Definition
The initial study is the lead agency's preliminary analysis under the CEQA Guidelines, usually built on the Appendix G environmental checklist covering roughly twenty resource topics from aesthetics to wildfire. Each answer must rest on substantial evidence, and the conclusions route the project: no impacts supports a negative declaration, impacts that mitigation reduces below significance support an MND, and any potentially significant unmitigated effect sends the project to an EIR.
Why it matters in an underwrite
The initial study is the cheapest place to steer scope. The technical studies attached to it — VMT, noise, air quality, biological, cultural — either close out checklist topics or open EIR chapters, and the same studies double as the record supporting an exemption where one applies. A reflexive "potentially significant" checkmark without a mitigation path is an EIR trigger, so review the draft checklist before it circulates, not after.
