13.10.010 - General supervision.

All parks in the city shall be operated and maintained under the supervision of the director of public works who shall perform his duties subject to the supervision of the recreation commission and city council.

13.10.020 - "Parks" description.

As used herein the term "park" shall include those areas within the city of Williams referred to as Redinger Park which is bounded on the west by 9th Street and east by the alley running from F Street to G Street and the old Museum or Gym Park bounded on the west by Venice Boulevard on the north by the Williams Museum and including the tennis courts and on the south by the Westgate Subdivision and on the east by the Mussetter hedge and property line.

13.10.030 - Hours of park operation.

Parks shall be open daily to the public during the hours of five a.m. to eleven p.m. of any one day, and it shall be unlawful for any person or persons, firm or corporation (other than city personnel conducting city business therein or with written authorization from the city clerk or public works director and approved by the chief of police) to occupy or be present in said park during any hours in which the park is not open to the public, unless prior written permission is obtained as described above or from the city council.

All tennis courts shall be open to the public from four a.m. to twelve p.m. except as limited by the curfew ordinance of the city.

Any section, or part of the park, may be declared closed to the public by the park superintendent at any time and for any interval of time, either temporarily or at regular or stated intervals.

13.10.040 - Requirements concerning use.

Each person, firm or corporation using the public parks and grounds shall clean up all debris, extinguish all fires where fires are permitted and leave the premises in good order, and the facilities in a neat, clean and sanitary condition.

13.10.050 - Prohibited acts.

It shall be unlawful for any person, firm or corporation using the parks to either perform or permit to be performed any of the following acts:

A. Wilfully mark, deface, disfigure, injure, tamper with, or displace or remove any building, bridges, tables, benches, fireplaces, railings, paving or paving material, water lines or other public utilities or parts or appurtenances thereof, signs, notices or placards whether temporary or permanent, monuments, stakes, posts, or other boundary markers, or other structures or equipment, facilities or park property or appurtenances whatsoever, either real or personal.

B. Bring, dump, deposit or leave any bottles, broken glass, ashes, paper, boxes, cans, dirt, rubbish, waste, garbage or refuse; or other trash. All glass beverage containers are prohibited in or upon park areas. No such refuse or trash shall be placed in any waters in or contiguous to any park, or left anywhere on the grounds thereof, but shall be placed in the proper receptacles where these are provided; where receptacles are not so provided, all such rubbish or waste shall be carried away from the park by the person responsible for its presence, and properly disposed of elsewhere.

C. Disturb the peace by use of loud noise or abusive conduct.

D. Endanger the safety of any person by any conduct or act.

E. Commit any assault, battery, or engage in fighting.

F. Violate any rule for the use of the park made or approved by the park commissioners or city council.

G. Prevent any person from using any park, or any of its facilities, or interfere with such use in compliance with this chapter and the rules applicable to such use.

H. All overnight camping is prohibited.

I. Play or bet at or against any game in a park, which game is played, conducted, dealt, or carried on with cards, dice, or other device, for money, chips, shells, credit, or any other thing of or redeemable for value.

J. Smoking of tobacco products is prohibited.

13.10.060 - Group activity.

Whenever any group, association or organization desires to use said park facilities for a particular purpose, such as, picnics, parties or theatrical or entertainment performances, a representative of said group, association or organization shall first obtain a permit from the chief of police for such purposes. The city council may adopt an application form to be used by the chief of police for such situations.

The chief of police shall grant the application if it appears that the group, association or organization will not interfere with the general use of the park by the individual members of the public and if the group, association or organization meets all other conditions contained in the application. The application may contain a requirement for an indemnity bond to protect the city from any liability of any kind or character and to protect city property from damage.

13.10.070 - Picnic areas—Use.

No person in a park shall picnic or lunch in a place other than those designated for that purpose. Attendants shall have the authority to regulate the activities in such areas when necessary to prevent congestion and to secure the maximum use for the comfort and convenience of all. Visitors shall comply with any directions given to achieve this end.

No person in a park shall use any portion of the picnic areas or of any of the buildings or structures therein for the purpose of holding picnics to the exclusion of other persons nor shall any person use such area and facilities for an unreasonable time if the facilities are crowded.

13.10.080 - Vehicles restricted.

It shall be unlawful to drive or park any vehicle except on a street, driveway or parking lot in any park; or to park or leave any such vehicle in any place other than one established for public parking, except as authorized by the chief of police, director of public works or city council.

13.10.090 - Violation—Penalty.

It shall be unlawful and a misdemeanor for any person to violate this chapter, and each violation shall be punishable in accordance with Section 1.12.020 of this Code.

13.10.100 - Signs.

The director of public works is hereby authorized and directed to place and maintain appropriate signs giving notice of any restriction imposed by this chapter, including without limitation, signs regulating parking, prohibiting glass beverage containers and overnight camping.
