4.04.010 - Financial provisions—Fees and receipts—Transmission to treasurer.¶
All officers, boards and commissions to whom fees are paid for the performance of official duties, and all officers or employees collecting or receiving any monies pertaining to or for the use of the county, shall make regular monthly settlements and accounts of their collections. Such monies shall be transmitted or paid to the treasurer daily, and the treasurer and the auditor-controller shall credit such officer or employee with the amount so paid. Such officer or employee shall upon his regular monthly settlement be credited with all amounts so paid to the treasurer and not included in his previous settlement.

4.04.020 - Accounts and records—Auditor-controller to prescribe.¶
The auditor-controller shall prescribe uniform forms of account blanks, books of record and other financial stationery used in connection with the accounting system, for all offices and departments of the county.

4.04.030 - Accounting system—Auditor-controller to install and maintain.¶
The auditor-controller shall install and maintain a modern accounting system which shall include such a standard classification of income and expenditures as will permit the preparation at any time of a general balance sheet disclosing the exact financial condition of the county as to assets and liabilities.

4.04.040 - Installation and design by contract.¶
The auditor-controller may, with the approval of the board of supervisors, contract with a duly certified public account, or accountants to design and install the accounting system referred to in Sections 4.04.020 and 4.04.030, or any portion thereof, or extension thereto.

4.04.050 - Expenditures—Limitation on.¶
The board of supervisors shall authorize the disbursement of all public monies except as otherwise specifically provided by law or by the Charter. No expenditures shall be made unless a specific appropriation shall have been made therefor in the annual appropriation ordinance, except as may be otherwise provided in the Charter.

4.04.060 - Reversion of unexpended balances.¶
At the close of each fiscal year the unexpended balance of each appropriation against which no salaries, contracts for work or supplies, or other commitments are outstanding, shall revert to the fund from which it has been appropriated.

4.04.070 - Annual inventory of county property.¶
On or before August 15th of each year, the auditor-controller shall provide to each county officer or person in charge of any county office a complete listing of county property in his charge as of the close of business on the preceding June 30th. On or before October 15th of each year, pursuant to state law, each county officer or person in charge of any office, department, service or institution of the county shall file with the auditor-controller an inventory under oath, showing in detail all county property in his possession or in his charge at the close of business on the preceding June 30th.

4.04.080 - Lost warrants.¶
A warrant issued by the county auditor is considered lost if it has been mailed and has not been received by the addressee within twenty (20) days after the date of mailing; provided, however, that upon the written request of the welfare department or the Alameda County employees' retirement association, the auditor at his discretion may issue a duplicate warrant for public assistance and aid or a retirement allowance within a shorter period of time, but in no event in less than seven days.

4.04.090 - Training of law enforcement officers.¶
A. The county declares that it desires to qualify to receive aid from the state under the provisions of Chapter 1 of Title 4, Part 4, of the California Penal Code. (Section 13500, et seq.)
B. Pursuant to Section 13522 of said Chapter 1, the county of Alameda while receiving aid from the state of California pursuant to said Chapter 1 will adhere to the standards for recruitment and training established by the California Commission on Peace Officer Standards and Training.
C. Pursuant to Section 13512, Chapter 1, the Commission and its representative may make such inquiries as deemed appropriate by the Commission to ascertain that the county of Alameda sheriff's department public dispatcher personnel are adhering to the standards for recruitment and training established pursuant to Chapter 1 of Title 4, Part 4 of the California Penal Code.

4.04.100 - Warrants—Payment.¶
Unless a longer period is prescribed by statute with respect to specified warrants, any warrant issued is void if not presented to the county treasurer within six months after its date, except that warrants issued through the social services agency's case data system become void if not presented within three months after the issue date.

4.04.110 - Audit of county treasury.¶
The auditor-controller shall, at least quarterly, perform an audit of the county treasury and express an opinion attesting to the accuracy of the treasury records relative to the amount and type of assets in the treasury. The audit shall be performed in accordance with generally accepted audit standards. The foregoing audit shall be in lieu of quarterly confirmations of the assets in the treasury.

4.04.120 - Juror's fees.¶
The fee for trial jurors in the Superior and municipal courts in civil and criminal cases in ten dollars ($10.00) a day for each day's attendance as a juror.
