13.24.010 - Restrictions during emergency.¶
Upon notice published in a daily paper in the city, the director of public works shall have the right to restrict the use of water for sprinkling, wetting, irrigation or construction purposes to such hours and for such time as may be deemed advisable. In the event of any emergency, the director of public works shall have the right, power and authority to turn off the water from any main or mains or pipes of the water system of the city with or without notice. The director of public works is enforced with power or authority to determine when an emergency exists and such discrimination shall be final or until revised at a meeting of the council. In addition to the power given in this section, the council reserves the right in the event of any emergency to turn off the water from any main or mains or pipes of the city either with or without notice and so long a time as the council may deem advisable.

13.24.020 - Supplying water to other consumers.¶
No consumer may supply water to any person other than the occupant or occupants of the premises of the consumer; provided, that the consumer may supply water to persons for use in the performance of any contract for the improvement of any street or other public place after having given notice to the water division, who shall issue no such permit to or for any person whose indebtedness to the city for water or damages to hydrants is delinquent, or who has on one or more occasions taken water from the distribution system of the city or from the pipes of consumers connected with the distributing system of the city without having given notice and received permission provided for in this chapter. No consumer shall permit leaks or waste of water.

13.24.030 - Unauthorized use or injury prohibited.¶
No person shall open a fire hydrant or hydrants, tap a water main or mains, or in any manner willfully damage or injure the city water system, or any part thereof, or take water therefrom or use the city water system in violation of the rules established by the city for the use of the water system, without the written permission of the director of public works.

13.24.040 - Tampering with equipment prohibited.¶
No person shall tap, open, connect with or otherwise tamper with any main, pipe, valve or any other equipment which forms part of the system of the waterworks of the city.

13.24.050 - Notice of disturbing system during construction required.¶
All persons who open, grade, regrade, fill, excavate or work a street shall give ten days' written notice to the director of public works for the removal or displacement of any water mains, pipes, fittings, meters or other waterworks materials that may interfere with the street work, and on failure to so furnish the notice any damage resulting from the failure shall be charged against the person responsible.
