12.04.010 - Datum plane established.¶
The level or datum plane of all grades, levels and elevations of the city is established at a point in the northeast corner of Section 25, Township 17 South, Range 26 East, Mount Diablo Base and Meridian, which is twenty (20) feet south and forty (40) feet west of an existing road junction, said point being the top of an iron post stamped "30 M 1923 P.T. 60 S" and set by the United States Department of Interior Geological Survey, which point shall have an elevation of 453.33 feet.
All grades, levels and elevations of the city shall refer to the above established datum plane.

12.04.020 - Preference to employ local residents.¶
A. In the performance of any public work by the city, the expense of which is payable by the city or out of money deposited in the treasury of the city, preference in the performance of labor in connection with such public work shall be given to persons who are bona fide residents of the city.
B. In the letting of any contracts for the performance of public work for the city, the expense of which is payable by the city or out of money deposited in the treasury of the city, preference in the letting of such contract shall be given to persons who are bona fide residents of the city, insofar as the law applicable to the letting of such contract allows.
C. Preference in the purchase of public supplies shall be given to businesses operated in the city, insofar as the law allows.
