5.2.005. - Adoption of Sanitary Sewer and Industrial Waste Ordinance.

Title 20, Utilities, Division 2, Sanitary Sewers and Industrial Waste, of the Los Angeles County Code as amended and in effect on January 2, 1990, is hereby adopted by reference as the Sanitary Sewer and Industrial Waste Ordinance of the City of Westlake Village.

A copy of the Sanitary Sewer and Industrial Waste Ordinance has been deposited in the office of the City Clerk of the City and shall be at all times maintained by the Clerk for use and examination by the public.

5.2.010. - Fees.

Notwithstanding the provisions of Section 5-2-005, the Sanitary Sewer and Industrial Waste Ordinance is hereby amended commencing fiscal year 1982-83 by increasing the amount of each and every fee set forth in Division 2, Title 20 of said Sanitary Sewer and Industrial Waste Ordinance to be the fee set forth in the most current resolution of the City Council, establishing fees pursuant to said Sanitary Sewer and Industrial Waste Ordinance. In the event no such resolution has been adopted, said fees shall be one and one-half (1 ½) times greater than those set forth in Division 2, Title 20 of said Sanitary Sewer and Industrial Waste Ordinance.

5.2.020. - Maintenance Obligations.

Notwithstanding the provisions of Section 5.2.005, the Sanitary Sewer and Industrial Waste Ordinance is hereby amended to include the following provisions:

A. For purposes of this section, the following definitions shall apply:

  1. "Collector Sewer" means a pipe, located in a public right-of-way, that connects two or more sewer service laterals to other collector sewer pipes and ultimately discharges to a trunk sewer.

  2. "Sewer Service Lateral" means a pipe that carries sewage from the plumbing system of buildings to a collector sewer located in the public right-of-way and has no other sewer tributary.

  3. "Trunk Sewer" means a principal sewer main to which collector sewers are tributary and that conveys sewage to a central point for treatment.

B. Sewers and laterals shall be maintained as follows:

  1. Collector sewers shall be maintained by the City.

  2. Each sewer service lateral from the building to its point of connection with the collector sewer shall be maintained in a safe and sanitary condition by the owner of the property served.

  3. Trunk sewers shall be maintained by the Las Virgenes Municipal Water District.
