12.12.010 - Permit—Required.¶
A. No person, firm, corporation or association shall hold, conduct, manage, participate in or carry on any parade, march or procession on any public street or alley in the city or beat any drum, gong, triangle or tambourine, or blow, use or play and wind or stringed musical instrument upon any public street or alley in the city unless such person, firm, corporation or association has first made a written application for and received from the parking and transportation commission of the city a permit, in writing, authorizing the person, firm, corporation or association so to do.
B. All applications for any such permit shall set forth the following information:
The route along which any such parade, march or procession proposed to travel;
The time of the proposed starting and termination of the same;
The names of the persons in control of the same or responsible therefor;
The purpose for which any such parade, march or procession is held;
The general character of the parade, the units marching or parading therein;
Such other information as the parking and transportation commission may require on a form of application to be furnished by the commission.

12.12.020 - Permit—Conditions of issuance.¶
The parking and transportation commission shall consider any such application and may grant or deny a permit. It may grant a permit upon such terms and conditions as the parking and transportation commission deems advisable for the protection of the public peace, health and safety of the citizens of the city. Full power and authority to hear and determine the applications and to grant or deny a permit is conferred upon the parking and transportation commission by the city council. The parking and transportation commission shall within thirty days after the passage of the ordinance codified in this chapter formulate rules and regulations for holding, conducting or carrying on any parade, march or procession. The rules and regulations shall be reduced to writing and a copy thereof shall be filed with the city council, the chief of police, the chief of the county fire department and the city clerk.

12.12.030 - Permit—Copy filing.¶
Immediately upon the granting or denying of a permit as provided in this chapter, the parking and transportation commission shall send a copy of its decision to the applicant and if a permit is granted, a copy of the permit shall be filed with the city clerk, the chief of police and the county fire chief.

12.12.040 - Permit—Denial appeal.¶
The denial of any such permit as is authorized in this chapter, in whole or in part, may be appealed to the city council by filing a written notice of appeal within twenty days after the denial of the permit and addressed to the city council. The appeal shall be heard at the next regular council meeting following the filing of the notice of appeal and no further notice of the hearing need be given. The city council may hear and determine evidence and argument made at the hearing on appeal and may grant or deny the permit or any part thereof as the city council deems to be for the advantage and best interest of the public peace, health and safety.
