4.16.010 - Board of supervisors to fix compensation.¶
The board of supervisors shall provide, by an annual salary ordinance, for the compensation of elective and appointive officers, assistants, deputies, clerks, attaches and employees unless such compensation is otherwise fixed by the Charter or state law.

4.16.020 - Salary rates—Comparison—Duty of civil service commission.¶
At least sixty (60) days prior to the end of each fiscal year the civil service commission shall recommend to the board of supervisors a rate of pay for each class in the classified civil service based upon a comparison of salaries being paid for like service and working conditions in other comparable places of public and private employment in order that all salaries shall be uniform for like service in each class of the classified civil service.

4.16.030 - Prevailing rates.¶
In fixing compensation, the board of supervisors shall in each instance provide a salary or wage at least equal to the prevailing salary or wage, for the same quality of service rendered to public employers and to private persons, firms or corporations under similar employment, in case such prevailing salary or wage can be ascertained.

4.16.040 - Preparation of salary data—County administrator.¶
On or before the 16th day of May of each year the county administrator shall commence the assembling of the data to be included in the annual county salary ordinance for the next ensuing fiscal year, showing the departments and offices and the number, titles and rates of pay of positions in accordance with the decisions of the board of supervisors relative to salary and wage rates to be paid during the next ensuing fiscal year. The county administrator shall also assemble such changes as shall have been determined by the board of supervisors in the rules and regulations incorporated in the then current salary ordinance.

4.16.050 - Changes in salary ordinance—Submission to county counsel.¶
The data and changes thus assembled shall be submitted by the county administrator to the county counsel, together with any recommendations or changes that he may make therein, for incorporation into the annual salary ordinance for the next ensuing year.

4.16.060 - Salary ordinance—Presentation to board—Adoption.¶
On or before the 30th day of May of each year, the county counsel shall present such annual salary ordinance to the board of supervisors for adoption.

4.16.070 - Salary ordinance—Changes after adoption.¶
After the annual salary ordinance has been adopted by the board of supervisors, the director of personnel shall examine, review and make recommendations in writing to the board pertaining to all changes in said annual salary ordinance.

4.16.080 - Supervision of expenditures.¶
The county administrator shall supervise the expenditure of amounts provided for in the annual budget of each department, office, court, district, board and commission of the county, for positions in the classified civil service, as provided for in the annual salary ordinance.

4.16.090 - Payments of salaries.¶
The executive officer of each office, department and institution shall be responsible for maintaining the personnel and time records of his office, department or institution and shall certify such information as is necessary in the preparation of the payroll to the auditor at the time and upon the forms prescribed by the auditor.

4.16.100 - Payment of salaries—Certification by civil service commission.¶
The auditor shall not pay or approve any payment of salaries to persons in the classified civil service unless there appears on the payroll therefor a certification by the civil service commission that the persons named thereon have been appointed to their respective positions in accordance with the provisions of the Charter.

4.16.110 - Payment of salaries—Approval by county administrator.¶
No compensation as provided for in the annual salary ordinance may be paid to any employee appointed to any position in the classified civil service, unless the filling of such position has been recommended by the county administrator.

4.16.120 - Payment of salaries—Biweekly pay.¶
All salaries of county officers and employees provided for by ordinance, as well as salaries made a county charge by general law, shall be paid beginning with a payment, covering the period from July 1st through July 12, 1975, to be made on July 25, 1975, and in biweekly installments on each alternate Friday thereafter. In the event that such alternate Friday shall fall on a county holiday, such installment shall be paid on the immediately preceding county workday.
