23-1.1 - Injuring Grass Plots, Borders, Etc.¶
No person shall in any manner injure any grass plot, edging of grass, border, or ornamental ground, along any sidewalk or in any park or public place in the City.

23-1.2 - Opening or Closing Hydrants.¶
No person, other than the persons in charge, shall open or close water hydrants on public property.

23-1.3 - Riding of Bicycles and Skateboards in Parks, Etc.¶
It shall be unlawful, when and where, posted for any person to operate or ride a bicycle, or skateboard, propelled wholly or in part by muscular power, within or upon any public park, playground, or school property in the City or parking lot, parking structure owned or leased by the City, except that a person may ride a bicycle to and from bicycle racks or lockers provided within any City parking lot or parking structure. The use and operation of skateboards, roller skates, and in-line skates shall be authorized at the Skate Park, at Alameda Point. All persons using, operating, or riding a skateboard, roller skates, or in-line skates at the Skate Park, at Alameda Point, shall wear a helmet, elbow pads, and knee pads at all times.

23-1.4 - Motor Vehicles Prohibited in or Upon Public Parks and Beaches.¶
It shall be unlawful for any person to operate or park any motor vehicle in or upon any public park or public beach located within the City. This subsection shall not apply to the operation of emergency vehicles by or under authorization of any governmental agency for purposes of maintenance and other necessary governmental functions.

23-1.5 - Hours of Public Use of Parks.¶
It shall be unlawful for any person to be present in any park except during such hours as the park is open to the public. The Recreation and Park Commission shall by resolution establish the times during which each park is open to the public and shall cause signs therein to be placed conspicuously giving notice of such times and of the hour when the park is closed.
The Recreation and Park Commission may except from the foregoing, regularly scheduled activities of the Recreation and Park Department or groups specifically authorized by the Department to use a park beyond its closing time.

23-1.6 - Hours of Public Use of the Fishing Platform East of the Miller-Sweeney Bridge.¶
It shall be unlawful for any person to be present on the pier, deck or platform and entry way thereto east of the Miller-Sweeney Bridge between the hours of 9:00 p.m. and 7:00 a.m.

23-1.7 - Alcohol in Parks.¶
Alcoholic beverage shall mean and include alcohol, spirits, liquor, wine, beer, and every liquid or solid containing alcohol, spirits, wine or beer which contains one-half of one (.5%) percent or more of alcohol by volume and which is fit for beverage purposes either alone or when diluted, mixed or combined with other substances. No person shall possess or consume any alcoholic beverage in the outdoor areas of any City park. No person shall possess or consume any alcoholic beverage in City park buildings except as authorized by permit from the City. No person shall possess or consume any alcoholic beverage in Robert Crown Memorial State Beach except as authorized by permit from the East Bay Regional Park District.
