Overview
This hub covers the California Building Code (CBC) requirements that govern elevator hoistway enclosures, machine rooms/machinery spaces, elevator lobbies and the protection of hoistway openings — principally found in Chapter 30, “Elevators and Conveying Systems” (see §§3001–3010).

CBC § 3005.4 High relevance — show source text
The elevator machine room, elevator machinery space, elevator control space or elevator control room shall be enclosed with fire barriers constructed in accordance with Section 707 or horizontal assemblies constructed in accordance with Section 711, or both. The fire-resistance rating shall not be less than the required rating of the hoistway enclosure served by the machinery. Openings in the fire barriers shall be protected with assemblies having a fire protection rating not less than that required for the hoistway enclo- sure doors. The exceptions to Section 3005.4 shall not apply.
3005.5 Shunt trip. Where elevator hoistways, elevator machine rooms, control rooms and control spaces containing elevator control equipment are protected with automatic sprinklers, a means installed in accordance with Section 21.4 of NFPA 72 shall be provided to automatically disconnect the main line power supply to the affected elevator prior to the application of water. This means shall not be self-resetting. The activation of automatic sprinklers outside the hoistway, machine room, machinery space, control room or control space shall not disconnect the main line power supply.
3005.6 Plumbing systems. Plumbing systems shall not be located in elevator equipment rooms.
SECTION 3006—ELEVATOR LOBBIES AND HOISTWAY OPENING PROTECTION
3006.1 General. Enclosed elevator lobbies and elevator hoistway door protection shall be provided in accordance with the following:
Where elevator hoistway door protection is required by Section 3006.2, such protection shall be provided in accordance with Section 3006.3.
Where enclosed elevator lobbies are required for underground buildings, such lobbies shall comply with Section 405.4.3.
Where an area of refuge is required and an enclosed elevator lobby is provided to serve as an area of refuge, the enclosed elevator lobby shall comply with Section 1009.6.4.
Where fire service access elevators are provided, enclosed elevator lobbies shall comply with Section 3007.6.
Where occupant evacuation elevators are provided, enclosed elevator lobbies shall comply with Section 3008.6.
3006.2 Elevator hoistway door protection required. Elevator hoistway doors shall be protected in accordance with Section 3006.3 where an elevator hoistway connects more than two stories in any state institution or other state-owned or specified state occupied building regulated by the Office of the State Fire Marshal, and more than three stories for all other buildings. Hoistway opening protec- tion is required to be enclosed within a shaft enclosure in accordance with Section 712.1.1 and any of the following conditions apply:
- The building is not protected throughout with an automatic sprinkler system in accordance with Section 903.3.1.1 or 903.3.1.2.
2. Group A occupancies.
3. Group E occupancies.
4. Group H occupancies.
5. Group I occupancies.
6. Group L occupancies. 7. Group R-1, R-2, R-2.1 and R-2.2 occupancies. 8. High-rise buildings. 9. The elevator hoistway door is located in the wall of a corridor required to be fire-resistance rated in accordance with Section 1020.1.

Exceptions:
- Protection of elevator hoistway doors is not required where the elevator serves only open parking garages in accordance with Section 406.5.

- Machinery spaces outside of the hoistway enclosure.
The fire-resistance rating shall be not less than the required rating of the hoistway enclosure served by the machinery. Openings in the fire barriers shall be protected with assemblies having a fire protection rating not less than that required for the hoistway enclosure doors.
Exceptions:
- For other than fire service access elevators and occupant evacuation elevators, where machine rooms, machinery spaces, control rooms and control spaces do not abut and do not have openings to the hoistway enclosure they serve, the fire barriers constructed in accordance with Section 707 or horizontal assemblies constructed in accordance with Section 711, or both, shall be permitted to be reduced to a 1-hour fire-resistance rating.
- For other than fire service access elevators and occupant evacuation elevators, in buildings four stories or less above grade plane where machine room, machinery spaces, control rooms and control spaces do not abut and do not have openings to the hoistway enclosure they serve, the machine room, machinery spaces, control rooms and control spaces are not required to be fire-resistance rated.
3005.4.1 Automatic sprinkler system. Automatic sprinklers shall not be required to be installed in the elevator hoistway, elevator machine room, elevator machinery space, elevator control space or elevator control room where the following is met:

SECTION 3006—ELEVATOR LOBBIES AND HOISTWAY OPENING PROTECTION
3006.1 General. Enclosed elevator lobbies and elevator hoistway door protection shall be provided in accordance with the following:
- Where elevator hoistway door protection is required by Section 3006.2, such protection shall be provided in accordance with Section 3006.3.

Additionally, the design of personnel hoists shall include provisions for field testing and maintenance that will demonstrate that the hoist device functions in accordance with the design. Field tests shall be conducted upon the completion of an installation or following a major alteration of a personnel hoist.
SECTION 3005—MACHINE ROOMS
3005.1 Access. A permanent and approved means of access shall be provided to elevator machine rooms, control rooms, control spaces and machinery spaces.
3005.2 Temperature and humidity control. Elevator machine rooms, machinery spaces that contain the driving machine, and control rooms or spaces that contain the operation or motion controller for elevator operation shall be provided with an independent ventilation or air-conditioning system to protect against the overheating of the electrical equipment. The system shall maintain the temperature and humidity be capable of maintaining temperatures within the range established by the manufacturer of the elevator equipment.
3005.3 Pressurization. The elevator machine room, control rooms or control space with openings into a pressurized elevator hoistway shall be pressurized upon activation of a heat or smoke detector located in the elevator machine room, control room or control space.
3005.4 Machine rooms, control rooms, machinery spaces, and control spaces. The following rooms and spaces shall be enclosed with fire barriers constructed in accordance with Section 707 or horizontal assemblies constructed in accordance with Section 711, or both:

- Control spaces.
- Machinery spaces outside of the hoistway enclosure.

Exceptions:

- For other than fire service access elevators and occupant evacuation elevators, in buildings four stories or less above grade plane where machine room, machinery spaces, control rooms and control spaces do not abut and do not have openings to the hoistway enclosure they serve, the machine room, machinery spaces, control rooms and control spaces are not required to be fire-resistance rated.
3005.4.1 Automatic sprinkler system. Automatic sprinklers shall not be required to be installed in the elevator hoistway, elevator machine room, elevator machinery space, elevator control space or elevator control room where the following is met:

SECTION 3008—OCCUPANT EVACUATION ELEVATORS
3008.1 General. Where e levators are to be used for occupant self-evacuation during fires , all passenger elevators for general public use shall comply with Sections 3008.1 through 3008.10. Where other elevators are used for occupant self-evacuation, those elevators shall comply with these sections.
3008.1.1 Reserved .
3008.1.2 Additional exit stairway. Where an additional means of egress is required in accordance with Section 403.5.2, an additional exit stairway shall not be required to be installed in buildings provided with occupant evacuation elevators complying with Section 3008.1.
3008.1.3 Fire safety and evacuation plan. The building shall have an approved fire safety and evacuation plan in accordance with the applicable requirements of Section 404 of the California Fire Code . The fire safety and evacuation plan shall incorporate specific procedures for the occupants using evacuation elevators.
3008.1.4 Operation. The occupant evacuation elevators shall be used for occupant self-evacuation in accordance with the occupant evacuation operation requirements in California Code of Regulations, Title 8, Division 1, Chapter 4, Subchapter 6, Elevator Safety Orders, and the building’s fire safety and evacuation plan.
3008.2 Automatic sprinkler system. The building shall be equipped throughout with an approved, electrically supervised automatic sprinkler system in accordance with Section 903.3.1.1, except as otherwise permitted by Section 903.3.1.1.1 and as prohibited by Section 3008.2.1.
3008.2.1 Prohibited locations. Automatic sprinklers shall not be installed in elevator machine rooms, machinery spaces, control rooms, control spaces and elevator hoistways of occupant evacuation elevators in accordance with this section and Section 3005.4.1.
3008.2.2 Sprinkler system monitoring. The automatic sprinkler system shall have a sprinkler control valve supervisory switch and water-flow-initiating device provided for each floor that is monitored by the building’s fire alarm system.
3008.3 Water protection. Water from the operation of an automatic sprinkler system outside the enclosed lobby shall be prevented from infiltrating into the hoistway enclosure in accordance with an approved method.
3008.4 Shunt trip. Means for elevator shutdown in accordance with Section 3005.5 shall not be installed on elevator systems used for occupant evacuation elevators.
3008.5 Hoistway enclosure protection. Occupant evacuation elevator hoistways shall be located in shaft enclosures complying with Section 713.
3008.5.1 Structural integrity of hoistway enclosures. Occupant evacuation elevator hoistway enclosures shall comply with Sections 403.2.2.1 through 403.2.2.4.
3008.6 Occupant evacuation elevator lobby. Occupant evacuation elevators shall open into an enclosed elevator lobby in accordance with Sections 3008.6.1 through 3008.6.6. Egress is permitted through the elevator lobby in accordance with Item 1 of Section 1016.2.
3008.6.1 Access to interior exit stairway or ramp. The occupant evacuation elevator lobby shall have direct access from the enclosed elevator lobby to an interior exit stairway or ramp.
CBC § 3008.8.2 High relevance — show source text
3008.8.2 Protection of wiring or cables. Wires or cables that are located outside of the elevator hoistway, machine room, control room and control space and that provide normal or standby power, control signals, communication with the car, lighting, heating, air conditioning, ventilation and fire-detecting systems to occupant evacuation elevators shall be protected using one of the following methods:
- Cables used for survivability of required critical circuits shall be listed in accordance with UL 2196 and shall have a fireresistance rating of not less than 2 hours.
- Electrical circuit protective systems shall have a fire-resistance rating of not less than 2 hours. Electrical circuit protective systems shall be installed in accordance with their listing requirements.
- Construction having a fire-resistance rating of not less than 2 hours.
Exception: Wiring and cables to control signals are not required to be protected provided that wiring and cables do not serve Phase II emergency in-car operation.

3008.9 Emergency voice/alarm communication system. The building shall be provided with an emergency voice/alarm communication system. The emergency voice/alarm communication system shall be accessible to the fire department. The system shall be provided in accordance with Section 907.5.2.2.
3008.9.1 Notification appliances. Not fewer than one audible and one visible notification appliance shall be installed within each occupant evacuation elevator lobby.
3008.10 Hazardous material areas. Building areas shall not contain hazardous materials exceeding the maximum allowable quantities per control area as addressed in Section 414.2.
SECTION 3009—PRIVATE RESIDENCE ELEVATORS
3009.1 General. The design, construction and installation of elevators installed within a residential dwelling unit or installed to provide access to one individual residential dwelling unit shall conform to California Code of Regulations, Title 8, Division 1, Chapter 4, Subchapter 6, Elevator Safety Orders.
3009.2 Hoistway enclosures. Hoistway enclosures shall comply with California Code of Regulations, Title 8, Division 1, Chapter 4, Subchapter 6, Elevator Safety Orders .
3009.3 Hoistway opening protection. Hoistway landing doors for private residence elevators shall comply with California Code of Regulations, Title 8, Division 1, Chapter 4, Subchapter 6, Elevator Safety Orders .
SECTION 3010—SPECIAL REQUIREMENTS FOR ELEVATORS IN HOSPITALS
3010.1 General. [OSHPD 1] In hospital buildings, all elevators shall comply with the provisions of this section.
3010.1.1 Seismic switch. The seismic switch, as required by ASME A17.1, shall be connected to the essential electrical system.
3010.1.2 Annunciator. Either a visible or an audible annunciator shall be connected to the essential electrical system and be located in the elevator machine room. The annunciator will indicate if the seismic switch is inoperative due to a loss of power. If a visual annunciator is used, it shall be clearly visible in the room.

604.6.2.4 Responsibility to provide keys. The building owner shall provide up to three standardized fire service elevator keys where required by the fire code official, upon installation of a standardized fire service key switch or switches in the building.
604.6.3 Shunt trip. Where elevator hoistways or elevator machine rooms containing elevator control equipment are protected with automatic sprinklers, a means installed in accordance with NFPA 72, Section 21.4, Elevator Shutdown, shall be provided to automati- cally disconnect the main line power supply to the affected elevator prior to the application of water. This means shall not be self- resetting. The activation of sprinklers outside the hoistway or machine room shall not disconnect the main line power supply.
604.6.4 Emergency hoistway venting. Elevator hoistways containing the driving machine shall be provided with a means for vent- ing smoke and hot gases to the outer air in case of fire.
604.6.4.1 Location of vents. Vents shall be located at the top of the hoistway and shall open either directly to the outer air or through noncombustible ducts to the outer air.
604.6.4.2 Area of vents. Except as provided for in Section 3003.1.4.4 of the California Building Code, the area of the vents shall be not less than 3½ percent of the area of the hoistway nor less than 3 square feet (0.28 m [2] ) for each elevator car.
604.6.4.3 Operation of vents. Vent openings shall automatically open upon detection of smoke in the elevator hoistway and upon activation of a manual override control. The manual override control shall be capable of opening and closing the vents and shall be located in an approved location. Smoke detectors provided in elevator hoistways to activate the hoistway ventilation system, shall also be required to activate the elevator Phase I emergency recall operation function in accordance with California Code of Regulations, Title 8, Division 1, Chapter 4, Subchapter 6, Elevator Safety Orders.
604.6.4.4 Reduced vent area. Where mechanical ventilation conforming to the California Mechanical Code is provided, a reduc- tion in the required vent area is allowed provided that all of the following conditions are met: 1. The vents required by Section 3003.1.4.1 of the California Building Code do not have outside exposure. 2. The hoistway does not extend to the top of the building. 3. The hoistway exhaust fan is automatically reactivated by thermostatic means. 4. Equivalent venting of the hoistway is accomplished.
604.7 Storage. Storage is prohibited in elevator cars or elevator machine rooms.
Exceptions:
- Blankets used for protection of elevator cab walls during construction or renovation.
- Materials necessary for the operation and maintenance of the elevator equipment.
SECTION 605—FUEL-FIRED APPLIANCES
605.1 General. The design, construction, installation, operation, alteration, repair and maintenance of nonportable gas-fired appliances and systems shall comply with California Plumbing Code . The design, construction, installation, operation, alteration, repair and maintenance of nonportable solid fuel-fired and oil-fired appliances and systems shall comply with the provisions of this section and the California Mechanical Code .

3008.7 Elevator system monitoring. The occupant evacuation elevators shall be continuously monitored at the fire command center or a central control point approved by the fire department and arranged to display all of the following information:
Floor location of each elevator car.
Direction of travel of each elevator car.
Status of each elevator car with respect to whether it is occupied.
Status of normal power to the elevator equipment, elevator machinery and electrical apparatus cooling equipment where provided, elevator machine room, control room and control space ventilation and cooling equipment.
Status of standby or emergency power system that provides backup power to the elevator equipment, elevator machinery and electrical cooling equipment where provided, elevator machine room, control room and control space ventilation and cooling equipment.
Activation of any fire alarm initiating device in any elevator lobby, elevator machine room, machine space containing a motor controller or electric driving machine, control space, control room or elevator hoistway.
3008.7.1 Elevator recall. The fire command center or an alternate location approved by the fire department shall be provided with the means to manually initiate a Phase I Emergency Recall of the occupant evacuation elevators in accordance with Califor- nia Code of Regulations, Title 8, Division 1, Chapter 4, Subchapter 6, Elevator Safety Orders.
3008.8 Electrical power. The following features serving each occupant evacuation elevator shall be supplied by both normal power and Type 60/Class 2/Level 1 standby power:
- Elevator equipment.
- Ventilation and cooling equipment for elevator machine rooms, control rooms, machinery spaces and control spaces.
- Elevator car lighting.
3008.8.1 Determination of standby power load. Standby power loads shall be based on the determination of the number of occupant evacuation elevators in Section 3008.1.1.
3008.8.2 Protection of wiring or cables. Wires or cables that are located outside of the elevator hoistway, machine room, control room and control space and that provide normal or standby power, control signals, communication with the car, lighting, heating, air conditioning, ventilation and fire-detecting systems to occupant evacuation elevators shall be protected using one of the following methods:

Access to an interior exit stairway or ramp shall be permitted to be through a protected path of travel that has a level of fire protection not less than the elevator lobby enclosure. The protected path shall be separated from the enclosed elevator lobby through an opening protected by a smoke and draft control assembly in accordance Section 716.2.2.1.1.
Elevators that only service an open parking garage and the elevator lobby of the building shall not be required to provide direct access.

3008.6.2 Elevator lobby separation. The occupant evacuation elevator lobby shall be separated from each floor with a smoke barrier in accordance with Section 709, except that lobby doorways shall comply with Section 3008.6.3.
Exception: Occupant evacuation elevator lobbies are not required to be separated at the levels of exit discharge.
3008.6.3 Elevator lobby doorways. Other than the doors to elevator machine rooms, machinery spaces, control rooms and control spaces in the smoke barrier, each doorway to an occupant evacuation elevator lobby shall be provided with a [3] / 4 -hour fire door assembly complying with Section 716. Such a fire door assembly shall comply with the smoke and draft control assembly requirements of Section 716.2.2.1.1 and be tested in accordance with UL 1784 without an artificial bottom seal.

3006.4 Means of egress. Elevator lobbies shall be provided with not less than one means of egress complying with Chapter 10 and other provisions in this code. Egress through an enclosed elevator lobby shall be permitted in accordance with Item 1 of Section 1016.2. Electrically locked exit access doors providing egress from elevator lobbies shall be permitted in accordance with Section 1010.2.14.
SECTION 3007—FIRE SERVICE ACCESS ELEVATOR
3007.1 General. Where required by Section 403.6.1, every floor above and including the lowest level of fire department vehicle access of the building shall be served by fire service access elevators complying with Sections 3007.1 through 3007.9. Except as modified in this section, fire service access elevators shall be installed in accordance with this chapter and California Code of Regulations, Title 8, Division 1, Chapter 4, Subchapter 6, Elevator Safety Orders.
Exceptions:
- Below grade parking garage floors shall not be required to be served by fire service access elevators.
- The elevator shall not be required to serve the top floor of a building where that floor is utilized only for equipment for building systems.
3007.2 Automatic sprinkler system. The building shall be equipped throughout with an automatic sprinkler system in accordance with Section 903.3.1.1, except as otherwise permitted by Section 903.3.1.1.1 and as prohibited by Section 3007.2.1.
3007.2.1 Prohibited locations. Automatic sprinklers shall not be installed in machine rooms, elevator machinery spaces, control rooms, control spaces and elevator hoistways of fire service access elevators.
3007.2.2 Automatic sprinkler system monitoring. The automatic sprinkler system shall have a sprinkler control valve supervisory switch and water-flow-initiating device provided for each floor that is monitored by the building’s fire alarm system.
3007.3 Water protection. Water from the operation of an automatic sprinkler system outside the enclosed lobby shall be prevented from infiltrating into the hoistway enclosure in accordance with an approved method.
3007.4 Shunt trip. Means for elevator shutdown in accordance with Section 3005.5 shall not be installed on elevator systems used for fire service access elevators.
3007.5 Hoistway enclosures. The fire service access elevator hoistway shall be located in a shaft enclosure complying with Section 713.
3007.5.1 Structural integrity of hoistway enclosures. The fire service access elevator hoistway enclosure shall comply with Sections 403.2.2.1 through 403.2.2.4.
3007.5.2 Hoistway lighting. When firefighters’ emergency operation is active, the entire height of the hoistway shall be illuminated at not less than 1 footcandle (11 lux) as measured from the top of the car of each fire service access elevator.

CBC § 3003.2.1 Medium relevance — show source text
3003.2.1 Floor numbers. Elevator hoistways shall have a floor number not less than 4 inches (102 mm) in height, placed on the walls and/or doors of the hoistway at intervals such that a person in a stalled elevator, upon opening the car door, can determine the floor position.
3003.2.1.1 Fire signs. All automatic elevators shall have not less than one sign at each landing printed on a contrasting back- ground in letters not less than [1] / 2 inch (12.7 mm) high to read: IN CASE OF FIRE USE STAIRWAY FOR EXIT. DO NOT USE ELEVATOR.
3003.2.1.2 Call and car operation buttons. Automatic passenger elevators shall have call and car operation buttons within 60 inches (1524 mm) of the floor. Emergency telephones shall also be within 60 inches (1524 mm) of the floor.

[F] 3003.3 Standardized fire service elevator keys. All elevators shall be equipped to operate with a standardized fire service elevator key in accordance with the California Fire Code .
3003.4 Emergency hoistway venting. Elevator hoistways containing the driving machine shall be provided with a means for venting smoke and hot gases to the outer air in case of fire.
3003.4.1 Location of vents. Vents shall be located at the top of the hoistway and shall open either directly to the outer air or through noncombustible ducts to the outer air.
3003.4.2 Area of vents. Except as provided for in Section 3003.1.4.4, the area of the vents shall be not less than 3 [1] / 2 percent of the area of the hoistway nor less than 3 square feet (0.28 m [2] ) for each elevator car.
3003.4.3 Operation of vents. Vent openings shall automatically open upon detection of smoke in the elevator hoistway and upon activation of a manual override control. The manual override control shall be capable of opening and closing the vents and shall be located in an approved location. Smoke detectors provided in elevator hoistways to activate the hoistway ventilation system, shall also be required to activate the elevator Phase I emergency recall operation function in accordance with California Code of Regula- tions, Title 8, Division 1, Chapter 4, Subchapter 6, Elevator Safety Orders.
3003.4.4 Reduced vent area. Where mechanical ventilation conforming to the California Mechanical Code is provided, a reduction in the required vent area is allowed provided that all of the following conditions are met: 1. The vents required by Section 3003.1.4.1 of the California Building Code do not have outside exposure. 2. The hoistway does not extend to the top of the building. 3. The hoistway exhaust fan is automatically reactivated by thermostatic means. 4. Equivalent venting of the hoistway is accomplished.

Frequently asked questions
When is hoistway opening protection required?
Hoistway opening protection is required where specified in §3006.2 — for example when a hoistway connects more than two stories in certain state‑occupied buildings or more than three stories in most buildings, in unsprinklered buildings, in many Group A/E/H/I/L/R occupancies, in high‑rise buildings, or where the hoistway door is in a fire‑rated corridor wall. The section lists the full triggers and exceptions.
Are machine rooms required to have fire‑rated enclosures or sprinklers?
Machine rooms, control rooms, machinery spaces and control spaces must be enclosed with fire barriers or horizontal assemblies and have fire‑resistance ratings at least equal to the hoistway they serve (see §3005.4). Under §3005.4.1, automatic sprinklers are not required in these spaces when the specified fire‑barrier/enclosure conditions are met; however, if sprinklers are provided then a non‑self‑resetting shunt‑trip to disconnect mainline power is required per §3005.5.
What about hoistway venting and firefighter controls?
Emergency hoistway venting and automatic activation on smoke detection are required where the driving machine is in the hoistway (see §3003.4); the California Fire Code further prescribes vent sizing, automatic operation and coordination with Phase I recall and shunt‑trip provisions. Standardized fire service elevator keys and monitoring provisions are also addressed in the Fire Code.
