5.28.010 - Pawnbroker defined.¶
Every person engaged in the business of a receiving goods in pledge as security for a loan, is a pawnbroker within the meaning of this chapter.

5.28.020 - License requirement.¶
A. Each person doing business as a pawnbroker or secondhand dealer shall have a license to engage in such business as provided in Chapter 3, of Division 8 of the California Financial Code commencing with Section 21300 et seq.
B. Each person doing business as a pawnbroker or secondhand dealer within the city shall also have a city business license to engage in such activity duly issued by the city.

5.28.030 - Compliance with Business and Professions Code required.¶
Each person doing business as a pawnbroker or secondhand dealer shall comply with the holding and reporting requirements for retaining property as prescribed in Chapter 9, of Division 8 of the California Business and Professions Code, Sections 21628, 21630, 21631 and 21636, and California Financial Code, Section 21208.

5.28.040 - Time limits for daily operation.¶
No pawnbroker and no person employed by any pawnbroker shall accept any item in pawn, nor make any loan of any item of personal property except between the hours of eight a.m. and seven p.m. of any day.

5.28.050 - Minors.¶
It is unlawful for any pawnbroker to receive on any pretext whatsoever, any article or thing from any minor under the age of eighteen (18) years and/or to receive from any minor under the age of sixteen (16) years any junk, metal, mechanical tools or implements.

5.28.060 - Place of business restricted.¶
If any person conducts the business of pawnbroker in any room or building wherein another business is conducted, the room, place or space where the business of pawnbroker is conducted shall be separate from the room, place or space where the other business is conducted. In the event the business of pawnbroker is conducted in the same room that another is conducted or maintained, it shall be enclosed by either a permanent partition, screen or some other suitable material with a height of at least seven feet and the room, place or space wherein the business of pawnbroker is conducted and during the times when the business of pawnbroker is to be closed, shall have and keep displayed on the other side of the partition, screen or other suitable material, a sign bearing the following inscription: "Loan Office Closed." This sign shall be in letters of not less than four inches in height and shall be kept in a conspicuous place.
