Alameda Municipal Code § 8-7 Parking Prohibitions

8-7.1 Parking - Prohibited at all times.

The Public Works Director is hereby authorized, whenever traffic engineering studies or principles indicate for the safety or adequate flow of all modes of transportation, to establish streets or portions thereof where parking is prohibited at all times. These prohibitions shall be effective where appropriate signage is installed giving notice thereof or curbs painted red. Except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control signal device, it shall be unlawful to stop, park or leave standing any vehicle, whether attended or unattended, on the designated named streets or portions thereof, at any time. The Public Works Director shall cause to be installed and maintained signage and/or red curbs. Records detailing the locations and limits of parking prohibitions shall be established and maintained in the Public Works Department.

8-7.2 - Parking Prohibited During Certain Hours.

The Public Works Director is hereby authorized, whenever traffic engineering studies or principles indicate for the safety of adequate flow of all modes of transportation, to prohibit parking during specified hours on streets or portions thereof. The prohibitions shall be effective when appropriate signage is installed giving notice thereof. It shall be unlawful to stop, park or leave standing any vehicle, whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control signal device, on the designated streets or portions thereof, during those hours. The Public Works Director shall cause to be installed and maintained signage of these prohibitions. Records shall be established and maintained by the Public Works Director detailing the location and limits of these prohibitions.

8-7.3 - Parking Time Limits.

The Public Works Director is hereby authorized, based upon what generally accepted transportation engineering and planning standards and prin ciples indicated for the safety or adequate flow of all modes of transportation, to designate time limits and hours of operation for parking on any street or portion thereof. These limits shall be effective when appropriate signage notifying thereof are installed. It shall be unlawful for any person to park any vehicle or allow the same to remain standing continuously for more than the time limit shown during the hours listed, at any of the places so designated. The Public Works Director shall cause to be installed and maintained appropriate signage detailing the hours of operation and time limits. Records shall be maintained by the Public Works Director which details the location, time limits and hours of operation of designated areas.

8-7.4 - Temporary Parking Prohibitions.

a. Whenever the use of a street or portion thereof is authorized for the movement of structures or vehicles of unusual size, parades, or construction and repairs to streets, it shall be unlawful to park on that portion of the street where signs giving notice that parking is prohibited and subject to tow have been posted for at least twenty-four (24) hours prior to towing.

b. Whenever the Chief of Police, in consultation with Public Works Director, determines that an area has been subjected to excessive congestion as a result of unusually heavy parking, the Chief may order that the area be posted as a no parking zone for a period not to exceed seventy-two (72) hours.

8-7.6 - Parking Enforcement Holidays.

When any subsection of this section exempts holidays from the parking restriction, holidays exempt shall be the day that the following holidays are observed by the City:

January 1

Martin Luther King, Jr.'s Birthday

Presidents' Day

Memorial Day

July 4

Labor Day

Veteran's Day

Thanksgiving Day

Day after Thanksgiving

December 25

If January 1, July 4 or December 25 falls on a Saturday, the Saturday shall be considered an additional holiday.

8-7.7 - Motor Vehicles on Private Property.

It shall be unlawful for any person to drive or leave standing any vehicle over or across any private road or driveway without the express or implied permission of the owner, or to drive or leave standing any vehicle on, over or across any other private property without the express permission of the owner thereof.

8-7.8 - Leaving Vehicle on a Street in Excess of Seventy-two (72) Hours.

It shall be unlawful for any person to park or leave unattended any vehicle on the streets of the City of Alameda continuously for a period exceeding seventy-two (72) hours. Such vehicles may be towed to, and stored at, an impound facility at the vehicle owner's expense. For the purposes of this section, a vehicle shall be considered parked or left unattended if it is not moved at least one (1) mile within any continuous seventy-two (72) hour period.

8-7.9 - Heavy Commercial Vehicles.

No person shall park a heavy commercial vehicle more than three (3) hours on a street in a residential district or in any other area in a residential district except: (a) while loading or unloading property when additional time to such three (3) hour period is necessary to complete the work, or (b) when such a vehicle is parked in connection with, and in aid of, the performance of a service to or on a property in the block in which such vehicle is parked and when additional time to such three (3) hour period is reasonably necessary to complete such service.

Notwithstanding the provisions of this section, parking of heavy commercial vehicles shall be prohibited along the frontage of all City Parks. The prohibition shall be effective when appropriate signage is installed giving notice thereof. Records shall be established and maintained in the City Engineer's Office detailing the location and limits of these prohibitions.

For the purpose of this section, "heavy commercial vehicles" shall mean either a single vehicle having more than two (2) axles, a single vehicle or combination of vehicles six (6') feet, eight (8") inches or more in width, an automobile dismantler's tow vehicle, or a single vehicle or combination of vehicles satisfying the definition of "tow truck" in California Vehicle Code Section 615, and shall include, but not be limited to, dump trucks, moving vans, tractors, pole trucks, pipe dollies, and tow trucks, including those of automobile dismantlers.

8-7.10 - Overnight Parking of Large Vehicles.

It shall be unlawful to park any large vehicle on any City street or property between the hours of 2:00 a.m. and 6:00 a.m. For purposes of this section, a large vehicle shall be any vehicle greater than eighty (80″) inches in width, twenty (20′) feet in length, or greater than ten thousand (10,000) pounds in gross vehicle weight.

8-7.11 - Recreational Vehicles, Trailers, and Boat Trailers: Prohibitions; Exceptions.

a. It shall be unlawful for any person to park or to leave unattended any recreational vehicle (as defined in Section 18010 of the Health and Safety Code), trailer (as defined in Section 630 of the Vehicle Code) or boat trailer (whether or not such trailer or boat trailer is hitched to a motor vehicle) on the streets of the City of Alameda. Such recreational vehicles, trailers and/or boat trailers may be towed to, and stored at, an impound facility at the owner's expense.

b. Notwithstanding the foregoing:

  1. Recreational vehicles, trailers, and boat trailers may park on the street pursuant to a temporary permit issued by the Alameda Police Department. Temporary permits shall not exceed a twenty-four-hour period and no more than two (2) temporary permits will be issued for any single recreational vehicle, trailer or boat trailer within a single calendar month.
