Contra Costa County — Parking
Parking under the Contra Costa County local zoning and planning code, with the controlling citations.
Quick answer
In unincorporated Contra Costa County, required off‑street parking must be on the same lot or on an owned/leased lot within 200 ft (§ 82‑16.402). Access drives must be 12 ft (one‑way) or 20 ft (two‑way), with at least 10% pervious paving and 5 ft sidewalk clearance (§ 82‑16.404). Larger buildings need loading spaces starting at 10,000 sq ft (1 space), and multifamily without garages must add bicycle parking at 15% (long‑term) and 5% (short‑term) of bedrooms (§§ 82‑16.410, 82‑16.412).

Overview
In unincorporated areas of Contra Costa County, Title 8 – Zoning sets countywide rules for off-street vehicle parking, loading, and bicycle parking. Core standards address where parking may be located, how it must be designed (access, surfacing, lighting, and screening), when additional spaces are triggered by a change in use, and when shared or exclusive facilities are allowed. Many provisions apply across all zoning districts, with targeted rules for specific districts and special uses.
The single most important siting rule: required off-street parking must be on the same lot as the use, unless it is on a lot owned or leased by the applicant within 200 feet of the served use (§ 82-16.402).
Countywide parking rules that apply in all unincorporated areas
Where parking can be located
- Base rule: Provide required off-street parking on the same lot as the land use (§ 82-16.402(a)).
- Off-site allowance: Off-street parking may be on a different lot if (1) the applicant owns/leases that lot and (2) it is within 200 feet of the served lot (§ 82-16.402(b)).
- If you are planning a multi-parcel project, coordinate early with Contra Costa County Zoning staff to confirm lot control and distance.
Design and layout — minimum standards
- Maneuvering and circulation: Provide internal circulation between aisles or a signed turnaround equal to one standard stall at aisle ends (§ 82-16.404(a)(1)).
- Access drives: Width must be at least 12 ft (one-way) or 20 ft (two-way). The aisle–street intersection must be at least 18 ft from the nearest stall. If a sidewalk abuts a stall, keep 5 ft clear of bumper overhang (§ 82-16.404(a)(2)).
- Grades and transitions: Up to 5% gradient needs no transition. Above 5%, provide a 20 ft transition at ≤5%. Above 14% (to 20% max), provide pre/post transitions of half the gradient for at least 8 ft each (§ 82-16.404(a)(4)).
- Surfacing and porosity: Pave with asphalt, Portland cement, or similar. At least 10% of total paved area must be porous/pervious (subject to emergency-vehicle load rating) and drain to prevent pooling (§ 82-16.404(a)(5)).
- Prohibited uses: No sales, storage, repair, dismantling, or servicing in required parking areas (§ 82-16.404(a)(6)).
- Striping and control: Stripe stalls; add wayfinding/directional signage/markings if required by the zoning administrator (§ 82-16.404(a)(7)). See also Contra Costa County Signage.
- Lighting: Required in non-residential zoning districts; direct downward, control glare/spillover, and maintain fixtures; use energy-efficient bulbs when possible (§ 82-16.404(a)(8)).
- Screening/buffers next to residential: Either a 6 ft solid fence or masonry wall with vegetation, or a 6 ft high landscape screen (with limits on raised elements) (§ 82-16.404(a)(9)).
- Stall mix and sizes: If 12+ spaces are required, up to 25% may be compact; compact stalls must be signed/marked (§ 82-16.404(b)(1)). Parallel (0°) stalls: Standard width 8 ft 6 in, curb length 21 ft 6 in; compact width 7 ft 6 in, curb length 19 ft (§ 82-16.404(b)(1)(A)). Other angles not found in source materials.
Counting rules and triggers
- Changes in use/expansions: If an enlargement or change increases parking requirements, provide additional spaces to meet the current standard; if the change reduces the requirement, no reduction is required (§ 82-16.206(a)).
- Application completeness: Building/land-use applications must demonstrate compliance and include a parking area plan showing spaces/dimensions, landscaping, lighting, and related features; include a landscaping plant list (§ 82-16.206(b)). See Contra Costa County Development Standards.
- Rounding: Fractions ≥ 0.5 round up, < 0.5 round down (§ 82-16.208(a)).
- Employee-based ratios: Calculate using the maximum employees on site at one time (§ 82-16.208(b)).
- Bench/pew seating: Count each 24 inches of bench/pew as one seat (§ 82-16.208(c)).
- Conflicts: If Chapter 82-16 conflicts with a requirement elsewhere in Division 84, the Division 84 standard governs (§ 82-16.206(c)).
- Cumulative with state law: These are in addition to applicable state vehicle/parking laws (§ 82-16.206(d)). For building/electrical provisions (e.g., EV chargers), see the California Building Standards Code.
Bicycle parking — amounts and placement
- Applicability: Provide both long-term and short-term bicycle parking as specified for each land use (§ 82-16.412(a)).
- Placement: Near bikeway termini or as close as possible to main entrances/exits; keep clear of doors/paths; visible from parking/pedestrian areas; sign with MUTCD D4 guide signs; long-term must be accessible/usable by occupants (§ 82-16.412(b)).
- Minimum amounts (selected examples) (§ 82-16.412(c)):
- Single-family dwelling: No long-term or short-term spaces.
- Multifamily with private garage: No long-term; short-term ≥ 5% of bedrooms or 2, whichever is greater.
- Multifamily without private garage: Long-term ≥ 15% of bedrooms (or 2, greater); short-term ≥ 5% of bedrooms (or 2, greater).
- Restaurants: Long-term: 1/10 employees (or 2, greater); short-term: 1/2,000 sq ft (or 2, greater).
- Retail/commercial: Long-term: 1/10 employees (or 2, greater); short-term: 1/5,000 sq ft (or 2, greater).
- Office: Long-term: 1/10,000 sq ft (or 2, greater); short-term: 1/20,000 sq ft (or 2, greater).
- Manufacturing: Long-term: 1/15,000 sq ft (or 2, greater); short-term: 1/20,000 sq ft (or 2, greater).
Shared parking
- Allowed if: (1) Total shared supply equals the greatest individual requirement among uses (and does not exceed the sum of separate requirements), (2) uses have different peak times, and (3) spaces are not double-committed at overlapping peaks (§ 82-16.414(a)).
- Documentation: Record a deed restriction describing the served uses and designated area; amendments/releases require zoning administrator approval; changes must be signed on site (§ 82-16.414(b)–(d)).
- If you anticipate staggered peaks (e.g., office + restaurant), shared parking can right-size your supply. Coordinate early with Contra Costa County Design Review if a site plan is under review.
Loading spaces (off-street)
- Threshold: Required for buildings ≥ 10,000 sq ft serving uses that receive/distribute goods (e.g., manufacturing, storage, retail, wholesale, hotel, hospital, mortuary, laundry, dry cleaning) (§ 82-16.410(a)).
- Quantity:
- 10,000–20,000 sq ft: 1 space
- 20,001–30,000 sq ft: 2 spaces
- 30,001–45,000 sq ft: 3 spaces
- 45,001–75,000 sq ft: 4 spaces
75,000 sq ft: +1 per additional 75,000 sq ft (or portion) (§ 82-16.410(a)(1)–(5))
- Design: Each space min 10 ft wide x 35 ft long x 15 ft clear height; must be accessible from a public street; no encroachment into sidewalks/ROW/required front or side yards; must be permanently maintained for loading/unloading only (§ 82-16.410(b)).
Exclusive parking facilities
- Where allowed: On a lot adjacent to a transit stop, or in the O-1, A-O, C-B, N-B, R-B, C-, or P-1 districts serving a business/commercial/office use (§ 82-16.408(a)).
- Conditions: Must restrict use to defined users; within 1,000 ft of the transit stop or the served use’s property line; used only for vehicle/bicycle parking; no commercial repairs/sales; limited signage; must meet all general parking standards; submit an exclusive facility plan with any land use permit (§ 82-16.408(b)–(h)).
Special/Use-specific parking standards outside Chapter 82-16
- Agritourism (Division 824-2): For agritourism uses, provide ≥ 1 space per 300 sq ft of structural floor area (min 2 spaces). Spaces may be dirt or gravel, must be identifiable, 9 ft x 19 ft each, and oriented so vehicles do not back onto a public road. Provide safe, dustless access; asphalt is required within 20 ft of the public road. Chapter 82-16 does not apply to these uses (§ 824-2.010(a)–(c)). See Contra Costa County Land Use for applicability.
- Article 814-2.816: Off-street parking “with adequate provision for at least four spaces per dwelling unit” is required (§ 814-2.816). Context (which district/area this article governs) is not found in source materials. Verify with the jurisdiction.
- Division 88-3.616: For the covered use, provide at least one on-site space per employee plus one space per vehicle kept with the use; minimum 4 spaces (§ 88-3.616). The specific use context is not found in source materials. Verify with the jurisdiction.
- Planned Unit District flexibility (P‑1): Parking ratios/areas can be made more or less restrictive through the P‑1 plan adopted by the Board (§ 84-66.1404(3)). Always check the adopted P‑1 plan and any Overlay Districts.

Plain-English Summary
In unincorporated areas, Contra Costa County requires off-street parking on the same lot as the use unless you control nearby off-site parking within 200 feet. Lots must be designed with proper access widths, striping, lighting in non-residential districts, and screening next to homes. Many uses must also provide bicycle parking, and larger floorplates need loading spaces. Some districts and special uses (P‑1 plans, agritourism) have custom rules, so always check your district’s specifics before you draw a site plan.

Frequently asked questions
Can I locate required parking on a separate parcel in unincorporated Contra Costa County?
Yes, if you own or lease the separate parcel and it is within 200 feet of the lot where the use is located. Otherwise, required parking must be on the same lot (§ 82-16.402).
What aisle and driveway widths are required for parking lots?
Provide at least 12 ft for one-way and 20 ft for two-way access drives. Keep at least 18 ft between the nearest stall and a driveway–street intersection, and maintain 5 ft of clear sidewalk where bumpers overhang (§ 82-16.404(a)(2)).
How many compact spaces can I have?
If 12 or more spaces are required, up to 25% may be compact. Compact stalls must be signed or marked accordingly (§ 82-16.404(b)(1)).
When are off-street loading spaces required, and how big are they?
For qualifying uses that handle goods and are 10,000 sq ft or larger, provide loading spaces per size tiers (e.g., 1 space at 10–20k sf). Each space must be at least 10 ft wide by 35 ft long with 15 ft of clear height (§ 82-16.410).
Do I need bicycle parking for a multifamily project?
Yes. Without private garages, provide long-term spaces equal to 15% of bedrooms (or 2, greater) and short-term spaces equal to 5% of bedrooms (or 2, greater). With private garages, no long-term is required, but short-term at 5% of bedrooms (or 2, greater) is required (§ 82-16.412(c)).
Is parking lot lighting required?
Yes, in non-residential zoning districts. Lighting must be directed downward, control glare/spillover, and be maintained. Residential districts (R-, D‑1, M‑) are not subject to this lighting mandate (§ 82-16.404(a)(8)).
Can different tenants share the same parking spaces?
Yes, if their peak demands do not overlap and the shared supply equals at least the greatest individual requirement. A deed restriction and on-site signage are required (§ 82-16.414).
What are the parking rules for agritourism uses?
Provide at least one space per 300 sq ft of structural floor area (min 2), each 9 ft by 19 ft. Spaces may be dirt or gravel and must be identifiable and oriented to avoid backing onto public roads. Chapter 82-16 does not apply to agritourism (§ 824-2.010).
Are there special parking ratios in planned unit (P‑1) districts?
Yes. The County can adopt more or less restrictive parking ratios and areas as part of the P‑1 plan. Check the approved plan for your site (§ 84-66.1404(3)).
Will a use change trigger more parking?
If a change or enlargement increases the Chapter 82‑16 parking requirement, you must add spaces accordingly. If it reduces the requirement, you are not required to reduce parking (§ 82-16.206(a)).
