23-2.1 - Municipal Golf Course.

a. Prohibited Acts. It is hereby declared to be unlawful for any person to do or to cause or permit to be done any of the acts hereinafter specified upon or within the limits of the premises owned by the City and designated as the Municipal Golf Course.

  1. To trespass upon the Municipal Golf Course or to loiter or remain thereon without first having obtained the express consent of the person directly charged by the City Manager with the operation and maintenance of the Municipal Golf Course;

  2. To play upon the Municipal Golf Course without first having obtained a ticket therefor or having secured the express consent of the person directly charged by the City Manager with the operation of the Municipal Golf Course;

  3. To willfully or maliciously injure the turf on the Municipal Golf Course or to damage or destroy any flowers, shrubs, trees, equipment or other property of the City on the premises;

  4. To sell golf balls, golf equipment, food, drinks or other commodities on the Municipal Golf Course, except as may be provided by concession from the Council or pursuant to express permission of the person directly charged by the City Manager with the operation of the Municipal Golf Course;

  5. To drive or park any vehicle on or over any part of the lands occupied by the Municipal Golf Course except the designated driveways or parking areas.

b. Rules and Regulations. The City Manager is hereby authorized to establish and enforce such rules and regulations as may be necessary for the operation and management of the Municipal Golf Course. Such regulations shall be posted in a conspicuous place on the golf course and shall be observed by all persons playing on or admitted to such premises.

23-2.2 - Dogs on Public Grounds.

a. It shall be unlawful for any person owning, having an interest in, harboring, or having charge, care, control, custody or possession of any dog to cause or permit such dog to be in or upon the Alameda Municipal Golf Course, or any part, or recreation center of the City, unless such dog is kept securely fastened by a rope, chain or leash not over six (6′) feet in length and under the supervision of a responsible person, or be confined in a vehicle.

  1. Dogs on School District Property. It shall be unlawful for any person owning, having an interest in, harboring, or having charge, care, control, custody or possession of any dog, to cause or permit such dog, whether on or off leash, to be in or upon any property owned, leased or otherwise controlled by the Alameda Unified School District, except for dogs brought to schools for educational purposes or special events with the express permission of the School District, "seeing eye dogs" actually being used by blind or visually-impaired persons, "signal dogs" actually being used by hearing-impaired persons, "service dogs" actually being used by handicapped persons, police dogs used by any Federal, State, County, City or City and County law enforcement agency, or dogs confined in a vehicle.

Nothing herein shall prevent or limit the duly authorized use of trained dogs for special purposes by City or other government personnel.

b. Every unleashed dog found or being in or upon the Alameda Municipal Golf Course, or any park, public school playground or recreation center of the City shall be taken into custody by the Supervising Animal Control Officer or any Police Officer and shall be transported to and impounded in the Animal Shelter, where, in addition to any other fines, fees, charges, demands or penalties provided in this Code, it may be redeemed by the owner or persons entitled to possession thereof.

c. In addition to the Supervising Animal Control Officer or any Police Officer, any person may take into his/her custody any unleashed dog, found or being in or upon the Alameda Municipal Golf Course, or any park, public school playground or recreation center of the City, and it shall be the duty of such person to immediately deliver such dog to the Supervising Animal Control Officer who shall give to such person a receipt for such dog.
