§ 8.04.210. Fees—General.¶
It is the purpose of this chapter to provide for the recovery of costs from users of the WPCF for the implementation of the programs established in this chapter. Except as provided in Section 8.04.230, all users shall pay to the City a monthly sewer service charge as established from time to time by the City Council.

§ 8.04.220. Charges and fees.¶
In addition to the monthly sewer service charge, the City may, from time to time, adopt charges and fees to recoup the cost of administering this chapter. These fees may include:
A. Monthly service fees for reimbursement of the cost of setting up and operating the IPP and PPP;
B. Fees for monitoring, inspections, and surveillance procedures, including the cost of collection and analysis of a user's discharge, and reviewing monitoring reports submitted by users;
C. Fees for reviewing spill and slug control plans and construction of facilities, and responding to spill or slug discharge incidents;
D. Fees for filing appeals and other enforcement actions;
E. Fees for permit applications, including the cost of processing such applications;
F. Fees for the cost of stenographic recordation of testimony and preparation of transcripts in any proceeding taken under this chapter;
G. Fees for consistent removal (by the City) of pollutants otherwise subject to pretreatment standards; or
H. Other fees as the City may deem necessary to carry out the requirements contained in this chapter.

§ 8.04.230. Special contracts.¶
By special contract between the City and any industrial user, industrial wastewater of unusual strength, composition or quantity may be accepted by the City for treatment at a charge fixed by such contract. The City may enter into and perform such special contracts, not to exceed a term of five years, with any industrial user, for the provision and operation by the City of sewage facilities to accept discharges of industrial wastewater by the industrial user and the payment, periodically or otherwise, by the industrial user to the City of amounts sufficient to compensate the City for such portion of the cost of providing, operating, and maintaining the sewage facilities serving such industrial user as the City Council shall determine. Nothing contained in this section shall be construed to exempt any industrial user from any of the provisions of Article 4 which shall be in effect at the time when any special contract executed pursuant to this section shall become effective. Any contract executed pursuant to this section may contain as a part thereof the terms and conditions of a permit issued in accordance with Article 4.

§ 8.04.240. Monthly charges.¶
In addition to any other fees or charges imposed by this chapter or by law, the following monthly charges shall be paid by all users of the WPCF. The City Council may modify or amend these charges by resolution:
