13.16.005 - Water capital improvement fee.¶
A. A water capital improvement fee shall be paid to the city as a condition to connection of all new residential, commercial and industrial water hookups. Water capital improvement fees shall be due and payable at the time of issuance of a building permit for the building or structure to be served and shall be paid not later than at the time of issuance by the city of an occupancy permit.
B. The city council establishes water capital improvement fees as follows:
Each Single-Family Unit. For each single-family unit, the water capital improvement fee shall be two thousand one hundred eighty-five dollars.
Each Duplex. For each duplex, the water capital improvement fee shall be one thousand four hundred three dollars per unit.
Each Multiple-Family Unit Other Than a Duplex. For each multiple-family unit other than a duplex, the water capital improvement fee shall be one thousand eight hundred twenty dollars for the first unit and six hundred five dollars per unit thereafter.
Each Motel or Hotel Unit. For each motel or hotel unit, the water capital improvement fee shall be one thousand five hundred twenty dollars for the first transient unit and three hundred five dollars for each transient unit thereafter.
Each Unit or Pad in a Mobilehome Park. For each unit or pad in a mobilehome park, the water capital improvement fee shall be one thousand eight hundred twenty dollars for the first unit or pad and six hundred five dollars per unit or pad thereafter.
Nonresidential Construction. Nonresidential connections shall pay a capital improvement fee based upon meter size as follows:

- In those commercial or industrial connections where the water meter size has been increased solely to provide adequate water flows to a fire sprinkler system then the capital improvement fee shall be established by the public works director based upon equivalent dwelling units. No such fee shall be less than two thousand one hundred eighty-five dollars.
C. Water capital improvement fees shall be deposited into the water department capital improvement fund and shall be used for capital improvements of the water department.
D. The city council may, in its discretion, accept, in lieu of payment of all or a portion of the water capital improvement fees, the construction of such facilities, including line oversizing, which are determined to be beneficial to the city as a whole or to sections of the city outside the project area which is subject to the fees.

13.16.010 - Applicability.¶
After water service is started, the applicant is liable for payment for all water delivered through the service and all other charges applicable to the service. Whenever two or more persons jointly make application for service, they shall receive a single periodic bill but they are jointly and individually liable for payment of all charges appearing on the bill.
