3.35.010. - Purpose.¶
The Yuba County Board of Supervisors, being concerned with the safety of County employees and the cost of accidents and personal injury, hereby establishes a Risk Management program and designates the Personnel Director as the Risk Manager with the responsibility of developing and implementing the Risk Management program.

3.35.020. - Risk Management Program.¶
The Risk Management Program of Yuba County shall consist of:
(1) Safety and accident prevention programs;
(2) The administration and management of self-insurance and excess-insurance programs;
(3) The investigation and review of job accidents and injuries to foster prevention; determine the extent of injury or disability; and ascertain liability; and
(4) The maintenance of records, reports, manuals and standards related to the various aspects of risk management.

3.35.030. - Duties of Risk Manager.¶
(1) Develop and recommend general safety policies to the Board.
(2) Study and review safety problems, work sites and accident scenes.
(3) Develop and implement or advise on implementation of safety programs and procedures.
(4) Administer and coordinate the County's self-insured programs.
(5) Administer the County's excess insurance programs.
(6) Evaluate policies and programs designed to provide a high level of safety.
(7) Plan, coordinate and conduct safety training programs.
(8) Prepare, analyze, maintain and disseminate injury and disability statistics and information.
(9) Quarterly submit report to the Board of Supervisors and County Administrator regarding the status of the Risk Management Program.

3.35.040. - Rules and regulations.¶
Rules and regulations which may be implemented as part of this Risk Management program shall be approved by the Board.

3.35.050. - Severability.¶
If any section, subsection, sentence, clause, phrase, provision or portion of this Chapter, or the application thereof to any person or circumstances, is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions or provisions of this Chapter, or their applicability to distinguishable situations or circumstances. In enacting this Chapter, it is the desire of the Board of Supervisors to validly regulate to the full measure of its legal authority in the public interest, and to that end, the Board of Supervisors declares that it would have adopted this Chapter and each section, subsection, sentence, clause, phrase, provision, or portion thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses, phrases or portions thereof might be declared invalid or unconstitutional in whole or in part, as applied to any particular situation or circumstances, and to this end the provisions of this Chapter are intended to be severable.
