4.24.010 - Informal bid procedures.¶
Public projects and maintenance work, as defined by Section 22002 of the Public Contract Code, and any other work that does not fall within the definition of a "public project," consistent with Section 22003 of the Public Contract Code, up to the maximum amount specified in Public Contract Code Section 22032(b) or any successor statute, as may be amended, may be let to contract by the purchasing agent, or the purchasing agent's designee, using the informal procedures as set forth in Section 22032 et seq. of the Public Contract Code, in this Chapter 4.24, and in applicable county policies.

4.24.020 - Contractors list.¶
A list of contractors shall be developed and maintained in accordance with the provisions of Section 22034 of the Public Contract Code and criteria promulgated from time to time by the California Uniform Construction Cost Accounting Commission.

4.24.030 - Notice inviting informal bids.¶
Where a project is to be performed which is subject to the provisions of this chapter, a notice inviting informal bids shall be mailed to all contractors for the category of work to be bid, as shown on the list developed in accordance with Section 22034, and to all construction trade journals as specified by the California Uniform Construction Cost Accounting Commission in accordance with Section 22036 of the Public Contract Code. Additional contractors and/or construction trade journals may be notified at the discretion of the department soliciting bids, provided, however:
A. If there is no list of qualified contractors maintained by the county for the particular category of work to be performed, the notice inviting bids shall be sent only to the construction trade journals specified by the Commission;
B. If the product or service is proprietary in nature such that it can be obtained only from a certain contractor or contractors, the notice inviting informal bids may be sent exclusively to such contractor or contractors; and
C. The notice inviting informal bids shall describe the project in general terms and how to obtain more detailed information about the project, and state the time and place for the submission of bids.

4.24.040 - Award of contracts.¶
A. The Board of Supervisors authorizes the purchasing agent, or the purchasing agent's designee, to award informally bid contracts for public projects (as defined in Public Contract Code Section 22002(c)), or maintenance projects (as defined in Public Contract Code Section 22002(d)), or other work which does not fall within the definition of public project (pursuant to Public Contract Code Section 22003).
B. If all bids received are in excess of the maximum amount specified in Public Contract Code Section 22032(b) or any successor statute, as may be amended, the board of supervisors as the governing body of the public agency may, by adoption of a resolution by a four-fifths vote, award the contract, up to the maximum amount specified in Public Contract Code Section 22034(d) or any successor statute, as may be amended, to the lowest responsible bidder, if the board of supervisors determines the cost estimate of the agency was reasonable.
C. If the project expense is the same or less than the amount specified in Public Contract Code Section 22032(a) or any successor statute, as may be amended, the work may be performed by county employees by force account or by contracts negotiated and awarded by the purchasing agent or the purchasing agent's designee.
