How are area rugs and runners regulated?

For homeowners: rugs and runners that serve as floor coverings in regulated areas (corridors, stairs, exit paths or certain institutional areas) must meet specific fire-performance tests — a minimum radiant flux (Class I or II) and a smoke limit — and in detention or restrained‑patient areas the code requires noncombustible floors unless sprinklers protect the area and the carpet assembly meets Class I and smoke limits. Check the product hang‑tag and keep the test report available for the building official (§ 804.4.1–§ 804.4.3).

What the code requires — 2–4 sentences

Area rugs, runners and other carpet-type floor coverings used as interior floor finish or floor covering must meet the ASTM E648 (floor radiant panel) classification and smoke limits of ASTM E662; the code requires minimum critical radiant flux performance (Class I or II) and a specific optical density limit not to exceed 450 per ASTM E662 — see § 804.4.1 and § 804.4.2 of the CBC. For occupancies that house inmates or patients whose personal liberties are restrained (Group I‑3 and certain Group I‑2 areas) the floor surfaces must be noncombustible unless the space is protected throughout by an automatic sprinkler system and the carpet meets the Class I / smoke limits — see § 804.4.3.

Requirements in detail

Which tests and numeric limits apply

  • Test standard: ASTM E648 (also known as NFPA 253 equivalently) for critical radiant flux; smoke limitation by ASTM E662. These are referenced directly in the CBC.
  • Smoke optical density: Specific optical density must not exceed 450 per ASTM E662. § 804.4.1 requires this limit for interior floor finish/floor covering.
  • Critical radiant flux (Class definitions):
    • Class I = 0.45 W/cm2 or greater (minimum where Class I is required).
    • Class II = 0.22 W/cm2 or greater (minimum where Class II is permitted).
      These class thresholds are the ASTM E648 / NFPA 253 classifications the CBC references. § 804.2 and § 804.4.2.

Where the higher (Class I) performance is required

  • Floor coverings in stair/ramp enclosures, exit passageways, corridors and rooms or spaces not separated from corridors by full‑height partitions require a minimum critical radiant flux per § 804.4.2. The CBC specifies where Class I is required (for example: Group I‑2 and I‑3 areas where restraint is not used and certain residential areas) and where Class II is allowed.

Noncombustible requirement for secured/ restrained occupants

  • In areas occupied by inmates or patients whose personal liberties are restrained, interior floor finish and floor coverings shall be noncombustible. There is a limited exception where carpeting (or other floor covering) may be used if the area is protected throughout by an automatic sprinkler system and the carpet + padding, tested as a unit, meets Class I / ASTM E662 limits (§ 804.4.3).

Identification and testing evidence

  • Carpet-type floor coverings must be tested as proposed for use (including underlayment/padding) and identified (hang‑tag or similar) to show manufacturer/style and classification. Test reports must be made available on request to the building official. This testing/identification requirement is in § 804.3.

Exceptions & special cases

  • Sprinkler exception in secured/restraint areas: Group I‑3 inmate areas and Group I‑2 areas where patients are restrained require noncombustible floors, but the CBC permits carpet or other floor coverings if the entire area is protected by an automatic sprinkler system installed throughout (per § 903) and the carpet + padding together meet ASTM E648 Class I and ASTM E662 smoke ≤ 450; the carpeting/padding must be tested as a unit and identified. § 804.4.3.
  • Building‑wide sprinkler systems: Where a building is sprinklered throughout under the code’s referenced sections, the code sometimes allows a lower class (Class II) to be used where Class I would otherwise be required — see the exception to § 804.4.2.
  • “Traditional” non‑fiber floor finishes (wood, vinyl, linoleum, terrazzo): The CBC excludes certain non‑fiber, traditional floor finishes from some fiber‑flooring requirements in many occupancy types — see § 804.1 exception. Note: this does not override the noncombustible rule for secured/restraint areas.

Common mistakes

  • Treating rug/running pads and carpet padding as separate from the carpet for testing — the code requires carpet‑type coverings to be tested as proposed for use, including underlayment/padding, and identified as such (§ 804.3).
  • Assuming any “low‑pile” carpet automatically meets Class I — only a tested rating (ASTM E648) and the smoke limit (ASTM E662 ≤ 450) prove compliance. § 804.4.1.
  • Ignoring occupancy‑specific rules — secured detention or restrained‑patient areas have a stricter requirement (noncombustible floors unless sprinkler exception applies). Don’t apply the general corridor rules to Group I‑2/I‑3 without checking § 804.4.3.
  • Failing to provide or retain manufacturer hang‑tags or test reports — the building official can request test reports per § 804.3.

Worked example — concrete scenario

Scenario: A healthcare facility has a corridor (not separated by full‑height partitions) serving patient rooms. The facility is Group I‑2 but these particular rooms are not “restraint” areas (no restrained patients). The owner wants to install a runner in that corridor.

Applicable code steps and numbers:

  1. Determine occupancy/space condition: corridor serving patient rooms — per § 804.4.2 the corridor floor covering is in an exit‑access path and must meet the minimum critical radiant flux requirement.
  2. Performance required: Because this is an I‑2 occupancy area (and restraint is not used in this example), the corridor floor covering must be at least Class I (minimum critical radiant flux ≥ 0.45 W/cm2) as specified in § 804.4.2. The carpet (runner) must also have ASTM E662 specific optical density ≤ 450 per § 804.4.1.
  3. Practical check: The selected runner assembly (carpet face + pad) is tested and the lab report shows: critical radiant flux = 0.50 W/cm2 (Class I) and ASTM E662 specific optical density = 320. That meets both numeric limits — acceptable. Ensure the manufacturer hang‑tag/test report accompanies the product for the building official (per § 804.3).
  4. If, instead, the corridor served rooms where patients’ liberties are restrained, the CBC requires noncombustible floor coverings unless the entire area is sprinklered and the carpeting/pad meets Class I & smoke ≤ 450 (the sprinkler exception in § 804.4.3). If the area is sprinklered throughout and the same test numbers above applied, the carpet could be used under the exception.

    37 COMBUSTIBLE FIBERS

    User notes:

    About this chapter: Chapter 37 establishes the requirements for storage and handling of combustible fibers, including animal, vegetable and synthetic fibers, whether woven into textiles, baled, packaged or loose. Operations involving combustible fibers are typically associated with salvage, paper milling, recycling, cloth manufacturing, carpet and textile mills and agricultural operations, among others. The primary hazard associated with these operations is the abundance of materials and their ready ignitability.

    SECTION 3701—GENERAL

    3701.1 Scope. The equipment, processes and operations involving combustible fibers shall comply with this chapter.

    3701.2 Applicability. Storage of combustible fibers in any quantity shall comply with this section.

    3701.3 Permits. Permits shall be required as set forth in Section 105.5.

    Exceptions:

    1. Noncombustible interior finish materials.

    2. Materials that meet the requirements of Class A materials in accordance with Section 803.1.1 or 803.1.2 where the qualifying tests were made with the material furred out from the noncombustible backing shall be permitted to be used with furring strips.

    3. Materials that meet the requirements of Class A materials in accordance with Section 803.1.1 or 803.1.2 where the qualifying tests were made with the material suspended away from the noncombustible backing shall be permitted to be used suspended away from the building element.

    SECTION 804—INTERIOR FLOOR FINISH

    804.1 General. Interior floor finish and floor covering materials shall comply with Sections 804.2 through 804.4.2.

    Exception: In areas except Groups I-2 with detention and I-3, floor finishes and coverings of a traditional type, such as wood, vinyl, linoleum or terrazzo, and resilient floor covering materials that are not composed of fibers.

    804.2 Classification. Interior floor finish and floor covering materials required by Section 804.4.2 to be of Class I or II materials shall be classified in accordance with ASTM E648 or NFPA 253. The classification referred to herein corresponds to the classifications determined by ASTM E648 or NFPA 253 as follows: Class I, 0.45 watts/cm [2] or greater; Class II, 0.22 watts/cm [2] or greater.

    804.3 Testing and identification. Interior floor finish and floor covering materials shall be tested by an agency in accordance with ASTM E648 or NFPA 253 and identified by a hang tag or other suitable method so as to identify the manufacturer or supplier and style, and shall indicate the interior floor finish or floor covering classification in accordance with Section 804.2. Carpet-type floor coverings shall be tested as proposed for use, including underlayment. Test reports confirming the information provided in the manufacturer’s product identification shall be furnished to the building official on request.

    804.4 Interior floor finish requirements. Interior floor covering materials shall comply with Sections 804.4.1 and 804.4.2 and interior floor finish materials shall comply with Section 804.4.3 .

    804.4.1 Test requirement. In all occupancies, interior floor finish and interior floor covering materials shall comply with the requirements of the ASTM Standard E648, and having a specific optical density smoke rating not to exceed 450 per ASTM E662. For Group I-3 occupancies and Group I-2 areas where patients are restrained, see Section 804.4.3.

    804.4.2 Minimum critical radiant flux. In all occupancies, interior floor finish and floor covering materials in enclosures for stairways and ramps, exit passageways, corridors and rooms or spaces not separated from corridors by partitions extending from the floor to the underside of the ceiling shall withstand a minimum critical radiant flux. The minimum critical radiant flux shall be not less than Class I in Groups I-2 and I-3 areas where restraint is not used and R-2.1 and not less than Class II in Groups A, B, E, H, I-4, M, R-1, R-2, R-2.2 and S . For Group I-3 areas occupied by inmates or Group I-2 areas where patients are restrained, see Section 804.4.3.

    INTERIOR FINISHES

    803.15.2 Set-out construction. Where walls and ceilings are required to be of fire-resistance-rated or noncombustible construction and walls are set out or ceilings are dropped distances greater than specified in Section 803.15.1, Class A finish materials, in accordance with Section 803.1.1 or 803.1.2, shall be used.

    Exceptions:

    1. Where interior finish materials are protected on both sides by an automatic sprinkler system in accordance with Section 903.3.1.1 or 903.3.1.2.

    2. Where interior finish materials are attached to noncombustible backing or furring strips installed as specified in Section 803.15.1.1.

    3. Where the combustible void is filled with a noncombustible material.

    803.15.2.1 Hangers and assembly members. The hangers and assembly members of such dropped ceilings that are below the horizontal fire-resistance-rated floor or roof assemblies shall be of noncombustible materials. The construction of each set-out wall and horizontal fire-resistance-rated floor or roof assembly shall be of fire-resistance-rated construction as required elsewhere in this code.

    Exception: In Types III and V construction, fire-retardant-treated wood shall be permitted for use as hangers and assembly members of dropped ceilings.

    803.15.3 Heavy timber construction. Wall and ceiling finishes of all classes as permitted in this chapter that are installed directly against the wood decking or planking of heavy timber construction in Section 602.4.4.2 or 2304.11 or to wood furring strips applied directly to the wood decking or planking shall be fireblocked as specified in Section 803.15.1.1. 803.15.4 Materials. An interior wall or ceiling finish material that is not more than [1] / 4 inch (6.4 mm) thick shall be applied directly onto the wall, ceiling or structural element without the use of furring strips and shall not be suspended away from the building element to which that finish material it is applied.

    Exceptions:

    1. Noncombustible interior finish materials.

    2. Materials that meet the requirements of Class A materials in accordance with Section 803.1.1 or 803.1.2 where the qualifying tests were made with the material furred out from the noncombustible backing shall be permitted to be used with furring strips.

    3. Materials that meet the requirements of Class A materials in accordance with Section 803.1.1 or 803.1.2 where the qualifying tests were made with the material suspended away from the noncombustible backing shall be permitted to be used suspended away from the building element.

    SECTION 804—INTERIOR FLOOR FINISH

    804.1 General. Interior floor finish and floor covering materials shall comply with Sections 804.2 through 804.4.2.

    SECTION 1.8.10—OTHER BUILDING REGULATIONS

    1.8.10.1 Existing structures. Notwithstanding other provisions of law, the replacement, retention and extension of original materials and the use of original methods of construction for any existing building or accessory structure, or portions thereof, shall be permitted in accordance with the provisions of this code and the California Existing Building Code, as adopted by the Department of Housing and Community Development. For additional information, see California Health and Safety Code, Sections 17912, 17920.3, 17922 and 17958.8.

    1.8.10.2 Moved structures. Subject to the requirements of California Health and Safety Code Sections 17922, 17922.3 and 17958.9, local ordinances or regulations relating to a moved residential building or accessory structure thereto, shall permit the replacement, reten- tion and extension of original materials and the use of original methods of construction so long as the structure does not become or continue to be a substandard building.

    SECTION 1.9—DIVISION OF THE STATE ARCHITECT

    1.9.1 Division of the State Architect—Access Compliance.

    General. The purpose of this code is to ensure that barrier-free design is incorporated in all buildings, facilities, site work and other improvements to which this code applies in compliance with state law to ensure that these improvements are accessible to and usable by persons with disabilities. Additions, alterations and structural repairs in all buildings and facilities shall comply with these provisions for new buildings, except as otherwise provided and specified herein.

    The provisions of these regulations shall apply to any portable buildings leased or owned by a school district, and shall also apply to temporary and emergency buildings and facilities. Temporary buildings and facilities are not of permanent construction but are exten- sively used or are essential for public use for a period of time. Examples of temporary buildings or facilities covered include, but are not limited to: reviewing stands, temporary classrooms, bleacher areas, exhibit areas, temporary banking facilities, temporary health screening services or temporary safe pedestrian passageways around a construction site.

    In addition, to incorporate standards at least as restrictive as those required by the federal government for barrier-free design under (1) Title III (Public Accommodations and Commercial Facilities), Subpart D (New Construction and Alteration) (see 28 C.F.R., Part 36), and (2) Title II (Public Entities), Section 35.151 (New Construction and Alterations) (see 28 C.F.R., Part 35) both from the Americans with Disabilities Act of 1990, 2004 Americans with Disabilities Act Accessibility Guidelines, as adopted by the U.S. Department of Justice (see 36 C.F.R. Part 1191, Appendices B and D), and (3) under the Fair Housing Amendments Act of 1988. Some of these regulations may be more stringent than state law in order to meet the federal requirement.

    1.9.1.1 Application. See Government Code commencing with Section 4450.

    Publicly funded buildings, structures, sidewalks, curbs and related facilities shall be accessible to and usable by persons with disabilities as follows:

    1603 A .1.1 Floor live load. The uniformly distributed, concentrated and impact floor live load used in the design shall be indicated for floor areas. Use of live load reduction in accordance with Section 1607 A .13 shall be indicated for each type of live load used in the design.

    1603 A .1.2 Roof live load. The roof live load used in the design shall be indicated for roof areas. 1603 A .1.3 Roof snow load data. The ground snow load, p g, shall be indicated.     Exception: Carpet or other floor covering materials may be used in areas protected by an automatic sprinkler system installed throughout in accordance with Section 903.3.1.1. Carpet or other floor coverings shall comply with the requirements of ASTM Stan- dard E648; the minimum critical radiant flux shall be not less than Class I and the specific optical density smoke rating shall not exceed 450 per ASTM E662. Carpeting and carpet padding shall be tested as a unit in accordance with floor covering radiant panel test meeting class 1 and has a critical radiant flux limit of not less than 0.45 watt per centimeter square. The carpeting and padding shall be identified by a hang-tag or other suitable method as to manufacturer and style and shall indicate the classifica- tion of the material based on the limits set forth above.

    SECTION 805—COMBUSTIBLE MATERIALS IN TYPES I AND II CONSTRUCTION

    805.1 Application. Combustible materials installed on or embedded in floors of buildings of Type I or II construction shall comply with Sections 805.1.1 through 805.1.3.

    Exception: Stages and platforms constructed in accordance with Sections 410.2 and 410.3, respectively.

    805.1.1 Subfloor construction. Floor sleepers, bucks and nailing blocks shall not be constructed of combustible materials, unless the space between the fire-resistance-rated floor assembly and the flooring is either solidly filled with noncombustible materials or fireblocked in accordance with Section 718, and provided that such open spaces shall not extend under or through permanent partitions or walls.

    805.1.2 Wood finish flooring. Wood finish flooring is permitted to be attached directly to the embedded or fireblocked wood sleepers and shall be permitted where cemented directly to the top surface of fire-resistance-rated floor assemblies or directly to a wood subfloor attached to sleepers as provided for in Section 805.1.1. 805.1.3 Insulating boards. Combustible insulating boards not more than [1] / 2 inch (12.7 mm) thick and covered with finish flooring are permitted where attached directly to a noncombustible floor assembly or to wood subflooring attached to sleepers as provided for in Section 805.1.1.

    SECTION 806—DECORATIVE MATERIALS AND TRIM

    [F] 806.1 General. The following requirements shall apply to all occupancies:

    1. Furnishings or decorative materials of an explosive or highly flammable character shall not be used.

    2. Fire-retardant coatings in existing buildings shall be maintained so as to retain the effectiveness of the treatment under service conditions encountered in actual use.

    3. Furnishings or other objects shall not be placed to obstruct exits, access thereto, egress therefrom or visibility thereof.

    4. The permissible amount of decorative vegetation and noncombustible decorative materials shall not be limited.

    804.4 Interior floor-wall base. Interior floor-wall base that is 6 inches (152 mm) or less in height shall be tested in accordance with ASTM E648 or NFPA 253 and shall be not less than Class II. Where a Class I floor finish is required, the floor-wall base shall be Class I. The classification referred to herein corresponds to the classifications determined by ASTM E648 or NFPA 253 as follows: Class I, 0.45 watt/cm [2] or greater; Class II, 0.22 watts/cm [2] or greater.

    Exception: Interior trim materials that comply with Section 804.1.

    SECTION 805—UPHOLSTERED FURNITURE AND MATTRESSES IN NEW AND EXISTING BUILDINGS

    805.1 Reserved.

    805.2 Group I-2 and Group B ambulatory care facilities. The requirements in Sections 805.2.1 through 805.2.2 shall apply to Group I-2 occupancies and Group B ambulatory care facilities.

    805.2.1 Upholstered furniture. Newly introduced upholstered furniture shall meet the requirements of Sections 805.2.1.1 through 805.2.1.3.

    805.2.1.1 Ignition by cigarettes. Newly introduced upholstered furniture shall be shown to resist ignition by cigarettes as determined by tests conducted in accordance with one of the following: (a) mocked-up composites of the upholstered furniture shall have a char length not exceeding 1.5 inches (38 mm) when tested in accordance with NFPA 261 or (b) the components of the upholstered furniture shall meet the requirements for Class I when tested in accordance with NFPA 260.

    Exception: Upholstered furniture belonging to the patients in sleeping rooms of Group I-2, Condition 1 occupancies, provided that a smoke detector is installed in such rooms. Battery-powered, single-station smoke alarms shall be allowed.

    804.3.3.1 Test requirement. In all occupancies, interior floor finish and interior floor covering materials shall comply with the requirements of ASTM Standard E648, and having a specific optical density smoke rating not to exceed 450 per ASTM E662. For Group I-3 occupancies and Group I-2 areas where patients are restrained, see Section 804.3.3.3.

    804.3.3.2 Minimum critical radiant flux. In all occupancies, new interior floor finish and floor covering materials in enclosures for stairways and ramps, exit passageways, corridors and rooms or spaces not separated from corridors by full-height partitions extending from the floor to the underside of the ceiling shall withstand a minimum critical radiant flux. The minimum critical radiant flux shall be not less than Class I in Groups I-2 and I-3 areas where restraint is not used and R-2.1 and not less than Class II in Groups A, B, E, H, I-4, M, R-1, R-2, R-2.2 and S.

    Exception: Where a building is equipped throughout with an automatic sprinkler system in accordance with Section 903.3.1.1 or 903.3.1.2, Class II materials shall be permitted in any area where Class I materials are required and materials complying with ASTM Standard E648, and having a specific optical density smoke rating not to exceed 450 per ASTM E662 are permitted in any area where Class II materials are required.

    For Group I-3 areas occupied by inmates or Group I-2 areas where patients are restrained, see Section 804.3.3.3.

The minimum critical radiant flux shall be not less than Class I in Groups I-2 and I-3 areas where restraint is not used and R-2.1 and not less than Class II in Groups A, B, E, H, I-4, M, R-1, R-2, R-2.2 and S .     Exception: Where a building is equipped throughout with an automatic sprinkler system in accordance with Section 903.3.1.1 or 903.3.1.2, Class II materials are permitted in any area where Class I materials are required, and materials complying with ASTM Standard E648, and having a specific optical density smoke rating not to exceed 450 per ASTM E662 are permitted in any area where Class II materials are required.

    701.2 Conformance. An existing building or portion thereof shall not be altered such that the building becomes less safe than its existing condition.

    Exception: Where the current level of safety or sanitation is proposed to be reduced, the portion altered shall conform to the requirements of the California Building Code .

    [BS] 701.3 Flood hazard areas. In flood hazard areas, alterations that constitute substantial improvement shall require that the building comply with Section 1612 of the California Building Code, or Section R306 of the California Residential Code, as applicable.

    SECTION 702—BUILDING ELEMENTS AND MATERIALS

    702.1 Interior finishes. Newly installed interior wall and ceiling finishes shall comply with Chapter 8 of the California Building Code .

    702.2 Interior floor finish. New interior floor finish, including new carpeting used as an interior floor finish material, shall comply with Section 804 of the California Building Code .

    702.3 Interior trim. Newly installed interior trim materials shall comply with Section 806 of the California Building Code .

    702.4 Window fall prevention. In Group R-2 or R-3 buildings containing dwelling units and one- and two-family dwellings and townhouses regulated by the California Residential Code, window opening control devices or other window fall prevention devices complying with ASTM F2090 shall be installed where an existing window is replaced and where all of the following apply to the replacement window:

    1. The window is operable.
    2. One of the following applies: 2.1. The window replacement includes replacement of the sash and frame. 2.2. The window replacement includes the sash only where the existing frame remains.
    3. One of the following applies: 3.1. In Group R-2 or R-3 buildings containing dwelling units, the bottom of the clear opening of the window opening is at a height less than 36 inches (915 mm) above the finished floor. 3.2. In one- and two-family dwellings and townhouses regulated by the California Residential Code, the bottom of the clear opening of the window opening is at a height less than 24 inches (610 mm) above the finished floor.
    4. The window will permit openings that will allow passage of a 4-inch-diameter (102 mm) sphere when the window is in its largest opened position.
    5. The vertical distance from the bottom of the clear opening of the window opening to the finished grade or other surface below, on the exterior of the building, is greater than 72 inches (1829 mm).

    Exception: Operable windows where the bottom of the clear opening of the window opening is located more than 75 feet (22 860 mm) above the finished grade or other surface below, on the exterior of the room, space or building, and that are provided with window fall prevention devices that comply with ASTM F2006.

    702.5 Replacement window for emergency escape and rescue openings. Where windows are required to provide emergency escape and rescue openings in Group R-2 and R-3 occupancies and one- and two-family dwellings and townhouses regulated by the California Residential Code, replacement windows shall be exempt from the requirements of Section 1031.3 of the California Building Code and Section R310.2 of the California Residential Code, provided that the replacement window meets the following conditions: 1.

    Exception: Floor finishes and coverings of a traditional type, such as wood, vinyl, linoleum or terrazzo, and resilient floor covering materials that are not composed of fibers.

    804.3.1 Classification. Interior floor finish and floor covering materials required by Section 804.3.3.2 to be of Class I or II materials shall be classified in accordance with ASTM E648 or NFPA 253. The classification referred to herein corresponds to the classifications determined by ASTM E648 or NFPA 253 as follows: Class I, 0.45 watts/cm [2] or greater; Class II, 0.22 watts/cm [2] or greater.

    804.3.2 Testing and identification. Interior floor finish and floor covering materials shall be tested by an approved agency in accordance with ASTM E648 or NFPA 253 and identified by a hang tag or other suitable method so as to identify the manufacturer or supplier and style, and shall indicate the interior floor finish or floor covering classification in accordance with Section 804.3.1. Carpet-type floor coverings shall be tested as proposed for use, including underlayment. Test reports confirming the information provided in the manufacturer’s product identification shall be furnished to the fire code official upon request.

    804.3.3 Interior floor finish requirements. New interior floor covering materials shall comply with Sections 804.3.3.1 and 804.3.3.2, and interior floor finish materials shall comply with Section 804.3.1.

    804.3.3.1 Test requirement. Frequently asked questions

Can I lay a decorative area rug in my apartment corridor or exit path?

Not unless the rug assembly (face + pad) has the required test results. If the rug is in an exit path, it must meet the ASTM E648 critical radiant flux class required for that occupancy/space and ASTM E662 smoke ≤ 450 per § 804.4.1 and § 804.4.2; otherwise it may not comply.

What if the rug label doesn’t show Class I or Class II?

The CBC requires a tested identification (hang‑tag or suitable method) and that testing be available on request (§ 804.3). If the label doesn’t show the classification, request the manufacturer’s test report before installing.

Are doormats treated differently from area rugs?

The code treats “carpet‑type floor coverings” that function as interior floor finish/covering as subject to ASTM E648/E662 testing and identification; application and location (corridor, stair, exit, secured area) determine the required class. Consult § 804.1–804.4 for applicability.

My facility is fully sprinklered — can I use any carpet?

Sprinklers can relax some requirements: in certain situations the code allows Class II where Class I would be required or permits carpet in secured/restraint areas when protected throughout by sprinklers — but carpet must still meet the ASTM E648 / ASTM E662 performance and identification requirements referenced in § 804.4.2 and § 804.4.3.

If a rug fails the test, can I install it over a noncombustible floor?

If the rug is used as a removable accessory (not the installed floor finish) enforcement may vary by jurisdiction, but the CBC measures floor finish performance “as proposed for use.” For any installed floor finish or permanent covering in regulated locations, noncompliant materials should not be relied on to meet code requirements; check with the local building official. § 804.3 and § 804.4 apply to coverings used as floor finish.
