Overview
This page explains how the Fresno County Zoning Ordinance regulates historic preservation in the unincorporated areas of Fresno County. The County uses a designated overlay, specific review procedures, and a Certificate of Appropriateness process to protect inventoried historic resources; the overlay works on top of the underlying base zone standards and does not automatically change permitted uses. HP (Historic Preservation) Overlay — purpose, process and effect
- Purpose: The HP (Historic Preservation) Overlay is intended to promote preservation of resources listed in the resource inventory maintained by the Fresno County Historic Landmarks and Records Advisory Commission (the Commission) and to recognize unique architectural and historic places in unincorporated areas. § 818.2.090 .
- How it gets placed: A property owner whose property appears on the Commission’s resource inventory may submit an Amendment (Rezone) Application to place the HP Overlay on the parcel. All sites in the overlay are treated as historic. § 818.2.090.A .
- Review required: Demolition, alteration, or addition to any structure in the HP Overlay is subject to review by the Commission; no structural or other alterations are permitted without Commission authorization except to address immediate health or safety issues. § 818.2.090.A.2–4 .
- Permit type: The Commission issues a Certificate of Appropriateness that may approve, conditionally approve, or deny proposed demolition/alteration/addition. Commission approvals are final; denials are appealable to the Board of Supervisors. § 818.2.090.B .
- Required findings: Approvals require findings including (1) no adverse effect on significant architectural features/character; (2) consistency with CEQA; (3) consistency with applicable zoning provisions (or that inconsistencies are addressed); and (4) consistency with General Plan policies. § 818.2.090.C .

How the overlay interacts with commonly-encountered base zones
Fresno County applies the HP Overlay over whatever underlying base zone the parcel already carries. Below are the common base zones you will encounter in inventory areas and where to find their permitted uses and standards.
- R-1 (Single-Family Residential) — purpose and permitted uses: See § 810.2.010 and permitted-uses lists in § 810.2.020 for the R-1 district; general development standards (setbacks, heights, lot coverage) are in § 810.2.030. Work inside an HP overlay in R-1 remains subject to the HP Certificate of Appropriateness process in addition to the base-zone rules. § 810.2.010–030 .
- C- (Commercial zones) — purpose and uses: See § 812.2.010–030 for the County’s commercial zones (permitted commercial uses and dimensional standards). Practical guidance and interpretation (plain-English synthesis)
- The HP Overlay is an opt‑in overlay for inventoried properties — it does not drop from the sky onto all older houses. § 818.2.090.A .
