Trinidad — Signage
Signage under the Trinidad local zoning and planning code, with the controlling citations.
Last reviewed: July 6, 2026
Overview
Trinidad regulates signs under Title 17 Zoning, with core, citywide rules in the general regulations and more specific allowances in commercial and visitor-serving districts. Most “everywhere” allowances and prohibitions live in § 17.56.160, while sign definitions, measurement, design, and view protection standards appear in the definitions and design chapters. If your project involves new commercial or visitor-serving signs, expect Planning Commission review and to coordinate with Trinidad Design Review criteria and coastal view protections.
Trinidad defines a “sign” broadly as any message, symbol, or visual medium intended to draw attention to a product, service, business, person, institution, or location that is visible from off-premises. See the code’s definition for what is and is not included. § 17.08.610
Core citywide rules and definitions
- The base sign rules apply in every zone unless a more specific standard says otherwise. § 17.04.050
- Citywide allowances (in all zones) include: small residential nameplates, limited on-site church/school bulletin boards, subdivision/housing development signs, for-sale/for-lease signs, public safety/directional signs, political campaign signs (time-limited), and one temporary portable sign per year. § 17.56.160(A)
- Key definitions to know:
- Advertising area: how Trinidad measures sign area (by an enclosing parallelogram/triangle; special rules for multi-face and curved signs). § 17.08.020
- Freestanding sign, off‑premises sign, on‑premises sign. §§ 17.08.620, 17.08.630, 17.08.650
Citywide design and view protection
- Signs should complement structures and surroundings, be integrated with building design, and cluster any off‑premises, visitor‑directional signs into a unified theme where allowed. § 17.60.040(E), (G)
- New development, including fences over three feet and signs, may not significantly block public views of the harbor, Little Trinidad Head, Trinidad Head, or the ocean from public roads, trails, and vista points. § 17.60.050(B)
On‑premises business signs (PD, VS, C districts)
On‑premises advertising signs for businesses are permitted only in the PD, VS, and C zones and require Planning Commission review. § 17.56.160(B)
- Total sign area per parcel: one square foot per linear foot of street frontage; at least 20 square feet allowed; maximum 300 square feet per parcel. No individual sign may exceed 50 square feet. § 17.56.160(B)(1)
- Heights and projections:
- Freestanding signs may not exceed the zone’s maximum building height; wall signs may not project more than three feet above the roof line. § 17.56.160(B)(2)
- Over public rights‑of‑way: projecting signs must be ≤32 sq ft, project ≤5 ft, and clear the ground by ≥14 ft; small under‑canopy signs ≤6 sq ft allowed at ≥9 ft clear. § 17.56.160(B)(3)
- Prohibitions and limited exceptions:
- Rotating, blinking, flashing, sparkling, traffic‑like, and visibility‑obstructing signs are prohibited. Portable signs in the public right‑of‑way are prohibited. § 17.56.160(B)(4)
- Off‑premises (nonappurtenant) signs are prohibited, with two narrow exceptions by use permit: up to two small (≤4 sq ft) directional signs along primary collectors, and a multi‑tenant community business directory in the C zone. § 17.56.160(B)(4)
Common citywide allowances (all zones)
- Residential nameplates: up to 2 sq ft; 3 sq ft allowed when a home occupation exists. § 17.56.160(A)(1)
- Church/school/public‑use ID or bulletin board: indirectly lighted, up to 32 sq ft, and ≥10 ft from any property line. § 17.56.160(A)(2)
- Subdivision/housing development advertising: up to two unilluminated on‑site signs, each ≤32 sq ft, at least 10 ft from property lines. § 17.56.160(A)(3)
- For sale/lease: residential—up to two, total area ≤6 sq ft; land in PD/VS/C—up to two, each ≤32 sq ft. § 17.56.160(A)(4)
- Public safety/directional (incl. “No Trespassing”): ≤2 sq ft; and political signs must be removed within 30 days after the election. § 17.56.160(A)(5)
- One temporary portable sign per parcel, ≤32 sq ft, for one 15‑day period per calendar year. § 17.56.160(A)(6)

Process and review touchpoints
- On‑premises business signs in PD/VS/C are subject to Planning Commission review; expect conditions to ensure design compatibility, safety, and coastal program consistency. §§ 17.56.160(B); 17.72.040; 17.72.050
- Nonconforming signs: Existing nonconforming signs could continue for up to three years from ordinance effective date; remove nonconforming or conform thereafter. Signs advertising a discontinued use must be removed within 30 days of discontinuance. § 17.64.010(E)
- Design guidance: Integrate signs with building design; cluster any allowed off‑premises directional signs under a single design theme. § 17.60.040(E), (G)
Practical measurement rules
- Measure area as the smallest enclosing shape; multi‑face or curved signs are measured by the largest visible area from one direction. § 17.08.020
- Freestanding sign height is tied to the district’s building‑height cap (typically 25 ft in PD/VS/C), so check the underlying zone’s dimensional standards in the Trinidad Development Standards. §§ 17.36.060; 17.40.070; 17.44.070; 17.56.160(B)(2)
Related overlays and constraints
- View protection criteria limit sign placement and height where coastal views would be blocked; this frequently affects corridors and bluff‑adjacent lots noted in Trinidad Overlay Districts. § 17.60.050(B)
- Landscaping near signs cannot create glare or safety issues; see Trinidad Landscaping and Screening. § 17.56.170
- Historic resources may add review layers; coordinate early with Trinidad Historic Preservation. Not found in retrieved materials for additional sign‑specific historic provisions.
Checklist
- Confirm your parcel’s district in Trinidad Zoning and land use in the Trinidad Land Use map.
- If in PD/VS/C, calculate allowed advertising area by street frontage and check individual sign size caps. § 17.56.160(B)(1)
- Verify sign height vs. the district’s building‑height cap; adjust freestanding sign design accordingly. §§ 17.56.160(B)(2); 17.36.060; 17.40.070; 17.44.070
- If projecting over public right‑of‑way, confirm area, projection, and clearance. § 17.56.160(B)(3)
- Avoid prohibited lighting/effects; confirm portable signs are not in the ROW. § 17.56.160(B)(4)
- If seeking directional off‑premises signs or a C‑zone directory, apply for a use permit with findings; anticipate conditions. §§ 17.56.160(B)(4); 17.72.040; 17.72.050
- Check for view blockage risks along coastal view corridors. § 17.60.050(B)
- If replacing/upgrading an old sign, evaluate nonconforming status and removal timelines. § 17.64.010(E)
- Coordinate with Trinidad Design Review; ensure your application package addresses design integration and safety.
- Ensure no traffic safety conflicts and that nearby Trinidad Parking access/visibility is maintained. Verify with the jurisdiction.
Risks & Ambiguities
| Issue | Why it matters | What to verify |
|---|---|---|
| Calculating “advertising area” on irregular or multi‑face signs | Can unintentionally exceed the allowed area | Apply § 17.08.020’s largest‑visible‑face rule; provide scaled elevations. |
| Multi‑frontage parcels | Frontage drives total allowed area | Which street(s) count as frontage for your parcel; confirm with staff. § 17.56.160(B)(1) |
| Projecting over ROW on sloped sidewalks | Clearance may fall below minimum at low side | Field‑verify clear height at all points; meet 14 ft (or 9 ft under canopy). § 17.56.160(B)(3) |
| Off‑premises vs. on‑premises | Off‑premises signs are largely prohibited | Tie subject matter to on‑site activities; seek use permit only for narrow directional/directory cases. § 17.56.160(B)(4) |
| View blockage along coastal corridors | Can trigger redesign or denial | Prepare view simulations; address § 17.60.050(B) criteria up front. |
| Lighting and motion effects | Explicitly prohibited | Keep illumination indirect and static; avoid “traffic‑control‑like” features. § 17.56.160(B)(4) |
| Nonconforming legacy signs | Removal deadlines and change limits apply | Status letter and timeline under § 17.64.010(E). |
Plain-English Summary
If you’re in a business or visitor area, signs are allowed but tightly sized by your street frontage, capped per sign, and kept under the zone’s height limit. Everywhere in Trinidad, small nameplates and time‑limited temporary or political signs are allowed, but flashing, rotating, and off‑premises ads are out. The Planning Commission checks commercial signs for design fit and coastal view protection—plan for simple, integrated designs and verify early with the City.

In the PD, VS, and C districts, your total sign area is one square foot per foot of street frontage (min 20 sq ft, max 300 sq ft), and any single sign can’t exceed 50 sq ft. Planning Commission review is required. § 17.56.160(B)(1)
Can I hang a sign over the sidewalk?
Yes, but it must be 32 sq ft or less, project no more than 5 ft over the public right‑of‑way, and keep at least 14 ft vertical clearance (or 9 ft for a ≤6 sq ft under‑canopy sign). § 17.56.160(B)(3)
Are flashing or rotating signs allowed?
No. Signs that rotate, blink, flash, sparkle, or resemble traffic‑control devices are prohibited. Portable signs in the public right‑of‑way are also prohibited. § 17.56.160(B)(4)
What signs can I have at my house?
You can have a small nameplate (2 sq ft, or 3 sq ft with a home occupation), real‑estate signs (strictly limited in size and number), public safety/directional signs, and temporary/political signs subject to time and size limits. § 17.56.160(A)
Do signs have to go through design review?
Commercial on‑premises signs in PD/VS/C require Planning Commission review, which applies design and coastal‑program criteria and can impose conditions. §§ 17.56.160(B); 17.72.040–.050
Could a sign be denied for blocking ocean views?
Yes. Signs cannot significantly block public views of the harbor, Little Trinidad Head, Trinidad Head, or the ocean from public roads, trails, and vista points. § 17.60.050(B)
Are off‑premises business signs allowed?
Generally no. The code only allows (by use permit) up to two small directional signs along primary collectors, and a community business directory in the C zone. § 17.56.160(B)(4)
What happens to old nonconforming signs?
They could continue for a limited period after the ordinance’s effective date, but ultimately must be removed or brought into conformance; signs for discontinued uses must be removed within 30 days. § 17.64.010(E)
