Signage and symbols for identifying accessible entrances, toilets and elevators

If one or more entrances, toilets or elevators are designated accessible (or when not all facilities are accessible), the CBC requires posting the International Symbol of Accessibility and compliant directional/identification signs; signs must meet Chapter 11B specifications for contrast, character size and mounting (e.g., ISA white on blue, tactile baseline 48–60 in., toilet symbol centerline 58–60 in.).

What the code requires — 2–4 sentences

When an accessible entrance, toilet/bathing room or elevator is provided (or when not all facilities are accessible), the California Building Code requires those accessible facilities to be identified with the International Symbol of Accessibility and with signs that meet the CBC’s visual‑character, pictogram and tactile requirements. See the facility identification requirements in § 11B‑216 and the technical sign specifications in § 11B‑703.5 and the International Symbol of Accessibility in § 11B‑703.7.2.1.

Requirements in detail

Where signs / symbols are required (high level)

  • Entrances: In existing buildings where not all entrances comply with the accessibility entrance standard, the accessible entrances must be identified with the International Symbol of Accessibility and directional signs must be provided at non‑accessible entrances pointing to the nearest accessible entrance (§ 11B‑216.6).
  • Elevators: Where an existing elevator does not comply and an accessible elevator is provided, the accessible elevator must be clearly identified with the International Symbol of Accessibility; when a building is remodeled to provide a public accessible elevator, the location and directions to that elevator must be posted in the lobby on signs complying with § 11B‑703.5 (§ 11B‑216.7).
  • Toilet and bathing rooms: Where existing toilets/bathing rooms do not comply, directional signs pointing to the nearest compliant toilet/bathing room must be provided; compliant toilet/bathing rooms must be identified by the International Symbol of Accessibility. Geometric symbols (circle/triangle/combined) are required at toilet/bathing room entrances (§ 11B‑216.8 and § 11B‑216.8.1).

Sign technical requirements (visual characters and format)

The technical design of signs used for directional and identification signage is governed by the CBC visual character and symbol rules in Chapter 11B:

  • Visual characters (contrast, non‑glare finish, case, style, proportions and minimum heights) must comply with § 11B‑703.5 (including subsections on finish/contrast § 11B‑703.5.1, character proportions § 11B‑703.5.4, minimum character height per Table 11B‑703.5.5, and minimum mounting height for visual characters § 11B‑703.5.6).
  • Pictograms must meet § 11B‑703.6 (minimum pictogram field 6 in, non‑glare finish, and required text descriptors directly below the pictogram field).
  • Symbols of accessibility (including the International Symbol of Accessibility, TTY, assistive listening) must comply with § 11B‑703.7 and the specific symbol figures (see § 11B‑703.7.2.1 for ISA details).

Tactile signs, Braille and mounting

  • Signs that include tactile characters (raised characters and Braille) must follow the mounting and location rules in § 11B‑703.4 (tactile baseline height: 48 in. minimum to 60 in. maximum measured from baseline of Braille/raised characters; location at latch side; clear floor space centered on tactile characters, etc.).
  • Note: directional signs required by § 11B‑216 reference § 11B‑703.5 (visual character rules); permanent room identification and tactile requirements are handled by §§ 11B‑703.1–11B‑703.4 as applicable.

International Symbol of Accessibility (ISA)

  • The ISA must be the white figure on a blue background approximating Federal Standard FS 15090 (a border may be included). Other colors may be approved by the enforcement agency only if light‑on‑dark or dark‑on‑light contrast is preserved. The ISA on accessibility function buttons in destination elevator hall call consoles is allowed as a white symbol on a black background (§ 11B‑703.7.2.1).

Toilet/bathing geometric symbols

  • Geometric symbols for toilet/bathing room entrances (triangle for men, circle for women, combined circle+triangle for unisex) have specified sizes and thicknesses (12 in. edges/diameter; 1/4 in. thickness) and contrast requirements, and mounting height is specified at 58–60 in. above the finish floor measured to the symbol centerline (§ 11B‑703.7.2.6 and subsections).

Exceptions & special cases

  • Geometric toilet/bathing symbols are not required on doors to private or semi‑private rooms (e.g., patient sleeping rooms, hotel guest rooms, residential dwelling units) or in inmate toilet/bathing rooms where only one gender is housed (§ 11B‑216.8.1).
  • Enforcement discretion: the enforcement agency may approve alternative symbol colors provided contrast is preserved; a specific exception allows the ISA on destination elevator accessibility buttons to be white on black (§ 11B‑703.7.2.1).
  • In some alterations where sign mounting location at the latch side of the door is not available, tactile signs may be located on the push side under limited conditions (§ 11B‑703.4.2 exception).

Common mistakes

  • Installing the ISA in the wrong color or without sufficient contrast (the CBC specifies white-on-blue FS 15090 unless approved otherwise) — see § 11B‑703.7.2.1.
  • Mounting tactile signs or Braille outside the 48–60 in. baseline range or without the required clear floor space — see § 11B‑703.4.1 and § 11B‑703.4.2.
  • Using pictograms without the required text descriptor directly below the pictogram field (pictogram field must be at least 6 in.) — see § 11B‑703.6.1‑.6.3.
  • Placing geometric toilet symbols at the wrong height or using incorrect dimensions (they must be 12 in. / 1/4 in. thick and mounted 58–60 in. centerline above floor) — see § 11B‑703.7.2.6.
  • Forgetting to post directional signs at non‑accessible entrances or at junctions where the accessible route diverges (these directional signs must comply with § 11B‑703.5) — see § 11B‑216.6.

Worked example — concrete scenario

Scenario: An existing retail building has two public entrances. Only Entrance A meets the accessible entrance standard; Entrance B is not accessible. A public elevator that meets the CBC standards has been installed and is located off the lobby.

What to install and where:

  • At Entrance B (non‑accessible) install a directional sign indicating the location of the nearest accessible entrance (Entrance A). The directional sign must meet the visual character rules of § 11B‑703.5 (non‑glare finish, high contrast, characters sized per Table 11B‑703.5.5, visual chars mounted at least 40 in. above floor) and include the International Symbol of Accessibility (§ 11B‑216.6 and § 11B‑703.5). Example: a lobby directional sign with uppercase text sized per the viewing distance, visual text baseline at ≥40 in., and the ISA (white figure on blue) included on the sign.
  • In the lobby where the elevator is located, post a sign showing the elevator location/directions that complies with § 11B‑703.5 and includes the ISA per § 11B‑703.7.2.1 (white on blue). If that lobby sign is intended as a permanent room/facility identification and you choose to include tactile characters/Braille, mount tactile text so Braille baseline is between 48 in. and 60 in. above the finish floor (§ 11B‑703.4.1).
  • If the elevator lobby plan uses pictograms (e.g., elevator pictogram), ensure the pictogram field is at least 6 in. high and has a text descriptor directly beneath it (§ 11B‑703.6.1‑.6.3).

    11B-216.8.2 Identification for all-gender multi-user toilet facilities. Geometric symbols complying with Section 11B-703.7.2.6.3 shall be provided at the entrance to all-gender multi-user toilet facilities. In addition, a sign complying with Sections 11B-703.1 through 11B-703.5 shall be provided stating “ALL-GENDER MULTI-USER”.

    11B-216.8.3 Signs at toilet and urinal compartments. Where both toilet compartments and urinal compartments are provided, each individual compartment shall be identified with a sign complying with Sections 11B-703.1 through 11B-703.5. Signs shall identify the type of fixture within the compartment, either “URINAL” or “TOILET”. A pictogram identifying the fixture type within the compart- ment is not permitted.

    Exception: A sign with tactile characters shall be permitted on an in-swinging and self-closing door at compartments not required to comply with Section 11B-604 or Section 11B-605.5.

    11B- 216.9 TTYs. Identification and directional signs for public TTYs shall be provided in accordance with Section 11B- 216.9.

    11B- 216.9.1 Identification signs. Public TTYs shall be identified by the International Symbol of TTY complying with Section 11B- 703.7.2.2.

    11B-216.5.3.1 Signs intended for use by pedestrians. Signs intended for use by pedestrians within parking and charging facili- ties, including directional or informational signs indicating parking sections or levels, shall comply with the requirements of Section 11B-216.

    11B-216.5.3.2 Additional signs. Signs within parking facilities containing parking spaces complying with Section 11B-502 shall comply with Section 11B-502.8.

    11B- 216.6 Entrances. In existing buildings and facilities where not all entrances comply with Section 11B- 404, entrances complying with Section 11B -404 shall be identified by the International Symbol of Accessibility complying with Section 11B- 703.7.2.1. Directional signs complying with Section 11B-703.5 that indicate the location of the nearest entrance complying with Section 11B-404 shall be provided at entrances that do not comply with Section 11B-404.     SECTION 1110A—EXTERIOR ACCESSIBLE ROUTES

    1110A.1 General. When a building or portion of a building is required to be accessible or adaptable, an accessible route shall be provided to all portions of the building, accessible building entrances and between the building and the public way. The accessible route shall be the most practical direct route and to the maximum extent feasible, coincide with the route for the general public and building residents.

    Exterior accessible routes shall be provided as follows:

    1. At least one accessible route within the boundary of the site shall be provided from public transportation stops, accessible parking and accessible passenger loading and unloading zones, and public streets or sidewalks to the accessible building entrance they serve. Where more than one route of travel is provided, all routes shall be accessible.

    2. At least one accessible route shall connect accessible buildings, facilities, elements and spaces that are on the same site. Acces- sible routes shall be provided between accessible buildings and accessible site facilities when more than one building or facility is located on a site.

    3. At least one accessible route shall connect accessible building or facility entrances with all accessible spaces, elements and covered multifamily dwelling units.

    4. An accessible route shall connect at least one accessible entrance of each covered multifamily dwelling unit with exterior spaces and facilities that serve the dwelling unit.

    5. Where elevators are provided for vertical access, all elevators shall be accessible. See Section 1124A.

    Note: If the slope of the finished grade between covered multifamily dwellings and site arrival points, public use or common use facilities (including parking) exceeds 1 unit vertical in 12 units horizontal (8.33-percent slope), or where other physical barriers (natural or artificial) or legal restrictions, all of which are outside the control of the owner, prevent the installation of an accessible route, an acceptable alternative is to provide access by a vehicular route, provided:

    1. There is accessible parking on an accessible route for at least 2 percent of the covered multifamily dwelling units, and

    2. Necessary site provisions such as parking spaces and curb ramps are provided at the public use or common use facility.

    1110A.2 Signs. At every primary public entrance and at every major junction where the accessible route diverges from the circulation path along or leading to an accessible route, entrance or facility, there shall be a sign displaying the “International Symbol of

    Accessibility.” Signs shall indicate the direction to accessible building entrances and facilities and shall comply with the requirements found in Section 1143A.

    11B- 216.4.2 Areas of refuge and exterior areas for assisted rescue. Signs required by Chapter 10, Section 1009.11 to provide instructions in areas of refuge shall comply with Section 11B- 703.5 . Signs required by Chapter 10, Section 1009.9 at doors to areas of refuge and exterior areas for assisted rescue shall comply with Sections 11B-703.1, 11B-703.2, 11B-703.3 and 11B-703.5 and include an International Symbol of Accessibility complying with Section 11B-703.7.2.1.

    11B- 216.4.3 Directional signs. Signs required by Chapter 10, Section 1009.10 to provide directions to accessible means of egress shall comply with Section 11B- 703.5.

    11B-216.4.4 Delayed egress locks. Signs required by Chapter 10, Section 1010.2.13.1, Item 6.4 at doors with delayed egress locks shall comply with Sections 11B-703.1, 11B-703.2, 11B-703.3 and 11B-703.5.

    11B- 216.5 Parking and electric vehicle charging facilities. Signs identifying parking spaces and signs within parking facilities shall comply with Section 11B-216.5.     11B-216.5.1 Parking spaces. Parking spaces complying with Section 11B- 502 shall be identified by signs complying with Sections 11B- 502.6 and 11B-502.8.

    11B- 216.6 Entrances. In existing buildings and facilities where not all entrances comply with Section 11B- 404, entrances complying with Section 11B -404 shall be identified by the International Symbol of Accessibility complying with Section 11B- 703.7.2.1. Directional signs complying with Section 11B-703.5 that indicate the location of the nearest entrance complying with Section 11B-404 shall be provided at _entrances that do not comply with Section 11B-404.

  • CBC § 1009.8.1.1 Medium relevance — show source text

    1009.8.1.1 Visible communication method. [DSA-AC and HCD 1-AC] A button complying with Section 1138A.4 or Sections 11B- 205 and 11B-309 in the area of refuge shall activate both a light in the area of refuge indicating that rescue has been requested and a light at the central control point indicating that rescue is being requested. A button at the central control point shall acti- vate both a light at the central control point and a light in the area of refuge indicating that the request has been received.

    1009.8.2 Directions. Directions for the use of the two-way communication system, instructions for summoning assistance via the two-way communication system and written identification of the location shall be posted adjacent to the two-way communication system. Signage shall comply with Chapter 11A, Section 1143A or Chapter 11B, Section 11B-703.5 requirements for visual characters.

    1009.9 Signage. Signage indicating special accessibility provisions shall be provided as shown:

    1. Each door providing access to an area of refuge from an adjacent floor area shall be identified by a sign stating, “AREA OF REFUGE.”

    2. Each door providing access to an exterior area for assisted rescue shall be identified by a sign stating, “EXTERIOR AREA FOR ASSISTED RESCUE.”

    Signage shall comply with Chapter 11A, Section 1143A and Chapter 11B, Section 11B-703.5, as applicable, requirements for visual characters and include the International Symbol of Accessibility. Where exit sign illumination is required by Section 1013.3, the signs shall be illuminated. Additionally, visual characters, raised character and braille signage complying with Chapter 11A, Section 1143A or Chapter 11B, Sections 11B-703.1, 11B-703.2, 11B-703.3 and 11B-703.5 shall be located at each door to an area of refuge and exterior area for assisted rescue in accordance with Section 1013.4. The International Symbol of Accessibility shall comply with Chapter 11A, Section 1143A or Chapter 11B, Section 11B-703.7.2.1.

    1009.10 Directional signage. Directional signage complying with Chapter 11B, Section 11B-703.5 indicating the location of all other means of egress and which of those are accessible means of egress shall be provided at the following:

    1. At exits serving a required accessible space but not providing an approved accessible means of egress.
    2. At elevator landings.
    3. Within areas of refuge.

    1009.11 Instructions. In areas of refuge, exterior areas for assisted rescue and locations required to provide two-way communications systems complying with Section 1009.8, instructions on the use of the area under emergency conditions shall be posted.

    MEANS OF EGRESS

    Signage shall comply with the Chapter 11A, Section 1143A or Chapter 11B, Section 11B-703.5 requirements for visual characters. The instructions shall include all of the following:

    1. Persons able to use the exit stairway do so as soon as possible, unless they are assisting others.
    2. Information on planned availability of assistance in the use of stairs or supervised operation of elevators and how to summon such assistance.

    SECTION 1117A—GENERAL REQUIREMENTS FOR ACCESSIBLE ENTRANCES, EXITS, INTERIOR ROUTES OF TRAVEL AND FACILITY ACCESSIBILITY

    Note: In addition to provisions of this division, interior routes of travel that provide access to, or egress from, buildings for persons with disabilities shall also comply with Chapter 10.

    1117A.1 General. When buildings are required to be accessible, building facilities shall be accessible as provided in this division. Where specific floors of a building are required to be accessible, the requirements of this division shall apply only to the facilities located on accessible floors.

    1117A.2 Primary entrances and exterior exit doors. All primary entrances and exterior ground floor exit doors to buildings and facili- ties on accessible routes shall be accessible to persons with disabilities.

    1117A.3 Separate dwelling unit entrances. When a ground-floor dwelling unit of a building has a separate entrance, each such ground-floor dwelling unit shall be served by an accessible route, except where the terrain or unusual characteristics of the site prohibit an accessible route (see Section 1150A for site impracticality tests).

    1117A.4 Multiple entrances. Only one entrance to covered multifamily buildings is required to be accessible to any one ground floor of a building, except in cases where an individual dwelling unit has a separate exterior entrance. Where the building contains clusters of dwelling units with each cluster sharing a different exterior entrance, more than one entrance may be required to be accessible, as determined by analysis of the site. In every case, the accessible entrance shall be on an accessible route to the covered dwelling units it

    serves.

    1117A.5 Entrances from parking structures, tunnels or elevated walkways. Where direct access for pedestrians is provided from a parking structure to a building or facility, each direct access to the building or facility entrance shall be accessible.

    Where direct access for pedestrians is provided from a pedestrian tunnel or elevated walkway to a building or facility, all entrances to the building or facility from each tunnel or walkway shall be accessible.

    1118A.1 General. Including but not limited to the requirements contained in this chapter for accessible routes, signage and emergency warning systems in buildings or portions of buildings required to be accessible shall be provided with accessible means of egress as required by Chapter 10.

    SECTION 1119A—INTERIOR ACCESSIBLE ROUTES

    1119A.1 General. When a building or portion of a building is required to be accessible or adaptable, an accessible route shall be provided to all portions of the building, accessible building entrances and to covered multifamily dwelling units. The accessible route shall, to the maximum extent feasible, coincide with the route for the general public and other building residents. Accessible routes shall not pass through kitchens, storage rooms, restrooms, closets or other spaces used for similar purposes except within an individual dwell- ing unit.

    Interior accessible routes shall be provided as follows:

    1. Where more than one route of travel is provided, all routes shall be accessible.

    2. At least one accessible route shall connect accessible building or facility entrances with all accessible spaces, elements and covered multifamily dwelling units.

    3. An accessible route shall connect at least one accessible primary entrance of each covered multifamily dwelling unit with inte- rior and exterior spaces and facilities that serve the unit.

    4. Where elevators are provided for vertical access, all elevators shall be accessible.

    HOUSING ACCESSIBILITY

    1119A.2 Floor and ground surfaces. Floor and ground surfaces shall be stable, firm and slip resistant. If carpet or carpet tile is used in a common use area or public use area on a ground or floor surface, it shall have firm backing or no backing. Carpet or carpet tile shall have a level loop, textured loop, level cut pile or level cut/uncut pile texture. The maximum pile height shall be [1] / 2 inch (12.7 mm). Exposed edges of carpet shall be fastened to floor surfaces and have trim along the entire length of the exposed edge. Carpet edge trim shall comply with Section 1121A requirements for changes in level.

    1119A.2.1 Recessed doormats. Recessed doormats shall be adequately anchored to prevent interference with wheelchair traffic.

    1119A.3 Widths. Interior accessible routes serving an occupant load of 10 or more shall not be less than 44 inches (1118 mm) in width. Interior accessible routes serving an occupant load of less than 10 shall not be less than 36 inches (914 mm) in width.

    If a person in a wheelchair must make a turn around a corner or an obstruction, the minimum clear width of the accessible route shall be as specified in Section 1138A.1.5.

    1119A.4 Interior accessible routes over 200 feet. Interior accessible routes that exceed 200 feet (60 960 mm) in length shall comply with Section 1138A.1.2. (See Figure 11A-1L.)

    1119A.5 Changes in elevation. Interior accessible routes which have changes in elevation shall be transitioned and comply with Sections 1121A or 1122A.

    1009.10 Directional signage. Directional signage complying with Chapter 11B, Section 11B-703.5 indicating the location of all other means of egress and which of those are accessible means of egress shall be provided at the following:

    3. Within areas of refuge.

    1009.11 Instructions. In areas of refuge, exterior areas for assisted rescue and locations required to provide two-way communications systems complying with Section 1009.8, instructions on the use of the area under emergency conditions shall be posted.

    MEANS OF EGRESS

    Signage shall comply with the Chapter 11A, Section 1143A or Chapter 11B, Section 11B-703.5 requirements for visual characters. The instructions shall include all of the following:

    1. Persons able to use the exit stairway do so as soon as possible, unless they are assisting others.

    2. Information on planned availability of assistance in the use of stairs or supervised operation of elevators and how to summon such assistance.

    3. Directions for use of the two-way communication system where provided.

    1009.12 Alarms/emergency warning systems/two-way communication systems. Required emergency warning systems shall activate a means of warning the hearing impaired. Emergency warning systems provided as part of the fire-alarm system and two-way communica- tion systems required by Chapter 10 shall be designed and installed in accordance with NFPA 72 as amended in Chapter 35.

    SECTION 1010—DOORS, GATES AND TURNSTILES

    [DSA-AC] In addition to the requirements of this section, means of egress, which provide access to, or egress from, buildings or facilities where accessibility is required for applications listed in Section 1.9.1 regulated by the Division of the State Architect—Access Compliance, shall also comply with Chapter 11A or Chapter 11B, Sections 11B-206.5 and 11B-404, as applicable.

    1010.1 General. Doors in the means of egress shall comply with the requirements of Sections 1010.1.1 through 1010.3.4. Exterior exit doors shall also comply with the requirements of Section 1022.2. Gates in the means of egress shall comply with the requirements of Sections 1010.4 and 1010.4.1. Turnstiles in the means of egress shall comply with the requirements of Sections 1010.5 through 1010.5.4.

    Doors, gates and turnstiles provided for egress purposes in numbers greater than required by this code shall comply with the requirements of this section.

    Doors in the means of egress shall be readily distinguishable from the adjacent construction and finishes such that the doors are easily recognizable as doors. Mirrors or similar reflecting materials shall not be used on means of egress doors. Means of egress doors shall not be concealed by curtains, drapes, decorations or similar materials.

    1010.1.1 Size of doors. The required capacity of each door opening shall be sufficient for the occupant load thereof and shall provide a minimum clear opening width of 32 inches (813 mm).

The symbol shall consist of a white figure on a blue background. The color blue shall approximate FS 15090 in Federal Standard 595C. A border may be provided inside or outside of the minimum required International Symbol of Accessibility dimension.

    Exceptions:

    1. The appropriate enforcement agency may approve other colors provided the symbol contrast is light on dark or dark on light.

    1224.4.4.6.1 Clean supply room. If the room is used only for storage and holding as part of a system for distribution of clean and sterile materials, the work counter or a handwashing station may be omitted.

    1224.4.4.7 Soiled utility/workroom. The soiled workroom or soiled holding room shall be separate from and have no connection with either clean workrooms or clean supply rooms.     1224.4.4.8 Toilet rooms. Separate toilet rooms shall be provided for the use of patients, staff and public.

    1224.4.4.8.1 Staff toilets. The number of staff toilets provided in a health facility shall comply with the requirements of the Cali- fornia Plumbing Code, Table 4-2. When staff toilet rooms are required to be dedicated to a specific Service Space, the number of staff toilet rooms provided under the California Plumbing Code shall be based on the number of staff within the specific Service Space served. Satellite service spaces do not require dedicated toilet rooms.

    1224.4.4.8.2 Signage. When provided, single-user toilets shall include a door-mounted geometric symbol, as identified in Section 11B-703.7.2.6.3, Unisex toilet and bathing facilities and wall signage designating use for patients, staff or public. When existing toilet rooms are not compliant with Section 11B-603, Toilet and bathing rooms, directional signage in compliance with Section 11B-216.8, Toilet rooms and bathing rooms, shall also be provided.

    Exception: Patient toilet rooms accessed directly from patient bedrooms are not required to include signage.

    1224.4.5 Outpatient waiting rooms. Waiting rooms for outpatients shall provide a seating area and space for wheelchairs and have public corridor access. Public toilets, drinking fountains and telephones shall be readily accessible.

    Note: One waiting area may serve more than one department or service.

    1224.4.5.1 Outpatient access. Outpatient access to services shall not traverse a nursing unit.

    1224.4.6 Miscellaneous requirements.

    1224.4.6.1 Station outlets. Station outlets for oxygen, vacuum and medical air shall comply with Table 1224.4.6.1.

    1224.4.6.2 Gas and vacuum systems. The design, installation and testing of medical gas and vacuum systems shall conform to Table 1224.4.6.1 and NFPA 99.

    1224.4.6.3 Hyperbaric facilities. The design and construction of hyperbaric facilities shall conform to NFPA 99; Health Care Facil- ities and Section 1224.39.5.

    11B- 703.4.2 Location. Where a tactile sign is provided at a door, the sign shall be located alongside the door at the latch side. Where a tactile sign is provided at double doors with two active leafs, the sign shall be located to the right of the right hand door. Where there is no wall space at the latch side of a single door or at the right side of double doors, signs shall be located on the nearest adjacent wall.     [BE] 1009.7.4 Stairways. S tairways that are part of the means of egress for the exterior area for assisted rescue shall provide a minimum clear width of 48 inches (1219 mm) between handrails. Exception: The minimum clear width of 48 inches (1219 mm) between handrails is not required at stairways serving buildings equipped throughout with an automatic sprinkler system installed in accordance with Section 903.3.1.1 or 903.3.1.2.

    [BE] 1009.8 Two-way communication. A two-way communication system complying with Sections 1009.8.1 and 1009.8.2 shall be provided at the landing serving each elevator or bank of elevators on each accessible floor that is one or more stories above or below the level of exit discharge. Exceptions:

    1. Two-way communication systems are not required at the landing serving each elevator or bank of elevators where the two-way communication system is provided within areas of refuge in accordance with Section 1009.6.5.

    2. Two-way communication systems are not required on floors provided with ramps conforming to the provisions of Section 1012.

    3. Two-way communication systems are not required at the landings serving only service elevators that are not designated as part of the accessible means of egress or serve as part of the required accessible route into a facility.

    4. Two-way communication systems are not required at the landings serving only freight elevators.

    5. Two-way communication systems are not required at the landing serving a private residence elevator.

    6. Two-way communication systems are not required in Group I-2 or I-3 facilities.

    [BE] 1009.8.1 System requirements. Two-way communication systems shall provide communication between each required location and the fire command center or a central control point location approved by the fire department. Where the central control point is not a constantly attended location, the two-way communication system shall have a timed automatic telephone dial-out capability that provides two-way communication with an approved supervising station or emergency services. The twoway communication system shall include both audible and visible signals. Systems shall be listed in accordance with UL 2525 and installed in accordance with NFPA 72.

    [BE] 1009.8.2 Directions. Directions for the use of the two-way communication system, instructions for summoning assistance via the two-way communication system and written identification of the location shall be posted adjacent to the two-way communication system. Signage shall comply with Chapter 11A, Section 1143A of the California Building Code requirements for visual characters.

    [BE] 1009.9 Signage. Signage indicating special accessibility provisions shall be provided as shown:

    1. Each door providing access to an area of refuge from an adjacent floor area shall be identified by a sign stating: “AREA OF REFUGE.”

    2. Each door providing access to an exterior area for assisted rescue shall be identified by a sign stating: “EXTERIOR AREA FOR ASSISTED RESCUE.”

    Signage shall comply with the ICC A117.1 requirements for visual characters and include the International Symbol of Accessibility. Where exit sign illumination is required by Section 1013.3, the signs shall be illuminated. Additionally, visual characters, raised character and braille signage complying with ICC A117.1 shall be located at each door to an area of refuge and exterior area for assisted rescue in accordance with Section 1013.4.

    11B- 703.4.2 Location. Where a tactile sign is provided at a door, the sign shall be located alongside the door at the latch side. Where a tactile sign is provided at double doors with one active leaf, the sign shall be located on the inactive leaf. Where a tactile sign is provided at double doors with two active leafs, the sign shall be located to the right of the right hand door. Where there is no wall space at the latch side of a single door or at the right side of double doors, signs shall be located on the nearest adjacent wall. Signs containing tactile characters shall be located so that a clear floor space of 18 inches ( 457 mm) minimum by 18 inches ( 457 mm) minimum, centered on the tactile characters, is provided beyond the arc of any door swing between the closed position and 45 degree open position. Where provided, signs identifying permanent rooms and spaces shall be located at the entrance to, and outside of the room or space. Where provided, signs identifying exits shall be located at the exit door when approached in the direction of egress travel.

    Exception: In alterations where sign installation locations identified in Section 11B-703.4.2 are obstructed or otherwise unavail- able for sign installation, signs with tactile characters shall be permitted on the push side of doors with closers and without hold- open devices.

    11B- 703.5 Visual characters. Visual characters shall comply with Section 11B- 703.5.

    Exception: Where visual characters comply with Section 11B- 703.2 and are accompanied by Braille complying with Section 11B- 703.3, they shall not be required to comply with Sections 11B- 703.5.2 through 11B-703.5.6, 11B-703.5.8 and 11B-703.5.9.

    11B- 703.5.1 Finish and contrast. Characters and their background shall have a non-glare finish. Characters shall contrast with their background with either light characters on a dark background or dark characters on a light background.

    11B- 703.5.2 Case. Characters shall be uppercase or lowercase or a combination of both.

    11B- 703.5.3 Style. Characters shall be conventional in form. Characters shall not be italic, oblique, script, highly decorative or of other unusual forms.

    11B- 703.5.4 Character proportions. Characters shall be selected from fonts where the width of the uppercase letter “O” is 60 percent minimum and 110 percent maximum of the height of the uppercase letter “I”.

    11B- 703.5.5 Character height. Minimum character height shall comply with Table 11B-703.5.5. Viewing distance shall be measured as the horizontal distance between the character and an obstruction preventing further approach towards the sign. Character height shall be based on the uppercase letter “I”.

Frequently asked questions

Do directional signs pointing to an accessible entrance need Braille or tactile characters?

Not normally — directional signs required by § 11B‑216 reference § 11B‑703.5 (visual character rules). Tactile/Braille mounting requirements apply where tactile signs are required under §§ 11B‑703.1–11B‑703.4; permanent room identification may require tactile text while simple directional signs typically do not.

What color must the International Symbol of Accessibility be?

The ISA is specified as a white figure on a blue background approximating Federal Standard FS 15090; other colors may be approved by the enforcement agency only if the symbol remains light‑on‑dark or dark‑on‑light. (§ 11B‑703.7.2.1).

How high should the toilet geometric symbol be mounted?

Geometric toilet/bathing symbols must be mounted with their centerline at 58 in. minimum and 60 in. maximum above the finish floor; when a door is present the symbol should be within 1 in. of the door’s vertical centerline (§ 11B‑703.7.2.6).

If I use a pictogram to show “toilet,” do I still need text?

Yes. Pictograms must have a text descriptor located directly below the pictogram field; the pictogram field must be at least 6 in. high (§ 11B‑703.6.1‑.6.3).

Are there any allowances for different symbol sizes in detention facilities?

Yes — the CBC provides exceptions for certain dimensions (for example, the 1/4 in. thickness requirement for geometric symbols may be relaxed within secure perimeters of detention and correctional facilities) — see the exception language in § 11B‑703.7.2.6 subsections.
