16.08.010 - Preliminary map required. ¶

Prior to the filing of a tentative map, a preliminary map of the total property proposed to be subdivided, showing the plan of development proposed in the detail specified by the planning commission, shall be filed with the city clerk. A tentative map may be accepted as a preliminary map.

Ten (10) copies of a tentative map of the proposed subdivision of any land, and any additional data required, shall be submitted to the city clerk, together with the applicable filing fee provided in the schedule of planning commission fees currently in effect in the city.

16.08.030 - Reports of departments and agencies. ¶

The city clerk shall submit copies of each tentative map to other departments and governmental agencies concerned, including public utilities. Upon receipt of a copy of a tentative map, each department or agency concerned shall examine the map to ascertain if it conforms to the requirements of such department or agency. Within ten (10) days from the date of receipt of the tentative map, all the departments and agencies concerned shall submit written reports on the proposed map to the city clerk.

16.08.040 - Form of tentative maps. ¶

Tentative maps shall be eighteen (18) by twenty-six (26) inches in size and drawn to a scale of one inch equals not more than one hundred (100) feet, and shall include a small scale general location map.

16.08.050 - Contents of tentative maps—Information to be provided.
A.
The tentative map of the division of any land into less than five lots shall show existing and proposed streets, the dimensions of the proposed lots and any other information deemed necessary by the planning commission. The planning commission may permit the filing of a record of survey acceptable to the county surveyor in lieu of a tentative map or final map of such division. All tentative map requirements, such as dedications and improvements, may be required in such division.
B.
Tentative maps of the subdivision of any land into five or more lots shall contain the following information:
1.
The tract name or number, date, north point and scale; sufficient description to define the location and boundaries of the proposed tract; and ties to existing permanent monuments of record;
2.
Name and address of record owner;
3.
Name and address of the subdivider;
4.
Name and business address of person who prepared the tentative map;
5.
Sufficient elevations or contours as required by the planning commission to determine the general slope of the land, the high and low points thereof and all drainage features. Areas subject to inundation or overflow shall be so indicated;
6.
The locations, names, widths and approximate grades and curve radii of all ways, roads, streets and highways in the proposed subdivision, or to be offered for dedication;
7.
The locations, names and existing widths of all adjoining and contiguous ways, roads, streets and highways;
8.
The approximate widths, locations, purposes, and restrictions as to use of all existing and proposed easements;
9.
Approximate layout and approximate dimensions of each lot. Lots shall be numbered, and the total acreage of the tract shall be shown;
10.
The dimensions and locations of any existing buildings which are to remain in place on the property, and the locations and capacity of existing wells.
C.
The subdivider's statement to appear upon or to accompany the tentative map shall contain the following information:
1.
Existing uses of the property;
2.
Proposed uses of the property;
3.
A statement of the improvements and public utilities proposed to be made or installed, and of the time at which such improvements are proposed to be completed;
4.
Provisions for water supply and sewerage. When individual wells or septic tanks are proposed, a written report from the health officer shall be required;
5.
A fire protection plan, and wells proposed for dedication;
6.
Public areas proposed, and tree planting plan;
7.
Justification and reasons for any exceptions to provisions of this chapter which may be filed with the tentative map;
8.
A description of existing zoning, and any rezoning proposed;
9.
A preliminary copy of any proposed restrictive covenants.

16.08.060 - Submittal of tentative map to planning commission. ¶

Upon his finding that the tentative map is drawn in compliance with the standards and requirements of this title, is accompanied by a properly completed check sheet and other required data and that reports from departments and agencies concerned have been received, the city clerk shall accept the map, and he shall within five days submit the map, together with his and all other reports thereon, to the planning commission.

16.08.070 - Action of planning commission on tentative map.
A.
The planning commission shall take action on the tentative map as provided in this section and in the Subdivision Map Act.
B.
The planning commission may assist the subdivider in developing methods to reserve or make available areas for the parks, schools and public building sites that will be required for the use of the neighborhood or the population which is intended to occupy the subdivision under the plan of proposed property uses therein. In all cases, the planning commission shall suggest to the subdivider such measures as will make for excellence of community development.
C.
The planning commission shall determine whether the tentative map is in conformity with the master plan, with proper standards for lot and street design, with engineering, health department and other standards of the city, with all provisions of law and of this title, and upon such findings shall approve, conditionally approve or disapprove the same.
D.
Following action by the planning commission, a copy of the tentative map, together with a copy of the commission action thereon, shall be transmitted to the city council.

Chapter 16.12 - FINAL MAPS
Sections:
16.12.010 - Filing—Accompanying material.
A.
Within one year after approval or conditional approval of the tentative map, the subdivider shall cause the subdivision or any part to be surveyed and a final map thereof to be prepared in conformity with the tentative map as approved or conditionally approved. Tracings and prints of the final map, as required by the county recorder, shall be filed with the city clerk, together with a deposit equal to the estimated cost of checking improvement plans and the final map, and the cost of construction inspections.
B.
An extension of time for filing of the final map may be granted by the planning commission; provided, that written application is made by the subdivider within one year after action on the tentative map.
C.
At the time of filing of the final map with the city clerk, the subdivider shall also file therewith the following:
1.
In the event any dedications are to be made for public use, such as streets, parks, school or other public building sites, or wells for local fire protection, a preliminary title report issued by a title insurance company, in the name of the owner of the land, issued to or for the benefit and protection of the city, showing all parties whose consent is necessary and their interests therein;
2.
The instrument prohibiting traffic over the boundary of a major highway, parkway, street or freeway, when and if the same is required;
3.
Calculation and traverse sheets used in computing the distances, angles and courses shown on the final map, and ties to monuments found or placed;
4.
Improvement plans as required by the standard specifications and subdivision improvement requirements.
