Lead agency
The public agency with principal responsibility for approving or carrying out a project — it selects the CEQA document, runs review, and adopts the findings.
Definition
The lead agency is the public agency with principal responsibility for carrying out or approving a project under the CEQA statute — for private development, normally the city or county granting the main entitlement. The lead conducts the initial study, chooses the document (exemption, ND, MND, or EIR), circulates it, certifies or adopts it, makes the findings, and files the post-approval notice; the CEQA Guidelines resolve which of several candidate agencies leads.
Why it matters in an underwrite
CEQA litigation is decided on the lead agency's administrative record, and in practice the developer builds most of that record — the technical studies, consistency analyses, and exemption memos the lead relies on. A passive lead that under-documents its findings converts a defensible project into a fair-argument loss, so feeding the lead a complete record is underwriting work, not paperwork. Every later responsible-agency approval also leans on the lead's document.
