3.36.010 - Travel expenses—Reimbursement for.¶
All officers and employees shall be allowed their actual, necessary travel expenses in the performance of official duties.

3.36.020 - Travel—Department head responsibility.¶
Department heads are responsible for developing and managing travel programs consistent with the best interests of the county, and for justifying the annual budgetary requests therefor. Furthermore department heads are responsible in each instance for ascertaining the need for and the mode of travel, the conservation of travel funds, and authorization of travel only within the approved budget.

3.36.030 - Rules.¶
The board may establish rules governing allowances for actual and necessary travel expenses, and may by resolution approve payment of claims for travel expenses not specifically covered by the provisions of this chapter, provided that the board determines that such expenses were necessarily incurred in connection with official business and there is a good cause for such payment.

3.36.040 - Claim for expenses.¶
The auditor-controller shall establish rules and regulations governing the preparation, filing and payment of claims under this chapter, and all such claims thereunder shall be filed in the manner prescribed by law and in accordance with the rules and procedures set forth by the auditor-controller.

3.36.050 - No expense from residence to place of employment.¶
No claim of any officer or employee for the expense of transportation from his residence to his place of employment, or return, shall be allowed.

3.36.060 - Attendance at conventions.¶
An officer or employee may attend any convention or meeting pertaining to his office when authorized by state law and within the budgetary program approved by the board.

3.36.150 - Meals—Expenses incurred within the Bay Area counties.¶
When requested by or approved by the department head, persons when not on premium pay status may be reimbursed not to exceed a reasonable expense for meals consumed in connection with county business within the Bay Area counties only when one of the following conditions exist:
A. An officer or employee attends a meeting or conference for the county's benefit at which time a meal is a regularly scheduled event, and at which attendance has been anticipated within the travel budget;
B. A department head, an acting department head, or program chief is required to attend a meeting concerning county business because of his official position;
C. An employee has been assigned by his department head to attend a meeting concerning official business, as a representative of the county, or to attend a training course;
D. To the extent permitted by law, persons, committees, board members, and commissioners serving the county without compensation, when meals are in conjunction with a meeting for purposes of conducting county business;
E. An officer or employee is required to incur expenses as host for a person deemed by the chairman of the board, the county administrator, or a department head to be an official guest of the county or member of an examining board of the civil service commission.

3.36.160 - Specific authorization.¶
Notwithstanding the provisions of Section 3.36.150 of this chapter, employees who are required to carry out the following activities at such times and places as to necessitate their purchase of meals at public expense, may be reimbursed therefor to the extent and as authorized by the department head:
A. Investigations, supervision and placement involving wards or dependent children of the Juvenile Court and other charges of the county;
B. Investigation of conservatorship matters;
C. Investigation of criminal matters;
D. Unusual circumstances requiring substantial overtime where the employee is not receiving overtime pay;
E. Excessive overtime related to jury activities.

3.36.170 - Department head accountability.¶
Department heads are accountable for determining (A) the necessity for expending public funds for meals; (B) the appropriateness and accuracy of the claim; (C) the availability of funds; and (D) conformity with county policy. The filing of claims for meals consumed under Section 2.36.150D and E of this chapter is the responsibility of the department head involved. The auditor-controller may require such certification from the department head as to the foregoing as he considers warranted to insure department head accountability.

3.36.180 - Meals in county cafeterias.¶
Meals provided in county cafeterias under the conditions described in Sections 3.36.150D and 3.36.160D may be provided at no cost to the individual concerned.
