Overview
Ventura regulates permanent and temporary signs through the San Buenaventura Municipal Code, Title 24 Zoning Regulations, primarily in Chapter 24.420 Sign Regulations, with added corridor-specific standards in the Victoria Avenue Corridor code. Citywide rules set what’s allowed, how to compute sign area, when design review is required, and which signs are prohibited or exempt. Zone-by-zone standards then cap size and number for the A, P‑O, Commercial, M‑1/M‑2, and M‑P‑D districts, with additional use‑specific rules (e.g., shopping centers, freeway service facilities).
Core rule in plain English: keep signs on the same site as the use, comply with zone limits, and you may always swap in a noncommercial message on any otherwise‑legal sign. See § 24.420.020 and § 24.420.030.
Citywide sign rules (apply in all zones)
- Applicability and substitution of messages. The sign chapter applies to all signs in Ventura; any noncommercial message may be substituted on any allowed commercial sign (§ 24.420.020).
- On‑site location and safety. Signs must be on the site of the use and may not create traffic hazards (§ 24.420.030).
- Exempted signs. Certain small or public-purpose signs, address numbers, some government or park signs, and flags of governmental or qualifying organizations are exempt within set limits (§ 24.420.040).
- Signs permitted without design review. Availability, construction identification, corporate flags, decorative devices (with a director’s permit), small “feature,” open house, real estate, subdivision, temporary business, temporary political, and first-floor temporary window signs (with director’s permit and time/area limits) are allowed subject to size/placement rules (§ 24.420.050).
- Signs requiring design review. Architectural projection, directional, directory, monument, murals, pole (limited circumstances), projecting, wall, and permanent window signs are allowed subject to § 24.420.060 and the chapter’s zone caps (§ 24.420.060, § 24.420.070).
- Sign program. Multi-tenant sites and many comprehensive projects must submit a sign program detailing location, dimensions, colors, and letter styles for all signs; all new or changed signs must conform to the approved program (§ 24.420.080).
- Computing sign area. The code details how to measure sign area, including for two-sided and multi-sided signs (§ 24.420.090).
- Inside-the-building signs. Signs visible from outside are limited to 30% of a window; in no case may total window signs exceed 40% of window area (§ 24.420.100).
- Product/service advertising on permanent signs is limited to 20% of the sign area (§ 24.420.220).
- Prohibited signs include changeable copy (with narrow exceptions elsewhere), flashing, mobile/moving, roof signs, most pole signs, portable signs, and any sign in the public right‑of‑way unless expressly allowed (e.g., open-house arrows, limited community-event/subdivision directionals, street banners) (§ 24.420.270).
- Nonconforming, obsolete, unsafe. The code outlines when nonconforming signs must be brought into compliance (e.g., alterations or qualifying site remodels), deadlines for removing obsolete faces, and enforcement for unsafe signs (§ 24.420.280; § 24.420.290).
- Variances. A sign variance may be granted under Chapter 24.535; no sign may exceed chapter specs unless a sign variance is approved (§ 24.420.300).

District-by-district standards
Below are Ventura’s zone‑family sign allowances. These are layered on top of the citywide limits above. For allowed uses in each zone, see Ventura Land Use. Where you see “building‑related” sign, the code means architectural projection, projecting, wall, or permanent window sign (§ 24.110.330).
A — Agricultural Zone
- Purpose/uses: Agricultural activities and related uses. Signs are limited to identification and produce sales.
- Key standards:
- One identification sign up to 20 sq ft; and up to 40 sq ft total for produce sales signage (§ 24.420.110).
- Where it applies: Properties zoned A citywide.
Residential (all zones)
- Purpose/uses: Neighborhoods with residential uses; signage is intentionally minimal.
- Key standards:
- Up to two community identification signs at vehicular entrances, each max 32 sq ft; not internally illuminated; maintenance required by applicant (§ 24.420.120).
- One tenant directory map per project, 6 sq ft max area, 5 ft max height (§ 24.420.120).
- Where it applies: All residentially zoned projects (e.g., R‑1, R‑2, etc.). Individual zone chapters also reiterate that all signs must comply with Chapter 24.420.
P‑O — Professional Office Zone
- Purpose/uses: Professional offices and related services.
- Key standards:
- Either one monument sign up to 40 sq ft, or one building‑related sign up to 40 sq ft per lot/establishment (whichever is fewer), plus one building directory sign up to 12 sq ft (§ 24.420.130).
- Where it applies: Parcels zoned P‑O across Ventura; the P‑O chapter also cross‑references Chapter 24.420 for signs.
Commercial Zones (all commercial districts, e.g., includes C‑1)
- Purpose/uses: Retail and service uses citywide.
- Key standards:
- Building‑related signs on the front elevation: 1.0 sq ft per linear foot of frontage up to 32 ft, then 0.5 sq ft per additional ft over 32 ft (§ 24.420.140).
- Side/rear elevations: 0.5 sq ft per linear foot, not to exceed the front allowance; no “freeway‑only” side/rear signs (§ 24.420.140).
- One monument sign per lot or principal use, up to 40 sq ft (1 sq ft per 3 linear ft of front lot line), subject to frontage calculations (§ 24.420.140).
- Absolute cap: total permanent sign area per principal use may not exceed 100 sq ft (§ 24.420.140).

M‑1 and M‑2 — Industrial Zones
- Purpose/uses: Light and general industrial; limited commercial in industrial settings.
- Key standards (§ 24.420.150):
- Single‑establishment site: one monument sign up to 20 sq ft plus one wall sign up to 20 sq ft.
- Multi‑tenant industrial site: one building‑related sign per establishment up to 20 sq ft (attached to the tenant’s portion of the structure) plus one complex monument up to 40 sq ft.
- Commercial uses allowed in M‑1/M‑2 may have building‑related signs up to the lesser of 40 sq ft or 50% of the commercial‑zone formula (subject to an approved sign program) (§ 24.420.150).

M‑P‑D — Manufacturing Planned Development
- Purpose/uses: Planned industrial campuses and compatible retail/services.
- Key standards (§ 24.420.160):
- Single‑establishment site: one monument sign up to 40 sq ft or one wall sign up to 40 sq ft.
- Multi‑tenant industrial site: one establishment ID sign (at the entrance) up to 8 sq ft per tenant, plus one complex monument up to 40 sq ft.
- Retail in M‑P‑D: building‑related signs limited to the lesser of 20 sq ft or 50% of the commercial formula (subject to a sign program) (§ 24.420.160).
- Where it applies: Properties zoned M‑P‑D citywide.
Use- and context-specific sign rules
- Gasoline sales. One information‑board sign up to 10 sq ft (self‑supporting allowed, max 4 ft height), and one price sign up to 10 sq ft (building‑mounted or self‑supporting). Both are exempt from design review and are not “portable signs” for prohibition purposes (§ 24.420.170).
- Shopping centers. Up to 100 sq ft building‑related sign area per establishment (still subject to the commercial formula), plus one 4 sq ft under‑canopy sign; center ID monument: one per frontage if ≥5 acres, otherwise one total; each max 40 sq ft and 6 ft tall (§ 24.420.180).
- Freeway service facilities. A pole sign may be allowed with a use permit if it meets strict size/height limits (max 85 sq ft, 25 ft high) and findings (oriented to the freeway, not visually obtrusive, protects views) (§ 24.420.190).
- Institutional uses. Total monument and/or building‑related signs up to 40 sq ft per site (§ 24.420.200).
- Fast service, drive‑up dining. Same zone limits as the underlying zone, plus one menu board up to 20 sq ft with design review (§ 24.420.210).
- Automotive sales. Extra rules include: copy changes to lawful nonconforming pole signs may be reviewed without allowing increases; multi‑franchise sites may add a franchise‑only monument (≤40 sq ft, 6 ft tall); oversized directional signs must be deducted from wall sign allowance (§ 24.420.230).
- Timeshare facilities. Regulated as commercial; pole sign eligibility only where the use functions like a hotel/motel (subject to freeway service facility standards) (§ 24.420.240).
- Offsite directional signs. City‑administered, sign‑program‑based allowances for large residential subdivisions and community events in the right‑of‑way (§ 24.420.250; § 24.420.260).
- Street banners. The code provides a limited, content‑neutral program on city light poles for community/nonprofit (and limited sponsor recognition) per criteria (§ 24.420.265).
Corridor overlay: Victoria Avenue Corridor sign types
Within the Victoria Avenue Corridor, Article 12 sets sign type menus by “transect” zone (e.g., T4.5, T4.8, T4.9, T5.3) and includes detailed standards for specific types such as marquee, under‑canopy, recessed entry, and building identification signs (§ 24.600.630). Examples:
- Monument signs: max 40 sq ft, 6 ft high, setbacks from property lines/curbs; subject to design review (§ 24.600.630.A).
- Grand projecting signs: one per establishment; vertical orientation; may be animated only by chase/flash lights; height, projection, and letter‑proportion limits (§ 24.600.630.B).
- Marquee signs (theaters): one per establishment; strict size and projection limits; animation by chase/flash lights only (§ 24.600.630.C).
- Under‑canopy signs: one per facade; max 3 sq ft; min 8 ft clearance; area doesn’t count to frontage-based totals (§ 24.600.630.O).
- Building identification signs (wall/window/canopy fascia): placement, one‑per‑facade limits, and letter/height caps; many don’t count toward frontage-based totals (§ 24.600.630.R–T).
