Sec. 8-9.01. - Impact analysis.
Projects under discretionary review by the City shall be subject to analysis of potential environmental impacts in accord with the California Environmental Quality Act and administrative procedures adopted pursuant thereto. For the purpose of such analysis the Planning Director is appointed Environmental Control Officer for the City of Yuba City.

Sec. 8-9.02. - Private projects. ¶
Private projects to be reviewed by the City, including tentative subdivision and parcel maps, use permits, variances, zone changes, text changes, condominium conversions, planned unit and General Plan amendments shall be subject to environmental analysis. Such analysis shall be accomplished by consideration of an initial study to be filled with all such applications unless the same project has previously been analyzed or declared categorically exempt from review. The initial study shall be provided on a form prescribed by the Planning Department.

Sec. 8-9.03. - Fees. ¶
The City Council shall establish by resolution, and may amend and revise from time to time, fees for processing the various applications authorized or required by this title. All fees shall be paid at the time an application is filed, and no processing shall commence until the fee is paid in full.
