District-by-district breakdown

R-1 (Residential, single-family)

R-2 (Residential, multi-family / duplex)

R-3 (Higher-density residential)
- Purpose/where used: higher-density residential developments. Identification signs are larger here (example: 12 sq. ft. allowance in R‑3 for identification signs). See Table 2. § 25.54.010; Table 2.
Commercial (All commercial uses as shown in Table 1)
- Purpose/where used: the ordinance groups commercial uses in its permit tables (Table 1). Commercial businesses have the broadest set of permitted sign types (blade/projecting, wall, canopy, directory, changeable displays, freestanding subject to limits). § 25.54.010 and Table 1.

Industrial

Downtown Specific Plan area (Downtown)
- Purpose/where used: downtown is treated as a special area with higher design expectations. The approval authority must consider the downtown specific plan’s urban design guidelines; primary signs in downtown are expected to be high-design and pedestrian-scaled. Open Space / Conservation
- Purpose/where used: open space lands (see § 25.41 series) restrict signage to minimal identification/directional/educational signs that use natural materials and minimal text; the design review board has explicit authority over open-space signage. § 25.41.008(B).
Special: Arts organizations (Festival of Arts, Sawdust, Laguna Playhouse, etc.)
- The ordinance allows arts organizations an alternate stream for sign/façade programs; the planning commission may set complete discretion over size, design and terms for these groups. § 25.54.026.

Design, materials and review
- The municipality emphasizes compatibility with building architecture and village character; blade/projecting, suspended and three-dimensional signs are encouraged in many commercial and downtown contexts. Approval authorities must consider design criteria such as materials, color, scale and font proportion. § 25.54.018(D); § 25.54.010(B).
- A sign permit application must include a sign program with scaled drawings, sign area computations, letter size, materials, lighting details and plot plans showing sign locations relative to buildings, parking and landscaping. § 25.54.018(A).
- When site signage affects pedestrian circulation or access/visibility, check parking and development standards as part of the plot plan review.
Exemptions and prohibited items
- Exempt from the chapter: interior signs not visible from outside (except luminous tube signs), holiday decorations (limited dates), memorial plaques, street address numerals, small bulletin boards under 25 sq. ft. for public/religious/educational institutions, election signs on private property (with owner permission). § 25.54.014.
- Prohibited: animated signs (except certain interior exceptions), billboards, portable signs, pole signs, roof signs, internally illuminated awnings (except marquees), and signs that no longer identify a bona fide business. § 25.54.016.
How administrative vs. commission review works
- Signs eligible for administrative approval by the Director must meet the chapter’s numeric/design standards (and not exceed a letter height of 8 inches), or be part of an approved master sign program. The Director may refer any application to the Planning Commission. Appeals of the Director’s determination follow a ten-business‑day appeal window. § 25.54.018(E–F).
