§ 5.36.010. Definitions.¶
For the purposes of this chapter, the following definitions apply:
The term "person"
includes individuals, firms, companies, associations, organizations, partnerships and corporations.
The term "private patrol operator"
means any person who for any consideration whatsoever agrees to furnish, or furnishes, or agrees to serve as, or serves as, a watchman, guard, patrolperson or other person to protect persons or property, or to prevent the theft or unlawful taking of any goods, money or property of any kind, as that term is defined in the Private Security Services Act, California Business and Professions Code Section 7580 et seq.
The term "street patrolperson"
means any person who is an employee of a private patrol operator who performs the functions as described in Section 5.36.010(B) by street patrol service utilizing foot patrol, motor patrol, or other means of transportation in public areas, streets or public thoroughfares in order to serve multiple customers.

§ 5.36.020. Registration required.¶
All private patrol operators and their employees shall register with the City before performing any private patrol services within the City by providing the following information to the City Manager:
A. Their name;
B. A copy of their state identification card; and
C. A copy of their state license to perform private patrol services.
D. A photograph, taken in uniform within one year from the date of the City's request.

§ 5.36.030. Uniforms.¶
The style of uniforms worn by private patrol operators must be approved by the Chief of Police as such uniforms must be clearly distinguishable from the uniforms of the Police Department. The uniforms shall be deemed to be clearly distinguishable if such uniforms are different in color from the uniforms of the Police Department and do not contain any badges, cap shields, patches, or other markings which are approximately the same as those on the uniforms of the Police Department.

§ 5.36.040. Vehicles.¶
The vehicles used by private patrol operators must be approved by the Chief of Police as such vehicles must be clearly distinguishable from those of the Police Department. The vehicles used shall be deemed to be clearly distinguishable if such vehicles are different in color and do not contain insignia or other markings which are approximately the same size, shape, and color of those on vehicles used by the Police Department.

§ 5.36.050. Allocation of territory.¶
The City may designate the portions of the City within which the activities of any street patrolperson shall be confined. Such designation, if made, will be made by the Chief of Police.
