Willits Municipal Code Ch. 4.08 Public Utility Fee

For the purposes of this chapter, the following words and/or phrases shall have the following meaning:

"Annual" means a period of twelve calendar months beginning on the first day of July of each year and ending on the thirtieth day of June of the following year.

"City" means the city of Willits.

"Public utility" means the water, sewer, and landfill enterprises or departments owned and/or operated by the city.

"User fees" means all charges by a public utility for providing services to customers.

Every public utility shall pay to the city a utility fee. The amount of the fee shall be a percentage of the annual user fees of the public utility as established from time to time by the city council by resolution.

At least annually, the city finance director shall compute the amount of the utility fee due to the city from each of the public utilities and shall cause the amount due to be transferred from each of the public utilities' enterprise funds maintained by the city to the credit of the city's general fund.
