13.15.010 Street Numbering Requirements.

Every person exercising or having ownership, possession, custody, control or charge of any building, structure or parking lot within the City of Adelanto, shall have and maintain thereon, in accordance with a system of street numbering prepared and maintained by the City Engineer of the City of Adelanto, near or upon each entrance from a public street, private easement, or right-of-way, in the manner and location designated by the City Engineer, a street address number.

13.15.020 Authority and Duty of City Engineer.

The City Engineer shall have the authority and duty to establish street address numbers expressed in Arabic numerals or figures and, notwithstanding street address numbers located on street curbs, to prescribe their location on buildings, structures and parking lots and to order installation, change, substitution and removal of all such numbers to fulfill the provisions of this Chapter.

13.15.030 Responsibility; Designation; Location; Size; Maintenance; Change and Removal.

A. Responsibility to Install. Installation, change, substitution or removal of any existing or subsequently designated street address numbers shall be completed within five (5) days after receipt by the owner, occupant, lessee, tenant, sub-tenant, fiduciary or custodian of such building, structure or parking lot, or any person or agent in charge therefor, from the City Engineer.

B. Size. The minimum dimensions of any street address number designated by the City Engineer on or after July 1, 1974, shall be as follows:

  1. The height in inches of any number or figure therein shall not be less than four (4) inches in height.

  2. The width of any portion of a figure in or comprising the number shall not exceed one-tenth (1/10) of its height.

C. Design. Design (including shape and style), as well as location of the street address numbers, shall be such that they are legible and easily readable. The City Engineer may prescribe a street address number larger in size than the dimension stated in Subsection B. hereinabove, if he determines that due to lighting conditions, building locations, shadows, background or other reasons, the street address numbers of minimum dimensions will not be easily readable from the street or approach to the entrance. A street address number of unusual design or placement may not be employed without the prior written approval of the City Engineer.

D. Rules and Regulations. The City Engineer shall adopt such reasonable rules and regulations as are necessary to implement the street address numbers provided for in this Chapter.

13.15.040 Odd and Even Numbers.

The street address numbers on the northerly and westerly sides of each street shall be even numbers. The street address numbers on the southerly and easterly sides of each street shall be odd numbers.

13.15.050 Multiple Occupancy.

If any building is separately occupied by two (2) or more families or businesses and said building is provided with separate entrances opening to the street, each of said entrances shall be separately numbered.

13.15.060 Designation of Numbers.

The City Engineer or his authorized representative shall, upon application, designate a number for any building, structure or parking lot within the City in accordance with the system of numbering as prepared and maintained by the City Engineer.

13.15.070 Street Address Map.

A. Compiling and Filing. The City Engineer is authorized and directed to compile a map or series of maps of the City, showing the official number of each such building, lot, parcel or other holding and the same is designated and entitled "street numbering map" and such map or series of maps shall be kept on file as public record in the offices of the City.

B. Approval by City Council. The street numbering system and “street numbering map” shall not be effective and applicable until approved by the City Council by resolution. Said street numbering system and street numbering map shall not be changed or modified by the City Engineer prior to the approval thereof by the City Council resolution.

13.15.080 Numbering at Owner’s Expense.

The owner, occupant, lessee, tenant, sub-tenant, fiduciary or custodian of such building, structure or parking lot, or any person or agent in charge thereof, who has received written notice containing appropriate instructions for street numbering designations, shall perform such street numbering at his own expense.

13.15.090 Prerequisite for Building Ownership or Occupancy.

It is unlawful for any person to own or occupy in the City any building, structure or parking lot which fronts on a street without a proper number being placed thereon, as required by this Chapter. All streets, including all such private easements existing as of the effective date of this Chapter, shall be named in accordance with a City resolution, which shall establish names for such existing private easements and public streets, and a list of names for such public streets and private easements to be created in the future and the criteria for the application thereof. It shall be unlawful for any person to name or attempt to name any such public street or private easement, regardless of how it was established, with a name other than that name provided for such public street or private easement by the City Council resolution adopted pursuant to this Chapter. It shall further be unlawful for any person to use for any such public street or private easement a name, which is different from the name established for such public street or private easement by said City Council resolution.

13.15.100 Procedure for Changing Names of Public Streets and Private Easements.

Whenever in the judgment of the City Council, the public interest or convenience shall require that the name of any public street or private easement be changed, in order to eliminate a duplication of names, or for any other good or sufficient reason, the City Council may by resolution change the name or names of any such public street or private easement forthwith, or may order that the name of any such street be changed in the manner and at the time hereinafter provided.

13.15.110 Change of Name - Petition.

The owners of lots and land fronting on any public street or private easement in the City, or the duly authorized agents, may file with the City Clerk a written petition addressed to the City Council, requesting that the name of any street or private easement upon which the lots and lands of said petitioners front be changed. Every such petition must be signed by the owner or the duly authorized agent of such owner, and must give the legal or other sufficient description of the property for which he signs, and the number of feet frontage owned by him or for which he is a duly authorized agent, and the post office address of the signer thereof. Every such petition must state the reasons for any such proposed change of name and may suggest one (1) or more names satisfactory to said petitioners for any such public street or private easement. The City Clerk shall present such petition to the City Council at its next regular meeting.

13.15.120 Change of Name - Resolution.

Before ordering the name of any public street or private easement changed upon the petition filed as hereinabove stated, the City Council may, at its discretion, adopt a resolution of intention declaring that the public interest and convenience require that the name of the public street or private easement described in any such petition be changed. Such resolution shall designate the street or easement, the name of which is intended to change, shall describe said street or easement by reference to other streets or easements parallel thereto, and shall set forth the name or names which it bears or by which it is commonly known, and shall state the name to which it is proposed to be changed. Said resolution or intention shall be posted in the three (3) public places designated by the resolution of the City Council. At the expiration of ten (10) days after the resolution of intention has been posted, if no written objections to the proposed change of name shall have been filed with the City Clerk as provided in this Chapter or immediately upon the overruling of said objections by the City Council, the City Council may pass a resolution ordering the name of the street or private easement changed as contemplated in the resolution of intention.

13.15.130 Change of Name - Protest.

The owners of lots or lands fronting on the public street or private easement, the name of which is proposed to be changed, or the duly authorized agents, may within ten (10) days after posting of the resolution of intention, file written objections to the proposed change of name with the City Clerk. Such written objections must be signed by each person objecting, shall contain the number of feet frontage owned by him or for which he is the duly authorized agent, and the post office address of each signer thereof. The City Council shall at its next regular meeting after the filing of said objections, fix a time for the hearing of the same, which shall not be more than two (2) weeks thereafter. The City Clerk shall thereupon notify each person objecting, by depositing in the post office of the City a notice addressed to him postage prepaid, informing him of the time and place of hearing. At the time specified, the City Council shall hear all objections urged and pass upon the same, and its decision thereon shall be final and conclusive.

13.15.140 Definition.

For purposes of this Chapter, the word “street” shall be deemed to include avenue, highway, easement or right-of-way, boulevard, court, lane, place, way and alley. The singular shall include the plural and the plural shall include the singular.
