13.12.010 - Required when.¶
The manager shall require each applicant for water service who has not established credit to put up a cash deposit. The deposit shall be at least twenty-five dollars and the manager may fix a larger amount.

13.12.020 - Refunds—Deduction of unpaid charges.¶
If during twelve consecutive billing periods during which service is continuous bills have been paid within thirty days from the date of billing, the deposit shall be refunded, without interest, upon application for it. When service is discontinued, the deposit for that customer account shall be refunded. Any charges then unpaid may be deducted from the deposit.
