Exeter — Signage
Signage under the Exeter local zoning and planning code, with the controlling citations.
Last reviewed: July 2, 2026
Overview
This page explains how the City of Exeter regulates signs under the local zoning ordinance (Title 17, Chapter 17.69). It summarizes permitted sign types by zoning district, key numeric limits (area, height, clearances), design/landscaping requirements, prohibited signs, and the approval process. All standards below are drawn from the City’s sign chapter; verify parcel-specific rules with the Planning Department. § 17.69.01–17.69.12
Note: this page stays inside the zoning/planning sign rules and does not address the California construction code or electrical permits beyond where the sign chapter references them; see the California Building Standards Code for building/electrical requirements. California Building Standards Code
How to read this page
- Bolded terms are the exact district names and numeric limits from the ordinance (for quick scanning).
- The first time related planning topics are mentioned they are linked to the Exeter site pages you’ll use during permitting: development standards, parking, design review, overlay districts, ADUs, and Exeter Zoning.

Design, safety and prohibited items (practical guidance)
- Design must harmonize with building and neighborhood; freestanding signs should use compatible materials and a solid base, with landscaping at the base at least twice the area of one sign face. § 17.69.06(A, G, H)
- Lighting must be shielded; avoid glare or light spill to adjacent properties or roadways. § 17.69.06(F)
- Pole-type signs (single pole) are not permitted; monument-style freestanding signs are required. § 17.69.06(G)
- Prohibited signs include rooftop signs, off‑site billboards/advertising structures, vehicle-mounted advertising used as a permanent sign, signs that flash/move/change color (with narrow exceptions), signs in the right-of-way except approved pedestrian/canopy/projecting signs, and portable signs except approved sandwich boards and banners. § 17.69.07
- Some temporary signs (political, community events, construction project signs) have specific timing, size, and placement rules; read the exemptions and temporary sign rules. § 17.69.08 & § 17.69.050
Approval process and administration (what you must submit)
- A written sign permit from the Zoning Administrator/Planning Director is required for most signs; exceptions include painted signs, window signs (subject to the 25% limit), and certain temporary signs. § 17.69.11
- Building permits are required for erection of signs except painted, window, or temporary signs, and may require licensed engineer/architect stamped details for footings. § 17.69.11(A)
- Typical sign permit submission items: site plan showing sign location, elevation drawings showing dimensions and projection, construction details, sign valuation, contractor info, and for electrical signs transformer counts. § 17.69.11(A).1–9
- The Planning Director reviews and approves/conditions/disapproves applications; appeals go through the process in Chapter 17.06. § 17.69.11(B–C)
Checklist
- Confirm zone: RA / R-1 / R-M / UR / O / A / PF / CN / CS / CC / CH / I and frontage measurement. § 17.69.04
- Calculate permitted wall sign area (0.9 sq ft x linear occupancy frontage; min 25 sq ft; cap 150 sq ft) where applicable. § 17.69.04(C).2
- Verify freestanding sign height/area (10 ft / 35 sq ft) and design (monument). § 17.69.04 / § 17.69.06
- Check projecting sign clearances (bottom ≥ 8 ft) and sidewalk encroachment rules / encroachment permit if over public sidewalk. § 17.69.04(C).6
- Prepare sign plans (site plan, elevations, materials, footing details if required). § 17.69.11(A)
- Apply for sign permit from Zoning Administrator; obtain building/electrical permits as required. § 17.69.11
- For multi-tenant centers, prepare a coordinated sign program for Planning Director review. § 17.69.04(C)
- If you need more than the permitted area, request a minor deviation (up to 20% increase) with justification. § 17.69.12
Risks & Ambiguities
| Issue | Why it matters | What to verify |
|---|---|---|
| Wall sign area calculation for corner or multi-entrance tenants | Which wall counts as “primary” affects allowable area and whether a secondary wall sign is permitted | Confirm which entrance the Planning Director will designate as the primary public entrance and measure occupancy frontage exactly; see § 17.69.04(C).2 |
| Sidewalk encroachment for projecting or sandwich-board signs | Sidewalk clearance and encroachment permits affect whether a sign can legally extend over public right-of-way | Verify sidewalk clearance requirements and whether an encroachment permit is required from the City for projecting signs or A‑frame placement; the code permits sidewalk placement with approved encroachment permit and a minimum 5-foot passage for pedestrian signs. § 17.69.04(C).6 |
| Nonconforming signs — repair vs. replacement | Replacing or structurally altering a nonconforming sign may trigger compliance with current chapter | If a nonconforming sign is structurally altered or destroyed >50% of its value, it must be brought into compliance; verify valuation and restoration timelines with Building Official and Planning Director. § 17.69.10 |
| Digital/changeable-copy messages | Animated/flashing signs are broadly prohibited; changeable-message exceptions exist but are limited and tied to other conditions | Confirm whether a business must agree not to use temporary banners or sandwich boards to qualify for a changeable message sign and ensure overall sign area is not increased. § 17.69.07(G) |
| Drive-through and open-air sales extra area | Some special uses get extra allowable area but with restrictions on height and placement | Verify the allowed additional 10 sq ft per 5,000 sq ft site for vehicle/equipment sales and the specific cap/placement rules for drive-through menu boards. § 17.69.04(C).14 & § 17.69.04(C).(open air) |
Plain-English Summary
Exeter’s sign rules (Title 17, Chapter 17.69) let you put up typical business signs—wall, monument, awning, and pedestrian signs—but they tightly control size, height, placement, lighting, and design so signs match the building and don’t create safety or visual clutter; most signs need a city sign permit and some also a building/electrical permit. § 17.69.04–17.69.11

Frequently asked questions
Do I need a sign permit for every sign in Exeter?
Most permanent signs require a written sign permit from the Zoning Administrator or Planning Director; exceptions explicitly include painted signs, window signs (subject to the 25% window coverage limit), and certain temporary signs. § 17.69.11
How do I calculate allowable wall sign area for a storefront?
For a primary wall sign you may use 0.9 sq ft per linear foot of occupancy frontage, up to 150 sq ft; the code also guarantees a minimum of 25 sq ft allowed for a primary wall sign. Measure the occupancy frontage exactly and apply the formula. § 17.69.04(C).2
What is the maximum size and height for a freestanding sign?
Monument-style freestanding signs are limited to 10 feet in height and 35 square feet per sign face; pole signs are not permitted. § 17.69.04
Can I place a sandwich board or A-frame sign on the sidewalk?
Sidewalk placement may be allowed but the code requires minimum pedestrian clearance (the text references a 5‑foot passage for pedestrian signs and notes encroachment permit requirements for sidewalk placement); you must confirm and likely obtain an encroachment permit. § 17.69.04(C).11
Are billboards or off‑site advertising signs allowed?
No; off‑site signs, advertising structures and billboards are prohibited under the sign chapter. § 17.69.07(P)
What about changeable‑message or electronic signs?
Signs that flash, blink, move or change color are generally prohibited, but limited exceptions (e.g., changeable message signs tied to an agreement not to use temporary signage) are allowed under tightly controlled conditions; confirm with Planning Director. § 17.69.07(G)
If my sign was damaged in a storm, can I repair it?
Minor repairs/maintenance are allowed, but if a non‑conforming sign is destroyed to more than 50% of its value it must be brought into conformance with current code; valuation is determined by the Chief Building Official. § 17.69.10
Are there special rules for multi‑tenant shopping centers?
Yes—centers with three or more tenants require a coordinated sign program prepared for review and approval; tenant signs must be coordinated in size, location, materials, and illumination. § 17.69.04(C)
How do political signs work in Exeter?
Political signs on private property are allowed with permission of the landowner, limited to 32 sq ft combined area per candidate per parcel, not lighted, and time‑limited (placement up to 60 days before election and removed within 14 days after). § 17.69.08(F)
Can I get a little extra sign area?
The Planning Director may grant a minor deviation of up to 20% increase in permitted sign area upon written request and findings that there are exceptional circumstances and no negative impacts. § 17.69.12
