8.04.010 - Created—Membership—Appointment—Oath—Powers and duties generally.¶
There shall be and there is established a board of health for the city to consist of five persons, at least one of whom shall be a practicing physician and a graduate of some reputable school of medicine, and one, if practicable, a civil engineer. The members of the board shall be appointed by the board of trustees, and shall each take and subscribe the official oath and shall hold office during the pleasure of the board of trustees. The board of health shall perform such duties as are required by Section 3061 of the Political Code of the state of California, and by any ordinance of this city. All rules and regulations made or adopted by the board of health shall be published at least once in some newspaper published in the city, and shall take effect at the expiration of five days from the first publication thereof.

8.04.020 - Compensation—Secretary.¶
The members of the board of health shall receive no compensation, but shall be allowed their actual and necessary expenses incurred in the performance of their duties. The board shall appoint a secretary from their number, who shall keep a record of all their proceedings.

8.04.030 - State statutes made applicable.¶
The provisions of Sections 3023, 3024, 3028, 3033, 3034, 3045, 3046, 3047, and 3049, of the Political Code of the state of California, are made applicable to this city, changing the words "health officer," wherever they may occur, into the words "board of health," except in Section 3047; provided, that no money shall be expended or drawn from the city treasury, except upon the order of the board of trustees.
