12-4.1 - Establishment of Public Off-Street Parking Lots.¶
Public off-street parking lots, are hereby established, and include public off-street parking structures and off-street surface parking lots and all of the provisions of this section shall be applicable thereto. Records shall be established and maintained detailing these locations and shall be available at the Public Works Department.

12-4.2 - Method of Regulation.¶
The method of regulation and control of parking or standing of vehicles in public off-street parking lots shall be determined by the City Council, and may be by parking meters, attendants or any other appropriate means.

12-4.3 - Time of Operation of Parking Lots.¶
The limit of parking time and the days and hours during which parking time limits shall apply on public off-street parking lots shall be established by the Public Works Director and shall be so designated by appropriate markings or signs which are prominently displayed within each lot.

12-4.4 - Parking Meter Charges.¶
a. When any vehicle shall be parked in any space in a parking meter zone where parking meter is established in accordance with other provisions of this article, the operator of said vehicle, upon so parking, shall, and it shall be unlawful to fail to initiate a paid parking session by purchasing parking time using an approved method of payment for the designated space as per the directions imprinted on the parking meter or signage.
b. The City Council hereby establishes a range of acceptable hourly meter rates for on-street parking meter zones between zero ($0.00) dollars and five ($5.00) dollars. The Public Works Director is authorized to adjust hourly parking meter rates within this approved range consistent with the goal of achieving an eighty-five (85%) percent occupancy target. Hourly rates may vary based upon the time of year, time of week, or time of day. Meter rate changes must be published a minimum of two (2) weeks in advance of implementation and shall be maintained on file at the Public Works Department.

12-4.5 - Rates for Use of Public Off-Street Parking Lots.¶
a. The parking meters located on the public off-street parking lots shall be equipped to receive only legal coins or paper currency of the United States of America or other legal form of payment such as credit cards and debit cards, and any software application that processes payments from a mobile phone which are legally accepted as a valid form of cash payment in the United States of America. The rates shall be designated by appropriate markings or signs.
b. The City Council hereby establishes a range of acceptable hourly meter rates for public off-street lots between zero ($0.00) dollars and five ($5.00) dollars. The Public Works Director is authorized to adjust hourly parking meter rates within this approved range consistent with the goal of achieving an eighty-five (85%) percent occupancy target. Hourly rates may vary based upon the time of year, time of week, or time of day. Meter rate changes must be published a minimum of two (2) weeks in advance of implementation and shall be maintained on file at the Public Works Department.
c. The rates for use of attendant lots shall be established per agreement with contractor and approved by City Council.
d. Moneys collected from the parking lots shall be placed in the Parking Fund and used accordingly pursuant to subsection 12-13.4.
e. Parking meters, when installed, shall be adjusted so that legal parking time is registered and accumulated on such meters in the units of time and monetary rates established by resolution of the City Council. No parking meter shall be adjusted to register and accumulate any period of time in excess of the maximum parking time limit designated by appropriate signage in the parking meter zone in which the meter is installed.

12-4.6 - Attendant Lots; Operational Procedure to be Followed.¶
a. Procedure. Immediately upon entry of a vehicle into an attendant parking lot, the attendant shall issue the operator of the vehicle a parking fee ticket. The operator of the vehicle shall park the vehicle in one of the designated parking spaces. The vehicle operator shall make payment to the parking attendant upon exit of the vehicle from the lot. In the event that the vehicle was parked before the attendant begins operations, the vehicle shall be responsible for payment from the time the parking lot begins daily operations to the time of the vehicle's exit. In the event that a vehicle exits the lot after the attendant has ceased operations, the vehicle shall be responsible for depositing the parking fee ticket, and amount due in the cash box mounted at the attendant's booth. The amount due shall be calculated based on the time between the vehicle's entry and the close of operations.
b. Use of Moneys Collected in Attendant Lots. Moneys collected by the Contractor in attendant lots shall be used for approved operating and maintenance expenses for those lots. Any revenues collected above and beyond those approved expenses shall be deposited in the Parking Fund.

12-4.7 - Overtime Parking.¶
When appropriate signs or markings designating parking time limits are in place giving notice thereof, it shall be unlawful for the operator of any vehicle to stop, stand or park the vehicle on any public off-street parking lot for longer than the permitted time or in the case of permit parking pursuant to subsection 12-4.11 for longer than ten (10) consecutive hours. A vehicle will be deemed to have been parked longer than the posted parking limit, if it has not been moved outside of the off-street parking lot or garage after the expiration of the maximum time limitation. A vehicle may not return to the initial parking lot or garage sooner than two (2) hours following the expiration of the initial time period.

12-4.8 - Trailers and Other Nonvehicles and Select Vehicles Prohibited from Off-Street Parking.¶
It shall be unlawful for any person to stop, stand or park any manufactured home (as defined by Section 18007 of the Health and Safety Code), mobilehome (as defined in Section 18008 of the Health and Safety Code), commercial coach (as defined in Section 18001.8 of the Health and Safety Code), special purpose commercial coach (as defined in Section 18012.4), recreational vehicle (as defined in Section 799.29 of the Civil Code or a truck trailer or trailer frame of any form or size in any public off-street parking lot except for areas designated as loading zones within off-street parking lots, and then only as otherwise permitted in subsection 8-11.1 of this Code.

12-4.9 - Speed of Vehicles.¶
It shall be unlawful for any person to move any vehicle on any public off-street parking lot at any speed exceeding ten (10) miles per hour.

12-4.10 - Street Sweeping Restrictions.¶
It shall be unlawful to stop, park, or leave standing any vehicle, whether attended or unattended, between the hours of 5:00 a.m. and 7:00 a.m., Sundays and holidays excepted, at all City parking lots as identified and on file at the Public Works Department.

12-4.11 - Permit Parking.¶
Any or all parking spaces located within public off-street parking lots may be made available by permit on either a daily or monthly basis upon terms and conditions to be determined by the Public Works Director. Permit holders shall be exempt from meter charges and shall pay in advance an amount established by the Public Works Director. The Public Works Director shall establish a written policy containing the terms, conditions, and rates for permit parking. The Public Works Director shall revise the policy from time to time, as necessary.

12-4.12 - Reserved.¶
12-4.13 - Use of Entrance and Exit.¶
a. It shall be unlawful for any person to enter any public off-street parking lot over any area or driveway or the portion between any curb returns which is not marked with the word "entrance" or otherwise indicated by arrows, signs or words that it is a driveway or place for the entering of such parking lot.
b. It shall be unlawful for any person to move any vehicle from any such parking lot into any public way over any area except an area marked with the word "exit" or otherwise indicated by arrows, signs or words that it is a driveway or place for the leaving of such parking lot.

12-4.14 - Use of Aisles.¶
It shall be unlawful for any person to travel in the direction opposite to that designated in one (1) way aisles. It shall be unlawful for any person to travel on the left side of an aisle designated for two (2) way traffic movement.

12-4.15 - Length of Vehicles.¶
It shall be unlawful for any person to stop, stand or park any vehicle having an overall length in excess of twenty-one (21') feet in any public off-street parking lot.

12-4.16 - Removal of Vehicles.¶
The City Police Department is hereby empowered to remove, or cause to have removed to the nearest garage or other place of safety, or to a garage designated or maintained by the City, any vehicle that is stopped, standing or parked on any public off-street parking lot in violation of subsections 12-4.13 and 12-4.14 of this section, or which is left on such public off-street parking lot for a period exceeding thirty (30) hours. The provisions of Section 585 of the Vehicle Code of the State of California, pertaining to notice to owner and garage keeper's lien, shall apply in the event of such removal.

12-4.18 - Use of City Employee Lots as Public Parking During Non-Business Hours.¶
Any parking lot owned or leased by the City for purpose of employee parking may be designated as a public parking lot during non-business hours by the City Manager. Any such parking lot shall have its hours of operation along with any restrictions on public use posted in a visible location within the parking lot. Such designation may be for a temporary period and shall be revocable at the discretion of the City Manager.
