

(C) Any bicycle operator involved in an accident shall not be subject to the requirements of this section if, and during the time, such driver is physically incapable of making a report, but in such event such driver shall make a report within 24 hours after regaining the ability to make such report.
