Overview and administration of concrete (scope, documents, tolerances)

This hub orients readers to the CBC’s concrete provisions (scope, required documents, inspection/testing and tolerances) and points to the primary sections and referenced standards.

Last reviewed: July 5, 2026

Overview

This area of the California Building Code covers the materials, quality control, design and construction requirements for plain and reinforced concrete used in buildings and structures; it establishes scope and application, references to design standards, and administrative obligations for construction documents and inspections as the basis for safe, code-compliant concrete work (§1901) .

The chapter relies on and coordinates with national standards (notably ACI 318) for materials and testing, and it ties concrete quality control to the code’s special inspection and testing regime in Chapter 17 so structural performance — especially under seismic demands — is verified during construction (§1903; Chapter 17) .

Key administration topics you’ll find here include required items on the construction documents (specified strengths, reinforcement, splices, prestressing and joint details) (§1901.5) and default structural tolerances when not shown on the drawings — cast‑in‑place tolerances per ACI 117 and precast tolerances per ACI ITG‑7 (§1901.5; §1901.7) .

[OSHPD 1 & 4] Not permitted by OSHPD. [DSA-SS] ICF systems shall be considered alternative systems. Concrete constructed using ICF systems and attachments to ICF shall be designed for loads in accordance with this code and shall comply with manufacturer’s instructions and industry standards determined applicable by the enforcement agency. Calculations and drawings shall be submitted to the enforcement agency for review and approval prior to construction.

1903A.4 Steel fiber reinforcement – Not permitted.

Frequently asked questions

What does the code require on construction documents for concrete?

Construction documents must show the specified compressive strengths and ages/stages, reinforcement strength/grade, sizes and locations of elements and reinforcement, provisions for creep/shrinkage/temperature movement, prestressing magnitude/location, anchorage and lap splice lengths, splice types, contraction/isolation joints, minimum strength at posttensioning and stressing sequence — among other items listed in §1901.5 .

Where are tolerances for concrete defined if the drawings don’t say?

Where not indicated in the construction documents, structural tolerances for concrete are set by §1901.7: cast‑in‑place tolerances follow ACI 117 and precast tolerances follow ACI ITG‑7 (with limited exceptions for small detached dwellings and shotcrete) .

When are special inspections and tests required for concrete?

Special inspections and tests for concrete elements and concreting operations are required per Chapter 17 (and Chapter 17A for DSA/OSHPD applications); Table 1705A‑3 and the related chapter text list the inspection types and referenced standards for reinforcement, prestressing, placement and testing .
