Chapter 16.10 — PARCEL MAPS—PROCEDURE AND CONTENTS

16.10.010 - Parcel maps filing.

The original and two copies of the parcel map prepared by a registered civil engineer or licensed land surveyor shall be submitted to the city engineer, together with the required fees and data.

16.10.020 - Data to accompany parcel maps.

At the time of filing a parcel map with the city engineer, the surveyor or engineer shall submit therewith the following data:

Traverse Sheets. Calculation and traverse sheets, in a form approved by the city engineer, giving the bearings, dimensions, curve data and closures for each parcel and total boundary as shown on the parcel map.

16.10.030 - Processing and recording fees.

At the time of filing a parcel map, the subdivider shall pay a recording fee as established by the county recorder and a processing fee as established by resolution of the city council.

16.10.040 - Form.

The parcel map shall be prepared in conformance with the provisions of subsections (A) through (K) of Section 16.08.030 of this title and shall include the following:

The engineer's certificate;

B.

The city engineer's certificate;

C.

The county recorder's certificate;

D.

The dedication certificate; and

E.

The planning director's certificate.

16.10.050 - Public improvement agreements.

If, at the time of the filing of the parcel map by the subdivider, any public improvements required by the city pursuant to the provisions of this title have not been completed and accepted in accordance with the city standards applicable at that time, the subdivider, as a condition precedent to the recordation of the parcel map, shall enter into an agreement with the city, upon mutually agreeable terms, to thereafter complete such improvements at the subdivider's expense and such agreement shall be recorded. Such agreement shall be secured by improvement security in the amount and form set forth in Chapter 16.12 of this title if security is deemed necessary by either the city planning commission or the city council. Security shall be required in those cases where the city determines that the subdivider's failure to construct the required improvements would: (1) jeopardize public health and/or safety; (2) constitute a necessary prerequisite to the orderly development of the surrounding area; (3) result in significant adverse impacts on present or future occupants of the subject property; or (4) cause the development of the subject property to be out of compliance with the California Environmental Quality Act (CEQA).

16.10.060 - Action by the city engineer.

Upon the receipt of the parcel map and other data submitted therewith, the city engineer shall examine the same to determine that all the provisions of this title and the Subdivision Map Act have been complied with, and that he is satisfied that the map is technically correct. If the city engineer determines that the parcel map is not in full conformity, he shall advise the surveyor or engineer of the changes or additions to be made. If the city engineer determines that full conformity has been made, he shall so certify on the map and shall transmit the map to the planning director, together with any documents which may have been filed therewith, for presentation to the planning commission.

16.10.070 - Approval by the planning commission.

At its first regular meeting following the filing of the parcel map with the planning director, the planning commission shall consider the map. If the planning commission determines that the map is in conformity with the requirements of this title and that it is satisfied with the plan of the parcels, it shall approve the map. The planning director shall certify on the map the action by the planning commission.

16.10.080 - Recordation.

After the approval by the city engineer of a parcel map of a subdivision, the city clerk shall transmit the map to the county recorder.
