This hub explains which state agencies adopt Part 12 referenced standards, how agency banners and Matrix Adoption Tables show those adoptions, and where to look in Chapter 1 for applicability.

Overview

This area of the California Referenced Standards Code (CRSC) explains which state agencies develop and adopt the referenced standards in Part 12, how those adoptions are shown in the code, and how to determine which provisions apply to a given building, structure, or application. Part 12 identifies the agency responsible for each standard and includes a Part 12 Cross Reference Table that links standards to the Title 24 provisions where they apply .

State agency adoptions are flagged in the text with agency banners (for example, [HCD], [BSC‑CG], [DSA‑SS], [OSHPD 1,2 & 4]) and a legend explaining those banners appears in the front matter; the code directs users to Chapter 1 for agency authorities and applications regulated by those agencies (see Chapter 1, §§103–106) . Matrix Adoption Tables at the start of chapters show — as a nonregulatory aid — which sections each agency adopts and whether an entire chapter or only listed sections are adopted; use these matrices together with Chapter 1 to establish applicability .

    EFFECTIVE USE OF THIS CODE

    The format of this code is common to other parts of the California Building Standards Code and contains building standards applicable to occupancies which fall under the authority of different state agencies. Occupancies and applications under the authority of a specific state agency are identified in Chapter 1, Sections 103 through 106. Sections of this code which are applicable and adopted by each state agency are identified in the Matrix Adoption Tables located at the beginning of each chapter. The following outline is provided as a guide to establish which provisions are applicable to a specific occupancy.

    1. Establish the type of occupancy.

    2. Verify which state agency has authority for the established occupancy by reviewing the authorities list in Sections 103 through

    3. Once the appropriate agency has been identified, find the chapter which covers the established occupancy.

    4. The Matrix Adoption Tables at the beginning of Chapters 4 and 5 identify the required green building measures necessary to meet the minimum requirements of this code for the established occupancy.

    5. Voluntary tier measures are contained in Appendix Chapters A4 and A5. A Checklist containing each green building measure, both required and voluntary is provided at the end of each appendix chapter. Each measure listed in the application checklist has a section number which correlates to a section where more information about the specific measure is available.

    6. The Application Checklist identifies which measures are required by this code and allows users to check-off which voluntary items have been selected to meet voluntary tier levels if desired or mandated by a city, county, or city and county.

    How to Distinguish Between Model Code Language and California Amendments

    To distinguish between model code language and the incorporated California amendments, including exclusive California standards, California amendments will appear in italics.

    [BSC] This is an example of a state agency acronym used to identify an adoption or amendment by the agency. The acronyms will appear at California Amendments and in the Matrix Adoption Tables. Sections 1.2 through 1.14 in Chapter 1, Division 1 of the Cali- fornia Building Code, explain the used acronyms, the application of state agency adoptions to building occupancies or building features, the enforcement agency as designated by state law (may be the state adopting agency or local building or fire official), the authority in state law for the state agency to make the adoption, and the specific state law being implemented by the agency’s adoption.     SECTION 1.1—GENERAL

    1.1.1 Title. These regulations shall be known as the California Wildland-Urban Interface Code, may be cited as such, and will be referred to herein as “this code.” The California Wildland-Urban Interface Code is Part 7 of thirteen parts of the official compilation and publica- tion of the adoptions, amendment, and repeal of building regulations to the California Code of Regulations, Title 24, also referred to as the California Building Standards Code. This part incorporates by adoption of the 2024 International Wildland-Urban Interface Code of the International Code Council (ICC) with necessary California amendments.

Start by identifying the occupancy or application, then check Chapter 1 to see which state agency has authority for that occupancy (see §§101–116, specifically §§103–106 and agency identification provisions such as §1.11). Next, consult the Matrix Adoption Tables at the beginning of the relevant Title 24 part or chapter to see which sections the agency has adopted and any cross‑references in Part 12 .
