Sec. 2-10.01. - Creation/membership.

The City of Yuba City Senior Commission is hereby established. It shall be composed of five members confirmed by the City Council. The City Council may choose to appoint one alternate member to the Commission, who would serve normally as a non-voting member. In the absence of a regular member of the Commission, the alternate member shall take the absent individual's seat and have the right to vote. All members of the Senior Commission shall reside within the City of Yuba City. The Community Services Director, or his/her designee shall be an ex officio member and shall serve as Secretary of the Commission.

It is the intent of the City Council that a diversified group of senior citizens be appointed to the Commission. In that regard, every effort will be made to select Commissioners who represent a broad section of views related to the planning and implementation of City programs designated to address the needs of the aged population.

Sec. 2-10.02. - Term of office.

The terms of members of the Senior Commission shall be four years.

The anniversary date for all appointments shall be February 28 th of any year. The two current Commissioners whose terms expire on December 31, 2019 will be extended to February 28, 2020. The three Commissioners whose terms expire on December 31, 2021 will be extended to February 28, 2022.

The terms of office set forth in this section shall not be deemed arbitrary. Members of the Senior Commission serve at the pleasure of the City Council and may be removed without cause. Council may so order and appoint a successor for the unexpired term of office of the removed member. Should a vacancy occur during the term of a regular member of the Commission, it is the City Council's expectation that the alternate member will be appointed to complete the unexpired term of the vacant position. Any Commissioner appointed to succeed a vacated seat on the Commission shall be appointed for the unexpired portion of the term of their predecessor. Vacancies on the Commission shall be filled in the same manner as appointments for the unexpired term of office.

Council may establish by resolution appropriate service requirements, criteria and attendance standards governing service on the Planning Commission. Selection shall reflect as nearly as possible the diverse demographic characteristics of the population of Yuba City. Commissioners are expected to attend all Commission meetings.

Sec. 2-10.03. - Powers and duties.

The Senior Commission shall act in an advisory capacity to the City Council, City Manager and the Parks and Recreation Director in all matters pertaining to the elderly and all general matters concerning issues related to the planning and implementation of City programs designed to address the needs of the aged population. The Commission shall examine and evaluate programs and services provided by the City targeted to the elderly. The Commission shall recommend general policies concerning recreational programs, specific areas of need and longer-term provision of service targeted to the elderly. The Commission may recommend procurement of grants and other similar programs of financial assistance to further programs and services for the elderly. The Commission may advise the City on issues related to the aging population including the activities and programs operated by the City, i.e., the Senior Center, housing issues, health and safety issues, etc. The Parks and Recreation Director shall provide guidance to the Commission to insure that programs and/or projects that the Commission has an interest in are within the policies, programs, and scope of services that the City provides.

Sec. 2-10.04. - Officers.

(a) The Commission shall choose one of its members to serve as Chairperson and one of its members as Vice-Chair. The Chair and Vice-Chair shall be elected each calendar year at the first meeting following January 1. The Chairperson shall preside at all meetings, submit all motions to vote and in general do all things ordinarily required of a Chairperson. The Vice-Chair shall assume the duties of the Chairperson in his/her absence.

(b) The Secretary shall take and keep the minutes of all the meetings and provide information and assistance to the Commission. Copies of the minutes shall be submitted to the City Council for review.

Sec. 2-10.05. - Procedures.

The Commission shall hold regular meetings throughout the calendar year no less than quarterly.

The Senior Commission may adopt rules of procedure, determine the order of business for its meetings, time and place and conduct of its members. Three members of the Senior Commission shall constitute a quorum for the transaction of business.
