All grading and excavating shall be in compliance with the regulations established in Chapter 20.40.

§ 22.60.020. Preliminary soils reports.

  • (a) A preliminary soil report, based upon adequate test borings or excavations of every subdivision as defined in this chapter shall be prepared by a civil engineer registered in the state.

  • (b) When a report as required by this section has been prepared, such fact shall be noted on the final subdivision map together with the date of the report and the name of the engineer making the report. The preliminary report shall be filed with the building division.

  • (c) If the preliminary soil report indicates the presence of expansive soils, or other soil conditions which, if not corrected, would lead to structural defects, a soil investigation of each lot in the subdivision shall be prepared by a civil engineer registered in the state. Such soil investigation report shall recommend corrective action which is likely to prevent structural damage to each structure proposed to be constructed on such soil and the report shall be filed with the building division.

  • (d) The chief building official shall approve the soil investigation and, if the chief building official determines that the recommended action is likely to prevent structural damage to each structure constructed on each lot in the subdivision, then each building permit issued shall be conditioned upon the incorporation of the approved recommended corrective action in the construction of each structure; appeal of such determination shall be to the city council.

§ 22.60.030. Soils tests.

Soils tests shall be obtained by the developer after rough grading and used to determine the structural section of all streets and alleys. The structural section on private driveways, aisleways and stalls within private parking lots shall be based on resistance to shear (R-value) soils test. In the absence of such tests, the minimum structural section shall be two inch asphaltic concrete on four inch aggregate base or four inch asphaltic concrete on compacted native material. The minimum structural section for public roadways shall be three inches asphaltic concrete on five inches of aggregate base or six inches of asphaltic concrete on compacted native material. All proposed street construction within the right-of-way shall require prior written approval of structural sections by the city engineer.
