Overview
Needles regulates off-street vehicle parking and loading under the Needles zoning ordinance’s Article XI Vehicular Provisions, including the citywide standards that projects must follow during site design, tenant changes, and building expansions. These rules interact with zoning districts the city establishes in Article III (such as R-1, C-1, M-1), and they dovetail with site plan and design review submittals that must show counts, dimensions, access, and landscaping for parking areas. Minimum off-street parking by common uses
- Residential
- Single- and two-family: 2 stalls per dwelling; at least 1 covered; no parking required within 1/2 mile of public transit (§ 111.04.01). Residential frontage can count: every 22 feet of usable frontage on a local road equals 1 stall; tandem allowed in residential areas (§ 111.04.01).
- Multifamily: 1 per efficiency; 1.5 per unit; or 2 for units with 3+ bedrooms; plus 1 guest per 4 units; at least 1 covered per unit (§ 111.04.01).
- Office/Medical/Financial: e.g., medical/dental 1 per 150 sf GFA (or 6 per doctor, whichever is less); banks 1 per 300 sf; other offices 1 per 300 sf (§ 111.04.04).
- Retail/Commercial: general retail 1 per 250 sf; restaurants/bars 1 per 3 seats or per 100 sf dining (greater), plus 1 per shift employee; drive-up adds 8 per exterior service window; service stations 1 per 400 sf plus 3 or 1 per employee; hotels/motels 1 per guest room plus 1 per shift employee (§ 111.04.05).
- Industrial: warehouses <10,000 sf: 1 per 600 sf or 10 per parcel (lesser); >10,000 sf: 1 per 5,000 sf or 10 per parcel (greater); manufacturing and R&D: 1 per 350 sf (§ 111.04.06).
Other key rules:
- Rounding: 0.5 or more rounds up (§ 111.04.08).

Dimensions, access, and screening
- Driveways by zone (§ 111.03):
- R-1: min 10 ft; max 20 ft from street; no max from alley.
- R-2/R-3 (≤3 units): min 12 ft; max 25 ft.
- C-1/C-2/C-3/CRR/M-1: one-way min 13 ft/max 35 ft; two-way min 25 ft/max 35 ft.
- Garage/carport doors facing a street must be set back ≥25 ft to allow a temporary parked car in the driveway (§ 111.03).

- Off-street parking dimensions (§ 111.04.13)
- Residential stalls: at least 10 ft by 20 ft with 24 ft back-up space. For non-residential, use the city’s dimension table (Figure 50-1) for angle, aisle, and curb lengths.
- Compact stalls: up to 30% in commercial/industrial lots with ≥15 stalls (§ 111.04.14).
- Employee parking: must be separated and distinct; employees may not use customer/visitor off-street parking (§ 111.04.15).

- Wheel stops: required where stalls abut sidewalks, planters, buildings; set stopping edge 2 ft from the improvement (§ 111.04.19).

- Residential in setbacks: required residential parking may be in the front or street-side yard setback (§ 111.04.21).

- Visibility at drives: ensure sight distance to sidewalks/paths (§ 111.04.23).

Loading areas
- Loading spaces are required by category and building size; for example, commercial zones (C-1/C-2/CRR) and industrial (M-1/M-2) have Type A/B/C loading counts by floor area (§ 111.05). Loading entries may not face a public street; loading areas must remain functional and not block driveways or parking (§ 111.05).
District-by-district parking guidance
The zones below are established “with their general purpose as indicated” in § 93.00 and apply where mapped per § 93.01. Use- and site-specific parking standards above still control. See Needles Zoning and Needles Land Use.
R-1 Single Family Zone
- Purpose/typical uses: single-family residential.
- Decision keys: 2 stalls per dwelling; at least 1 covered; no requirement within 1/2 mile of transit (§ 111.04.01). Frontage counting and tandem allowed in residential contexts (§ 111.04.01). Residential spaces may be in the front/side setback (§ 111.04.21). Driveways 10–20 ft from street; ≥25 ft garage setback to allow a car in the drive (§§ 111.03, 111.04.21).
- Access: SFD is exempt from the “no back-out to street” rule applied to others; alley backup is acceptable (§ 111.04.20).
R-2 Two-Family Zone
- Purpose/typical uses: duplex.

Practical notes
- When tenant uses aren’t finalized, Needles applies a default 1/250 sf for “other commercial uses” and locks ratios to the largest employee shift; updating the tenant mix later can trigger more parking (§ 111.04.11).
- Shared parking on the same site is allowed only with time-separated uses and a CUP; plan shared-parking studies early (§ 111.04.09).
- Parking across lots requires recorded, running easements; parcels in a parking assessment district may be exempt (§ 111.04.12).
