The contractor tapes out the new wall, looks up, and gets quiet. The garage slab sits a step below the house, the ceiling joists are low, and there is a duct running across the middle of the span. Then the plan checker's letter arrives asking about smoke alarms in three bedrooms you were not touching.
Two things decide most garage conversions before anything else. The ceiling has to clear 7 feet over habitable space (§ R313.1), and the room needs glazed openings equal to 8 percent of its floor area for light and 4 percent openable for air (§ R325.1) — the two things a garage, built as a garage, almost never has.

The ceiling is the first test, and the relief you have heard of is not for garages
Habitable space, hallways and portions of basements containing these spaces shall have a ceiling height of not less than 7 feet
That is § R313.1. Bathrooms, toilet rooms and laundry rooms drop to 6 feet 8 inches, so a half-bath in the converted space has four inches of slack the living area does not.
Two exceptions matter in a garage. With a sloped ceiling, at least half of the room's required floor area has to be at 7 feet, and floor under anything below 5 feet does not count toward the room's area at all. And beams, girders and ducts get a narrow allowance — but read it carefully, because the projection allowances in that section are written for basements, not for any low ceiling.
Here is the part people get wrong, and it is worth knowing before you price the job. The code does contain a lower figure for existing buildings — 6 feet 8 inches — but that provision is titled habitable attics and basements in existing buildings (§ R313.1.2). A garage is neither an attic nor a basement. Converting one is an alteration to an existing building, which makes the relief sound like it should apply, and the section simply does not reach it. Plan on the full 7 feet unless your building department tells you otherwise in writing.
If the joists are too low, the usual answers are to drop the slab or raise the roof framing — both of which change the project from a finish job into a structural one.
A room with no windows
A garage typically has one big door and nothing else. Habitable space needs both light and air, measured as percentages of the room's own floor area (§ R325.1):
- Natural light: glazed openings totalling at least 8 percent of the floor area, facing a street, alley, public way, yard or court on the same lot.
- Natural ventilation: an openable area of at least 4 percent of the floor area — windows, skylights, doors, louvers or other approved openings, reachable or otherwise controllable by the people in the room.
On a 400-square-foot garage that is 32 square feet of glazing and 16 square feet that opens. That is real windows, not a transom.
The code also gives two ways out, and they are why most conversions are buildable at all:
- Glazed openings are not required where artificial light provides an average of 6 footcandles over the room, measured 30 inches above the floor (exception 3).
- Natural ventilation is not required in habitable rooms other than kitchens where whole-house mechanical ventilation, or a system producing 0.35 air changes per hour, is installed per the mechanical code (exception 1).
Take those exceptions and you have traded a window for a lighting and ventilation design — which is a mechanical and electrical scope your plans have to show.
The alarms are for the whole house, not just the new room
This is the line item nobody budgets for. Pulling a permit on the conversion reaches back into rooms you are not touching:
Where alterations, repairs or additions requiring a permit occur, the individual dwelling unit shall be equipped with smoke alarms located as required for new dwellings (§ R310.2.2).
The existing-building code says the same thing from the other direction: where an alteration, addition, change of occupancy or relocation is made to an existing Group R building, the existing building gets smoke alarms to current standards (§ 307.1). Its one carve-out is work classified as a Level 1 Alteration.
"As required for new dwellings" means the full placement list (§ R310.3): in each sleeping room, outside each separate sleeping area near the bedrooms, on each additional story including basements and habitable attics, and at least 3 feet away horizontally from a bathroom door where that bathroom has a tub or shower.
Two details keep the cost sane:
- Interconnection — one alarm sounding sets off all of them — is required where more than one alarm is required. But alarms in existing areas need not be interconnected where the work does not remove interior wall or ceiling finishes and expose the structure (§ R310.4). So opening up the garage does not automatically mean fishing wire through the whole house.
- Power comes from the building wiring with battery backup, permanently wired with no disconnecting switch beyond overcurrent protection (§ R310.6). Battery-only units are permitted in existing buildings where no construction is taking place — which is exactly the condition your permit ends.
If the building is not a house
Everything above is the residential code, which governs one- and two-family homes and townhouses. A garage or ground-floor space in an apartment or condominium building is under the building code instead, and the numbers are not the same: occupiable and habitable spaces there need 7 feet 6 inches, with 7 feet over bathrooms, toilet rooms, kitchens, storage and laundry rooms (§ 1208.2). The natural-light figure is the same 8 percent of floor area (§ 1204.2).
Six inches sounds small. It is the difference between a finish job and a framing job.
What this page does not cover
These are the 2025 statewide codes, in effect since January 1, 2026, and they are a floor — a city or county can adopt stricter local amendments, and some do.
Three things are deliberately outside this page. If the new space will be a bedroom, it needs an emergency escape and rescue opening, which is its own set of dimensions and is not covered here. Whether your city requires you to replace the parking the garage provided is a local zoning question, not a building-code one, and the answer varies. And converting a garage into a second dwelling unit rather than an extra room puts the project under an entirely different body of state law.
