Ventura County — Signage
Signage under the Ventura County local zoning and planning code, with the controlling citations.
Last reviewed: July 6, 2026
Overview
In unincorporated Ventura County, signs are regulated by the Non‑Coastal Zoning Ordinance’s Article 10 — Sign Requirements, with supplemental rules for the Old Town Saticoy plan area. Most standards vary by base zoning category and sign type, and some overlays further limit size, height, and visibility. If your project is in Old Town Saticoy, its Development Code adds zone‑specific allowances and design rules that sit on top of countywide standards.
The County treats a “Noncommercial Message” the same as an “Identification” sign; the message content doesn’t change the size/height rules that apply to the sign type and zone (§ 8110‑1).
Before diving in, confirm your parcel’s zoning on the County map (see the Ventura County Zoning page) and whether any Overlay Districts apply.
Countywide rules you will see everywhere
- Purpose and reach. Article 10 promotes traffic safety and aesthetics and governs signs in the County’s unincorporated areas, excluding signs in the public right‑of‑way (§ 8110‑0).
- What’s prohibited. Countywide bans include sandwich/A‑frame signs, roof signs, flashing/moving signs, portable trailer signs, and signs attached to window exteriors; projecting signs are generally prohibited unless under a canopy or on a service‑station canopy (§ 8110‑4 a, c, f, i–o).
- Right‑of‑way. Installing any sign in a County right‑of‑way requires a Public Works encroachment permit; maintain at least six feet of pedestrian clearance in Old Town Saticoy (§ 8110‑5.4; § 8119‑1.6.3.a).
- Measuring height. When a lot sits below street grade, sign height is measured from street grade (§ 8110‑5.5).
- No‑frontage lots. An access easement counts as frontage for sign placement (§ 8110‑5.6).
District-by-district standards (unincorporated areas)
The sign matrix in § 8110‑5.1 sets size, height, and number limits by zoning category and sign type. “F” below means total street frontage in linear feet.
Open Space (OS) zones
- Core allowances (identification/noncommercial):
- Attached on‑site: up to the lesser of 20 sq ft or F/20; not above the wall to which attached (§ 8110‑5.1).
- Freestanding on‑site: up to the lesser of 25 sq ft or F/10; max height 5 ft; max length 10 ft (§ 8110‑5.1).
- Off‑site real‑estate: 12 sq ft; 10 ft high; 16 ft long (§ 8110‑5.1 note (c)).
- Off‑site tract signs are generally prohibited in OS (§ 8110‑5.1 note (b); § 8110‑6.12).
Agricultural Exclusive (AE) zones
- Same baseline as OS for identification/noncommercial and real‑estate signs (§ 8110‑5.1).
- Off‑site tract signs can be allowed on agriculturally zoned land for a recorded subdivision, with strict time, number, spacing, and location limits (§ 8110‑6.12 to 8110‑6.12.2).
Residential (R) zones
- Same baseline as OS/AE for identification/noncommercial and real‑estate signs (§ 8110‑5.1).
- Temporary political/window/menu boards rules below also apply in R zones.
Commercial zones
- On‑site freestanding identification: area is the greater of 10 sq ft or F/5, capped at 200 sq ft; max height is the lesser of 25 ft or the height of the tallest building on the site (§ 8110‑5.1).
- On‑site attached identification: see § 8110‑5.1 note (h). Not found in retrieved materials.
- Off‑site advertising: see freestanding off‑site standards and size table (§ 8110‑6.7.5).
Industrial zones (M, including M2 and M3)
- Same freestanding on‑site identification formula as commercial (greater of 10 sq ft or F/5 to 200 sq ft; height ≤ 25 ft or building height) (§ 8110‑5.1).
- Freestanding off‑site advertising signs permitted in the industrial family only in the M2 and M3 zones (matrix note (e)), subject to CUP and design/scenic restrictions (§ 8110‑6.7, § 8110‑6.7.1–6.7.7).
Old Town Saticoy (Article 19 — “8119” codes)
Old Town Saticoy’s Development Code applies within that plan boundary and overlays Article 10 with zone‑specific allowances and design (§ 8110‑0; § 8119‑1.6).
- Zones are TC (Town Center), R/MU (Residential/Mixed‑Use), RES (Residential), and IND (Industrial). Allowed types by zone appear in Table 1.6.1 (§ 8119‑1.6.1), which cross‑references Article 10 for standards. Projecting signs are specifically authorized in TC and IND via § 8119‑1.6.4; window signs follow § 8110‑6.13.
- Design rules include illumination limits (light source not visible for internal lighting; exterior lighting aimed solely at the sign), neon limited to window signs, and right‑of‑way clearances with a minimum 6‑ft pedestrian way (§ 8119‑1.6.3).
- A Signage Program is required for discretionary projects in TC and R/MU that include the listed sign types; submittals must show location, size, materials, and illumination (§ 8119‑1.6.2; § 8119‑1.1.6(c)).
Overlay — Scenic Resource Protection (SRP) Zone
- In the SRP Overlay, all on‑site freestanding advertising, identification, and noncommercial message signs taller than 5 ft are prohibited, and all off‑site advertising signs are prohibited (§ 8109‑4.1.5.b).
- Separately, countywide rules bar new freestanding off‑site advertising signs in scenic corridors or if visible from a scenic highway (§ 8110‑6.7.1).
Decision-relevant standards by zone category
The matrix below condenses Article 10’s most‑used limits. “F” = total street frontage (feet).

Special sign types and recurring rules
- Window signs: Limited to 25% of any given window’s area; any portion over 10 sq ft per business counts toward attached‑sign area; exterior‑surface window signs are prohibited (§ 8110‑6.13; § 8110‑4o).
- Temporary banners/attraction devices: Planning Director may approve banners/pennants/flags/balloons up to 30 days in any 90‑day period; removal agreement and $100 deposit required; remove within 7 days after the 30‑day period (§ 8110‑6.11.1–6.11.2).
- Political signs (temporary): Max 32 sq ft per sign; maximum 96 sq ft aggregate per lot; registration required; must be at least 100 ft from polling places/historic sites and outside rights‑of‑way and scenic‑highway buffers; post no earlier than 90 days before an election; remove within 10 days after (§ 8110‑6.8.1–6.8.4).
- Service station signs: Attached sign area may scale with wall/canopy size; typical height limit 16 ft; total site sign area capped at 300 sq ft; up to two poster boards at 15 sq ft each and 6 ft high; canopy identification and suspended signs allowed (§ 8110‑6.9.1–6.9.6; § 8110‑6.9.3–.5).
- Freestanding off‑site advertising (billboards): CUP required; barred from scenic corridors and where visible from scenic highways; uni‑pole design encouraged; maximum face area scales with lanes/speed (e.g., up to 375 sq ft along 5+ lanes, 55 mph) (§ 8110‑6.7.1–6.7.7; § 8110‑6.7.5).
- Maintenance and abatement: Improperly maintained signs must be repaired/removed on notice; signs for vacated tenants must be removed within 60 days; other temporary/event signs must come down within 10 days after the event (§ 8110‑5; § 8110‑7).
- Wireless facilities: Must display a permanent, weather‑proof identification sign with operator info and a 24‑hour contact (§ 8107‑45.4.t).
How Old Town Saticoy modifies the county rules
- Applies within the plan boundary; always use Article 10 plus the Saticoy tables and design standards (§ 8110‑0; § 8119‑1.6.1).
- Allowed types by zone: Table 1.6.1 maps sign types to TC, R/MU, RES, IND (e.g., projecting signs in TC/IND; service‑station signs in IND) and points back to Article 10 for sizing (§ 8119‑1.6.1).
- Projecting sign specifics: One per business; max width 36 in, thickness 3 in; vertical clearance 8–12 ft; at least 3 ft from curb; illuminated projecting signs allowed (§ 8119‑1.6.4).
- Illumination: Internal light source not visible from the ground; exterior light aimed only at the sign; neon limited to window signs (§ 8119‑1.6.3.b).
- Signage Program: Required for discretionary development with listed sign types in TC and R/MU; submittal must include plan set, elevations, materials, and lighting details (§ 8119‑1.6.2; § 8119‑1.1.6(c)).
Practical cross‑checks
- If your sign will encroach into the right‑of‑way or hang over a sidewalk (e.g., projecting), coordinate with Public Works for an encroachment permit and confirm clearances; Saticoy requires a consistent 6‑ft walkway (§ 8110‑5.4; § 8119‑1.6.3.a).
- In overlay areas like SRP, the overlay’s stricter limits win; tall freestanding signs and any off‑site advertising are barred (§ 8109‑4.1.5.b).
- Some adjustments are possible: small increases to sign area/height (up to 10%) can be considered through the County’s variance process (see Ventura County Variances and Exceptions; § 8111‑1.2.2.c).
For dimensional interplay with setbacks and heights of buildings/site features, also see Ventura County Development Standards. If your project triggers discretionary review, check Ventura County Design Review early.
Note: Structural/electrical safety for signs is addressed under the California Building Standards Code; Ventura County’s zoning rules do not replace those requirements.
Checklist
- Identify your base zone (OS, AE, R, commercial, M2/M3) and any overlays using the Ventura County zoning & planning overview.
- If within Old Town Saticoy, apply § 8119‑1.6 tables and design rules in addition to Article 10; determine if a Signage Program is required (§ 8119‑1.6.1–1.6.2).
- Confirm sign type and location are not prohibited (e.g., A‑frames, roof signs, exterior‑window signs) (§ 8110‑4).
- Compute maximum area/height/length using § 8110‑5.1 (use frontage “F” where applicable); apply special rules for service stations, window signs, political signs, and temporary banners (§§ 8110‑6.9, 8110‑6.13, 8110‑6.8, 8110‑6.11).
- If over/within a right‑of‑way, obtain an encroachment permit and maintain pedestrian clearance (§ 8110‑5.4; § 8119‑1.6.3.a).
- If proposing off‑site advertising, verify zone eligibility (M2/M3 only), CUP requirements, scenic‑corridor constraints, and size table (§§ 8110‑6.7, 8110‑6.7.1, 8110‑6.7.5).
- In SRP overlay, confirm that on‑site freestanding signs over 5 ft and all off‑site advertising are prohibited (§ 8109‑4.1.5.b).
- Plan for maintenance/abatement timelines; remove signs for vacated tenants within 60 days (§ 8110‑7).
- If needed, explore a minor variance (≤10% increase to sign area/height) with Planning staff (§ 8111‑1.2.2.c).
Risks & Ambiguities
| Issue | Why it matters | What to verify |
|---|---|---|
| Attached sign area in commercial zones (note (h)) | The matrix references “(h)” but the retrieved footnote text is missing | Not found in retrieved materials; verify the exact formula with Planning (see § 8110‑5.1). |
| Scenic corridors and billboards | Even in M2/M3, scenic rules can bar a billboard | Confirm scenic highway/corridor status and § 8110‑6.7.1 applicability. |
| Right‑of‑way encroachments | Signs over sidewalks/streets need separate approval | Coordinate early with Public Works on § 8110‑5.4 and, in Saticoy, § 8119‑1.6.3.a. |
| Old Town Saticoy layering | You must apply both Article 10 and Article 19 | Use § 8119‑1.6.1’s table and cross‑references; prepare a Signage Program if required. |
| Political sign timing/placement | Missing deadlines or locations can trigger removal | Track § 8110‑6.8.1–6.8.5 limits and the 10‑day post‑election removal. |
| SRP Overlay | Height caps and advertising bans override base zones | Check parcel overlays before designing the sign (§ 8109‑4.1.5.b). |
Plain-English Summary
In unincorporated Ventura County, what you can put on a sign depends on your zone, where it sits on the site, and the sign type. Small identification signs are allowed almost everywhere, but A‑frames, roof signs, and exterior‑window decals aren’t. Bigger freestanding signs scale with your street frontage; billboards are limited to certain industrial zones and need a permit and must avoid scenic routes. Old Town Saticoy adds its own menu of allowed sign types by zone—like pedestrian‑oriented projecting signs—and extra lighting and clearance rules.

Frequently asked questions
Are A-frame or sandwich-board signs allowed in unincorporated Ventura County?
No. Sandwich-board, A‑frame, and portable freestanding signs are prohibited countywide under the sign ordinance (§ 8110‑4a).
How big can my window sign be on a storefront?
Window signs are limited to 25% of the window’s area; any portion over 10 sq ft per business counts toward your attached‑sign allowance. Attaching signs to the exterior window surface is not allowed (§ 8110‑6.13; § 8110‑4o).
Can I put a projecting sign over the sidewalk in Old Town Saticoy?
Yes, if designed to Saticoy standards: one per business, max 36 in wide and 3 in thick, with 8–12 ft of vertical clearance and at least 3 ft from the curb. If it encroaches over the right‑of‑way, you also need an encroachment permit (§ 8119‑1.6.4; § 8119‑1.6.3.a).
Are illuminated signs allowed in residential or agricultural areas?
Yes, but only with indirect or diffused lighting; brightness and glare are controlled. More generous illumination is allowed in non‑residential zones, still subject to glare limits (§ 8110‑6.5). In Old Town Saticoy, internal light sources can’t be visible and exterior lighting must be aimed at the sign (§ 8119‑1.6.3.b).
Where can billboards be placed?
Only in the M2 and M3 industrial zones (subject to a Conditional Use Permit), and not in scenic corridors or visible from scenic highways. Size depends on lanes/speed on the viewing roadway (§ 8110‑5.1 note (e); § 8110‑6.7.1; § 8110‑6.7.5).
What are the rules for temporary political signs?
Each sign can be up to 32 sq ft, with a 96 sq ft aggregate per lot. They must be registered with the County, can’t be within 100 ft of a polling place or in the right‑of‑way, and must be removed within 10 days after the election (§ 8110‑6.8.1–6.8.5).
Do service stations have special sign allowances?
Yes. A service station may have up to 300 sq ft of total sign area on site, with menu of attached/canopy/suspended signs and up to two poster boards at 15 sq ft each and 6 ft high (§ 8110‑6.9.1–6.9.6; § 8110‑6.9.3–.5).
Can I get a small exception to sign height or area?
Possibly. The County’s variance process allows increases up to 10% for sign area or height in limited circumstances (§ 8111‑1.2.2.c). Verify with the jurisdiction.
What happens if a tenant moves out and their sign remains?
Signs for inactive businesses must be removed within 60 days; expired temporary/event signs must come down within 10 days after the event (§ 8110‑7).
Do I need “design review” for signs?
Signs are reviewed through zoning clearances and, where applicable, discretionary permits. In Old Town Saticoy, many multi‑tenant or discretionary projects need a Signage Program submittal (§ 8119‑1.6.2; § 8119‑1.1.6(c)). See Ventura County Design Review.
