§ 8-15.1. Manner of Distribution.

It shall be unlawful for any person to distribute any advertising matter within the City unless the same is distributed as follows:

a. By placing the same in a receptacle, clip or other device designated or intended to receive advertising matter, when such receptacle, clip or other device shall have been erected in a conspicuous place near the front door or front entrance or near the mailbox of any private property; or

b. If no such receptacle, clip or other device shall have been erected as hereinabove provided, then by handing the advertising matter to an occupant of the property, or placing the same upon the porch or vestibule of a house or building on the property; provided, that in the latter case, the advertising matter shall be wrapped, tied, folded or otherwise so prepared or placed that it will not be blown therefrom by the winds.

For the purpose of this subsection, the expression "advertising matter" shall include advertising sample, handbill, dodger, circular, booklet or other notice of commercial advertising. The expression "distribute" shall include cause to be, or distributed.

§ 8-15.2. Distribution of Advertising Matter Where Prohibited by Sign.

It shall be unlawful for any person to distribute any advertising matter, as defined in subsection 8-15.1 upon any premises where a legible and visible sign appears with the words "No Advertising Matter" or words to the same effect, unless prior to distribution the distributor shall have obtained permission, in writing, from the head of the household where the distribution is to be made.

§ 8-15.3. Posting Advertisements Printed or Pasted on Combustible Material.

It shall be unlawful for any person to paste, post, tack or affix any advertisement, printed or painted, upon cloth, paper or other combustible material to any billboard or other signboard or upon any building in the City, unless such billboard or other signboard or building shall have a surface of metal or other noncombustible material.

§ 8-15.4. Display of Nudes for Advertising Purposes.

It shall be unlawful for any person to display for advertising purposes upon any billboard, advertising signboard, building or fence or in or upon any window or in any public place, any delineation of any nude figure or any matter or thing of an indecent or immoral nature.
