22-2.1 - General.¶
a. All streets, lanes, places, avenues, and portions thereof, including extensions in length and width, within the corporate limits of the City, which have been dedicated by the owners thereof to public use, or which have been opened or offered by the owners for the use of the public, and which have been accepted, are declared to be open public streets of the City.
b. All the streets represented on the map made by Alfred Bannister and received and filed September 24, 1872, and signed by Bannister, civil engineer, and Henry Robinson, President of the Board of Trustees, are hereby declared public streets.

22-2.2 - Datum Line.¶
The datum line or plane of reference of all street grades is mean high tide, as determined by the City of Oakland.

22-2.3 - How Streets and Crossings Must be Constructed.¶
a. The roadway must be curbed with concrete, must have complete gutters constructed on both sides thereof, and be graded to the official grade and shall be constructed with an asphalt concrete surface, in accordance with such specifications therefore as the Council has adopted, or shall adopt.
b. No street crossing shall be accepted unless such crossing be properly sewered, with manhole, and is properly graded and paved with asphalt concrete, as prescribed for streets, and has the corners completed with concrete curbing and gutters, and proper drainage and all completed in accordance with City Specifications therefore.

22-2.4 - Requirements for Acceptance.¶
No street, or portion thereof, shall be accepted by the Council until completed in the foregoing particulars to the satisfaction of the Superintendent of Streets and Council.

22-2.5 - Excepting of Railroad Track Way and Curbing.¶
Acceptance of a street or crossing, or portions thereof, shall not be deemed as acceptance of that portion required to be kept in order or repair by any person or company having railroad tracks thereon.

22-2.6 - Partial or Conditional Acceptance.¶
A street may be partially, or conditionally, accepted in whole or in part, under such terms as the City Council shall deem reasonable and in conformity with law.

22-2.7 - Declaring Streets in United States Naval Air Station Public Quarters Annex to…¶
All streets and alleys within the area described in subsection 1-4.7 of this Code are hereby declared to be undedicated and unaccepted streets of the City open to public use.
